LINE INSPECTIONS 27.1 TEQUESTA POLICE DEPARTMENT GENERAL ORDER TITLE: LINE INSPECTIONS GENERAL ORDER: 27.1 EFFECTIVE: May 1, 2000 RESCINDS: NEW ACCREDITATION STANDARDS: CFA NONE PAGES: 2 CONTENTS: This order consists of the following numbered sections: I. LINE INSPECTIONS II. GLOSSARY PURPOSE: To provide general guidelines and responsibilities for conducting line inspections of all organizational components, members, facilities, property, equipment and functions. SCOPE: This order applies to all Police Department members. POLICY: A system of line inspections will be used to evaluate and improve operational efficiency of the agency and its members. Line inspections will include agency components, functions, facilities, property, equipment, and members. PROCEDURE: I.LINE INSPECTIONS: Department supervisors are responsible for ensuring that line inspections are conducted of members and areas under their command. Line supervisors who have direct authority and responsibility for the operation of a specific component or function will conduct line inspections. They will monitor the activities of subordinates to determine if duties, services to the public, orders and instructions are being promptly, efficiently, and effectively performed. Supervisors will make routine inspections of subordinates to ensure they are properly attired, equipped, and fit for duty. A. Informal Line Inspections: Informal line inspections will be routine at each level of command. Supervisors will use these inspections to determine whether members of their command maintain a working knowledge of the law and perform their duties in accordance with agency orders. Inspections performed by supervisory members during routine operations do not usually require written reports. Deficiencies will be corrected immediately. B. Formal Line Inspections: Formal line inspections will be conducted on all members no less than quarterly to determine if members continuously maintain a satisfactory level of efficiency in compliance with agency orders. These inspections will include, but not be limited to, work areas, personal appearance and grooming, and vehicle inspections. Deficiencies will be brought to the attention of the members involved so appropriate corrections can be made. Line supervisors that supervise sworn/certified members will document formal line inspections of members. The G.O. 27.1  inspections should include the following: 1. Uniforms or attire 2. Weapons 3. Equipment 4. Vehicles 5. Work area. C. Completed inspection forms or memoranda will be sent through the chain of command for review and filing. The division supervisor is responsible for overseeing corrective action and proper retraining of members with noted deficiencies. Inspection reports will include specific action taken to correct deficiencies or recommendations for long range solutions. D. A follow-up inspection will be conducted within seven days. II. GLOSSARY: LINE FUNCTION - The function directly concerned with furthering the agency's goals through the performance of specific jobs/tasks. The term "operations" embraces the traditional line (or primary) functions for which the agency was established - patrol service, criminal investigations, traffic control, and various other activities having a direct effect on crime prevention, law enforcement, and detention. LINE INSPECTION - Inspections conducted by members in control of the persons, facilities, procedures, or other elements being inspected. Line inspections may be carried out by any supervisor within the chain of command and is often conducted by supervisory members who may also be responsible for ensuring that any substandard conditions revealed in the inspection are corrected.
