RESRVE PROG 25.1B TEQUESTA POLICE DEPARTMENT GENERAL ORDER TITLE: RESERVE OFFICER PROGRAM GENERAL ORDER: 25.1C EFFECTIVE: May 7, 2013 REVISES: G.O. 25.1B PAGES: 3 CONTENTS: This order consists of the following numbered sections: UU I. GLOSSARY PURPOSE: To establish guidelines for the operation of the Reserve Officer Unit. UU SCOPE: This order applies to all Police Department members. UU POLICY: The Reserve Officer Unit will provide additional manpower in special situations and augment normal law UU enforcement operations. PROCEDURE: UU I. ORGANIZATION AND ADMINISTRATION: A. The Reserve Officer Unit is under the Patrol Division. The Operations Commander will coordinate all activities including duty assignments and training. B. Appointments are as follows: 1. Reserve officers are appointed by the Police Chief. They do not have proprietary rights in their position and may be dismissed without cause. II. LIMITS OF AUTHORITY: A. Reserve officers have full arrest authority, but can exercise those powers only during specific tours of duty or in UU response to off duty, on-view violent crimes within the Village of Tequesta. They are specifically prohibited from enforcing traffic laws when not on duty. G.O. 25.1B III. DUTIES AND RESPONSIBILITIES: A. Reserve officers will assist in crowd control at special events, answering calls for service, writing reports, enforcing laws in a manner consistent with agency policies, or in any capacity that assists the agency. IV. CONDITIONS OF SERVICE: Reserve officers must: A. Comply with the orders, directives, and procedures of the Police Department. B. Complete the firearms qualification program and any additional in-service training statutorily required of full time officers. C. Serve a minimum of twenty four hours of duty each month, unless exempted by the Chief. If the twenty four hours of duty is not completed, the Reserve officer will have an additional thirty days to complete the required number of hours. Failure to do so at the end of the second thirty-day period will result in immediate dismissal. D. Reserve officers are insured with the same coverage provided full time officers and are eligible for the agency's death and injury benefits. V. UNIFORMS AND EQUIPMENT: A. The uniform and equipment of Reserve officers will be identical to that worn by full time officers. VI. SELECTION PROCESS: A. The selection criteria for Reserve officers will be identical to the selection process for full time officers. B. Persons in the following occupations will not be eligible for appointment to avoid any conflict of interest: 1. Anyone currently employed as a certified law enforcement or correctional officer. 2. Persons involved in the sale or distribution of alcoholic beverages. 3. Bail bondsmen, criminal attorneys, and employees or investigators of the Office of the State Attorney. VII. TRAINING: A. Reserve officer training will be administered in compliance with Florida Criminal Justice Standards and Training Commission requirements. B. The Administrative Division will forward the required documentation to the State of Florida for issuance of certificates of compliance upon completion of required training. C. Reserve officers must complete the field-training program before they will be permitted to perform patrol functions without direct supervision. D. Reserve officers will receive in-service training equivalent to that statutorily required for full time officers performing like functions. They will be trained in use of force policies and tested for firearms proficiency with the same frequency as full time law enforcement officers. VIII. GLOSSARY: 2 G.O. 25.1B RESERVE Officer - A person, who has met all F.S. 943.10 state certification requirements, has the law enforcement U powers of arrest as a full time officer, has successfully completed the agency's field training program, and has been appointed by the Chief to augment law enforcement services. A reserve officer will not receive compensation.
