SEATBELT 6.4 TEQUESTA POLICE DEPARTMENT GENERAL ORDER TITLE: USE OF SEATBELTS GENERAL ORDER: 6.4 EFFECTIVE: October 1, 1998 RESCINDS: PO 403.02 (October 1, 1997 ACCREDITATION STANDARDS: CFA 17.10 PAGES: 2 CONTENTS: This order consists of the following numbered sections: I. SEAT BELT USE AND RESPONSIBILITY II. PROCEDURES FOR USE III. GLOSSARY PURPOSE: To establish guidelines requiring the use of seat belts (occupant safety restraining devices) in department vehicles. SCOPE: This order applies to all Police Department members. DISCUSSION: The use of seat belts can have a significant effect in reducing the number of deaths and the severity of injuries resulting from traffic accidents, and assist officers in maintaining proper control of their vehicles during pursuit or emergency high-speed situations. POLICY: All Police Department vehicles will be equipped with appropriate occupant restraining devices and said devices will be used according to law and this order. PROCEDURE: I. SEAT BELT USE AND RESPONSIBILITY: A. Seat belts and/or shoulder harnesses (occupant safety restraining devices), except when exempted, shall be used by all department personnel while operating or as a passenger in all Village owned vehicles. B. Department personnel should advise citizens who are passengers in department owned vehicles that seat belt (occupant safety restraint devices) usage, by them, is mandatory. II. PROCEDURES FOR SEAT BELT USE: A. Subjects who are in custody will be secured with a seat belt when transported in an agency vehicle. B. There may be occasions when the use of seat belts would have an adverse effect on particular functions. On those G.O.6.4 occasions, good judgment and common sense may provide an exception to this procedure when efficiency or emergency outweighs the safety benefit. C. No person shall operate a department vehicle in which any belt in the front seat is inoperable. III. GLOSSARY: OCCUPANT SAFETY RESTRAINT DEVICE - A seat belt assembly that meets the requirements established under Federal Motor Vehicle Safety Standard No. 208, 49 C.F.R. s. 571.208. AGENCY VEHICLE - A motor vehicle owned or leased by the Police Department.
