PURPOSE:
To describe the levels of authority, function and purpose of various components of the agency.
SCOPE:
This order applies to all Police Department members.
DISCUSSION:
Members of the Tequesta Police Department must be familiar with the structure, functions, activities,
and services of the agency to understand its inner workings and responsibilities. Members should also understand the
organizational structure so information and delegation of tasks flow properly via the chain of command. This formalized
organizational structure will maximize personnel efficiency and the delivery of services to the citizens of Tequesta.
POLICY:
All members will adhere to the principles of organization described in this order.
PROCEDURE:
I. CONTROL AND AUTHORITY:
It shall be the policy of this department that the organizational structure and
responsibility be grouped by function and delegated authority. The Chief of Police shall be the head of this department, as
designated by the Village Manager, and has the authority and responsibility for the management, direction, control of
operations, and administration of the department.
II. ORGANIZATIONAL DESCRIPTION:
The Police Department is organized into areas of functional
responsibility and levels of authority, which are titled in descending order: Office of the Chief of Police, division, shift,
and unit.
A. Office of the Chief of Police:
This organizational component includes the Chief and Captain.
B. Division:
The Police Department is divided into three (3) divisions: Administrative, Operations, and
Communications. These divisions are the principal organizational components within the agency.
C. Shift:
The principal organizational component within the patrol division. The supervisor is usually a Sergeant.

D. Unit:
This is a specialized group (i.e. bicycle unit) assembled for a special purpose as needed. When no
supervisor is appointed, members report to the patrol supervisor on duty.
III. COMMAND STRUCTURE:
The Police Department maintains an organizational structure of responsibility and
accountability by assignment throughout the rank system. The command structure set forth by the Chief of Police,
establishes authority for employees commensurate with their responsibility.
A. Order of Rank (Chain of Command):
Each position of the Police Department is a rank. The titles of the
respective ranks establishing the chain of command of the Police Department are:
1. Chief of Police
2. Captain
3. Lieutenant
4. Police Sergeant
5. Police Officer
6. Police Reserve
IV. ORGANIZATIONAL COMPONENT
FUNCTIONS:
A. Office of the Chief of Police:
The Chief is the chief executive officer responsible for developing,
organizing, coordinating, and directing all functionswithin the Police Department.
1. Captain:
The Chief provides administrative support relative to management policies and general business
operations. This person is responsible for organizing and coordinating the activities of all divisions and components
as directed by the Chief.

Accreditation Planning:Responsible for coordinating the Police Department’s law enforcement accreditation
process ensuring compliance with the standards of the Commission on Florida Law Enforcement Accreditation.
2. Lieutenant:
Responsible for supervising the Operations Division.

Public Information:Responsible for communicating with the news media and community.
B. Administrative Division:
Responsible for providing administrative and logistical support to all other functions in
the agency.
1. Records Unit:
Responsible for the agency central records function to include: filing, storing,
reproducing, and destroying agency records in compliance with agency policy and state law.
C. Operations Division:
Responsible for providing 24-hour response to calls for police service:

conducting patrol activities, investigating crimes, and performing other law enforcement

Responsible for investigating criminal cases that extend beyond the scope of the patrol
section.

3. Reserve Section:
Comprised of reserve/part-time patrol officers.
D. Communications Division:
Responsible for receiving calls for police, fire, and medical service and
dispatching an appropriate response to each call.
III. TABLE OF ORGANIZATION:
The Police Department, prior to or during the annual budget formulation, or as
frequently as needed, will establish, develop, and maintain, and routinely evaluate the staffing table that depicts line
functions.
