McCollom Date: January 23, 2007 Subject: IN-CAR MOBILE COMPUTERS AND TECHNOLOGY As follow-up to the presentation I provided to Council on January 11, 2007, I respectfully request approval to purchase the In-Car Mobile Computers and software: Resolution #30-06/07. Resolution #30-06/07 The cost of the laptops, air-cards, and in-car equipment is $142,180.00 available in account #001-175-664.601; Police -Capital, Computer Equipment. We have selected the Panasonic Toughbook because of its durability in our type of environment. The rugged construction of the Toughbook ensures 5 to six years of service. Insight Public Sector, Inc. has been selected as the vendor for the laptops. Insight has an excellent reputation as a Panasonic dealer and has worked with many local agencies. In addition, we will be able to leverage the pricing from an existing contract; FLORIDA CONTRACT 250-000-03-1. The equipment required to install the computers and make them functional in the police vehicles such as printers, computer mounts, and cabling are purchased from various vendors, please refer to the attached itemized list: Tequesta Police Department -Marked Vehicle Equipment List. The expenditures for the laptops, air-cards, and in-car equipment qualify for reimbursement through the Palm Beach Countywide Communications System - $12.50 Allocation, known as the "$12.50 Fund." With the proof of purchase and physical hardware in our possession we can then apply for the reimbursement. As of September 30, 2006, the Tequesta $12.50 Fund's balance was $81,262.44. Once the procurement of the computers and equipment is complete we can process the agreements with Advanced Technology Systems; Public Safety Division (ATSj and Advanced Public Safety (APSj. ATS has agreed, Subject: In-Car Mobile Computers and Equipment Date: January 23, 2007 Page: 2 through the generosity of Jeffrey Rubenstein, the owner of Advanced Public Safety, to donate to the Village of Tequesta the mobile client software, a Computer Aided Dispatch system, field reporting system, and a record management system (RMS). Advanced Public Safety has agreed to donate to the Village of Tequesta the entire query software and voice response software and all licensing for the software. This software package and licensing would normally cost the Village over $360,000. Advanced Public Safety and ATS have agreed to provide all future licensing and upgrade costs at no charge. This will mean a recurring annual savings to the Village of Tequesta in excess of $20,000.00. As noted during my presentation there are several benefits from using this technology. The officers' presence will increase because they can complete their paperwork and submit their reports from the field; they are no longer required to leave the streets and spend several hours writing reports at headquarters. Although no one likes receiving traffic citations, this system reduces the violator's delay caused by officers' completing records checks, looking up Statutes, and issuing the citation. The stress of a traffic stop is reduced because the officer receives critical information about the registered owner and the vehicle prior to initiating the stop; consequently, officer safety is increased and the officer is more at ease when speaking to the violator. Once the software is fully implemented citizens will be able to access reports via the Internet and purchase the report from the convenience of their home. McCollor~ Date: January 23, 2007 Subject: IN-CAR MOBILE COMPUTERS AND TECHNOLOGY / ~ \ a As follow-up to the presentation I provided to Council on January 14, 2007, I respectfully request approval to purchase the In-Car Mobile Computers and software: Resolution #30-06/07. Resolution #30-06/07 The cost of the laptops, air-cards, and in-car equipment is $142,180.00 available in account #001-175-664.601; Police -Capital, Computer Equipment. We have selected the Panasonic Toughbook because of its durability in our type of environment. The rugged construction of the Toughbook ensures 5 to six years of service. Insight Public Sector, Inc. has been selected as the vendor for the laptops. Insight has an excellent reputation as a Panasonic dealer and has worked with many local agencies. In addition, we will be able to leverage the pricing from an existing contract; FLORIDA CONTRACT 250-000-03-1. The equipment required to install the computers and make them functional in the police vehicles such as printers, computer mounts, and cabling are purchased from various vendors, please refer to the attached itemized list: Tequesta Police Department -Marked Vehicle Equipment List. The expenditures for the laptops, air-cards, and in-car equipment qualify for reimbursement through the Palm Beach Countywide Communications System - $12.50 Allocation, known as the "$12.50 Fund." With the proof of purchase and physical hardware in our possession we can then apply for the reimbursement. As of September 30, 2006, the Tequesta $12.50 Fund's balance was $81,262.44. Once the procurement of the computers and equipment is complete we can process the agreements with Advanced Technology Systems; Public Safety Division (ATS) and Advanced Public Safety (APS). ATS has agreed, Subject: In-Car Mobile Computers and Equipment ~~~~u/ Date: January 23, 2007 ~, Page: 2 through the generosity of Jeffrey Rubenstein, the owner of Advanced Public Safety, to donate to the Village of Tequesta the mobile client software, a Computer Aided Dispatch system, field reporting system, and a record management system (RMS). Advanced Public Safety has agreed to donate to the Village of Tequesta the entire query software and voice response software and all licensing for the software. This software package and licensing would normally cost the Village over $360,000. Advanced Public Safety and ATS have agreed to provide all future licensing and upgrade costs at no charge. This will mean a recurring annual savings to the Village of Tequesta in excess of $20,000.00. As noted during my presentation there are several benefits from using this technology. The officers' presence will increase because they can complete their paperwork and submit their reports from the field; they are no longer required to leave the streets and spend several hours writing reports at headquarters. Although no one likes receiving traffic citations, this system reduces the violator's delay caused by officers' completing records checks, looking up Statutes, and issuing the citation. The stress of a traffic stop is reduced because the officer receives critical information about the registered owner and the vehicle prior to initiating the stop; consequently, officer safety is increased and the officer is more at ease when speaking to the violator. Once the software is fully implemented citizens will be able to access reports via the Internet and purchase the report from the convenience of their home. Weinand, Fire Chief Date: January 16, 2007 Subject: Palm Beach County EMS Grant Award We received notification from Palm Beach County Emergency Medical Services Office that we have been recommended to receive two grant awards: one for $16,788.00 and the other for $15,285.00, for new medical equipment. As a condition of the Palm Beach County Emergency Medical Services Grant, the County requires a resolution from the Village Council, stating that the Village will use the grant monies, if awarded, to purchase the specified equipment in the grant request and that the funds will not be used to supplant the existing budget. • If you deem this request appropriate, please forward this to the Village Council for their consideration at their February 8, 2007, Village Council meeting.
