TANG PROP INV 6.6C TEQUESTA POLICE DEPARTMENT GENERAL ORDER TITLE: TANGIBLE PROPERTY INVENTORY CONTROL GENERAL ORDER: 6.6C EFFECTIVE: February 1, 2004 REVISES: G.O.6.6B ACCREDITATION STANDARDS: CFA 7.04 PAGES: 3 CONTENTS: This order consists of the following numbered sections: I. RECORD KEEPING II. ANNUAL INVENTORY III. PROPERTY TRANSFER OR DISPOSAL IV. LOST OR DAMAGED PROPERTY V. GLOSSARY PURPOSE: To establish guidelines for the control of tangible property owned by the Tequesta Police Department. SCOPE: This order applies to all members. DISCUSSION: The Police Department is committed to the careful management and control of all property. POLICY: All agency property, equipment, and other assets will be maintained and inventoried in conformance to Florida law and this order. PROCEDURE: I. RECORD KEEPING: A. All fixed asset items received or purchased by the police department shall be assigned an inventory control number by the village finance department. 1. The village finance department shall maintain a database on all inventory files for inventory control purposes. B. Upon receipt of an item subject to inventory, the Chief or designee shall verify the item has been assigned an inventory control number. C. If the item is found not to have an inventory control number, the Chief’s designee will initiate the securing of a number for the item. G.O. 6.6C  II. ANNUAL INVENTORY: The Chief or designee will oversee a complete physical inventory of all fixed assets each fiscal year. \[CFA 7.04\] A. The village finance department will distribute computer printouts of assigned assets to all departments (i.e., police, etc.). B. The list will be distributed to the various departments that have property for verification and certification. C. Upon certification of the list, it will be returned to the village finance department with any discrepancies explained. III. PROPERTY TRANSFER OR DISPOSAL: A. Whenever a fixed asset is transferred to another department, damaged beyond repair, or no longer useful and will be disposed of or sent to the public works department for storage, it is the responsibility of the Chief or designee to complete a fixed asset transfer form. 1. The original will be sent to the village finance department and a copy filed with the Quartermaster. B. The transfer or disposal of any fixed asset must be authorized by the Chief or designee. C. The Chief or designee will inspect all property to ensure that it is of no further use to the agency, and determine the appropriate manner of disposal pursuant to Village Ordinance requiring property declared surplus prior to disposal, and F.S. 274. D. Upon disposal of the property, the inventory records will be adjusted. IV. LOST OR DAMAGED PROPERTY: Lost or damaged property must be reported to the administrative division on a memorandum. The Chief or designee will determine if the property will be replaced or repaired by the agency or by the member. V. GLOSSARY: CAPITAL FIXED ASSETS LISTING - A list of fixed asset property and its location. FISCAL YEAR - October 1 through September 30, as established by the Florida Statute (F.S. 274.01). FIXED ASSET - Tangible personal property of a non-consumable nature, the value of which is $1000.00 or more and the normal expected life is more than a year.
