GOALS & OBJ 4.1 TEQUESTA POLICE DEPARTMENT GENERAL ORDER TITLE: GOALS AND OBJECTIVES GENERAL ORDER: 4.1 EFFECTIVE: October 1, 1998 RESCINDS: NEW ACCREDITATION STANDARDS: CFA NONE PAGES: 2 CONTENTS: This order consists of the following numbered sections: I. ESTABLISHING GOALS II. REVIEW OF GOALS III. GLOSSARY PURPOSE: To provide guidelines for establishing and routinely updating goals and operational objectives for the Police Department and each component within the agency. SCOPE: This order applies to all Police Department members. DISCUSSION: Establishing and routinely updating goals and objectives ensures direction and unity of purpose, and serves as a basis for measuring progress. This should be accomplished by obtaining input from members at all levels in the agency. POLICY: Goals and objectives will be established for each organizational component. They shall be updated annually and in compliance with the agency mission statement. PROCEDURE: I. ESTABLISHING GOALS: By March 1 of each year, all staff members and division supervisors shall submit to the Chief detailed proposals of goals and objectives for the next fiscal year. A. Goals and objectives will be established by gathering and incorporating the recommendations and suggestions of all subordinate members. B. Staff will periodically evaluate progress toward the current year’s goals and objectives by documenting the relative progress toward attaining them. C. When compiling long term goals and operational objectives, consideration will be given to population trends and their effect on the agency’s workload and staffing requirements, and the need for capital improvement and additional equipment. G.O. 4.1 II. REVIEW OF GOALS: The Chief will review the goals and objectives submitted and formulate overall goals and objectives for the next fiscal year. The goals and objectives will be distributed to affected members. III. GLOSSARY: FISCAL YEAR - The period commencing October 1 and ending on September 30 of the following year. GOALS - A relatively broad statement of the result the agency intends to achieve. A goal usually requires a relatively long time (more than a year) to achieve and, whenever possible should be stated in a way that permits measurement of its achievement. OBJECTIVES - The result the agency intends to attain in order to achieve partial fulfillment of a goal. An objective is an element of a goal, and, therefore, requires a shorter time (less than a year) to accomplish.
