McCollo Date: December 26, 2006 Subject: IN-CAR MOBILE COMPUTERS AND TECHNOLOGY With the IT network in the final stages of approval and implementation, Iwould request the opportunity to present to the Council the proposal for the In-Car Mobile Computers and software. The first part of the In-Car Computer Program is the purchase of the computers. The Panasonic Toughbook - CF30 has the best track record when used in our type of environment. Because of the rugged construction, you can anticipate 5 to six years of service from this unit. Insight Public Sector, Inc. has been selected as the vendor for the laptops. Insight has an excellent reputation as a Panasonic dealer and has worked with many local agencies. In addition, we will be able to leverage the pricing from an existing contract; FLORIDA CONTRACT 250-000-03-1. As presented in my budget proposal for this fiscal year, I am asking to enter into a lease agreement as a means to secure the funding for the laptops. The cost of the laptops and in-car equipment is nearly $80,000.00; therefore, I have asked three (3) leasing companies to provide me with quotes reflecting that amount. Based on the quotes, I am asking that we contract with Seven Leasing of Lubbock, Texas. Seven Leasing quoted a monthly payment at $2,408.46 per month. This will constitute $21,676.14 through this fiscal year. Account #001-175-664.601; Police -Capital, Computer Equipment currently has a balance of $26,452.07. The expenses related to the laptop and in-car equipment purchase are reimbursable through the Palm Beach Countywide Communications System - $12.50 Allocation, known as the "$12.50 Fund." In order to complete the building of the cars and pay for the aircards it will be necessary to seek reimbursement for the laptop purchase and in turn appropriate those funds to the respective accounts. As of September 30, 2006, the Tequesta $12.50 Fund's balance was $81,262.44. Once the procurement of the computers and equipment is complete we can process the agreements with ATS Public Safety. ATS has agreed, through the generosity of Jeffrey Rubenstein, the owner of Advanced Public Safety, to donate to Subject: In-Car Mobile Computers and Equipment Date: December 26, 2006 Page: 2 the Village of Tequesta the mobile client software, a Computer Aided Dispatch system, field reporting system, and a record management system (RMS). This software package would normally cost the Village over $100,000.00. In addition, ATS has agreed to provide all future licensing and upgrade costs at no charge. This will mean a recurring savings to the Village of Tequesta an excess of $20,000.00. Mr. Hawkins has reviewed the contracts and found them in legal form and sufficiency. Because of the unique nature and complexity of the financing I have proposed I would request an opportunity to present the program to the Council at the January 1 1, 2007 meeting. These funds are Purchase & Install Emergency required to Equipment & Interior Electronics purchase the equipment, mount Repaint Black & White with the computers, and Graphics provide operational funding. The $12.50 Funding will be a new Revenue Account. Funds will have to be appropriated to the proper accounts fund the installation .
