~Im "umpage 2006 has been a wonderful
year for the Village especially with the
completion of our new Village Ill.
Residents may now come to one location for
all their needs. Up-grades to Constitution
and Tequesta Park have been completed,
complementing our expanding recreation
department. Our linear park along Old Dixie
is enjoyed by many and adds to Tequesta's
green space. After many hours of hard work,
Staff and Council completed the 2007 budget,
and you'll be pleased to know the financial
health of the Uillage is excellent.
Looking ahead in 2007, Tequesta will
celebrate its' 50th anniversary. Between June
2nd and 4th many activities are planned for
this special time. Former Mayor Dorothy
Campbell and a hard working committee are
pressing forward with four days of fun and
entertainment for all to enjoy.
The Village continues to improve the quality
of life for residents such as the installation
of street lights and sidewalks. Also scheduled
for this year is the improvement of the
Tequesta Drive and Old Dixie intersection in
cooperation with Palm Beach County. The
South Cypress Drive improvements will
begin shortly, complementing an aging
commercial area.
In closing I would ask every citizen to come
to our Council Meetings and take part in the
operation of your government. It is your
input and suggestions that help Staff
and Council understand the pulse of the
community and your vision for the Uillage of
Tequesta.

The notice had been short but our dedicated citizens were not missing the opportunity to attend
the opening of their Village Hall. By 1:30 in the afternoon a few persons had already started to
arrive. Specially invited guest Esther Bagg who celebrated her 100th birthday a few weeks ear-
lier, was on hand to help with the ribbon cutting.
The official program started with Mayor Jim Humpage's welcome, followed by an invocation by Police
Chaplain, Pastor Paul Beresford. Vice-Mayor Tom Paterno, Council Members Geraldine Genco and
Pat Watkins were also on hand to address the gathering and spend some quality time with the
citizens that they represent.
After the ribbon cutting, came the cake cutting, much to the delight of the young ones in tow.
Refreshments were served and then it was time for guided tours of the building. Uillage Manager
Michael Couzzo, Jr and the department heads were on hand to chat with the citizens and answer
their questions. The favorite stops were the Council Chambers and the Community Development
department where persons were able to view a large map of the Village. All too soon it was over,
but a great time was had by all.

With the holidays fast approaching, the staff hurriedly unpacking boxes in their new home and
many people juggling a hectic, social schedule, coordinating the Village Hall opening was no easy
feat. All concerns dissipated however as the 9th of December dawned with perfect clear-blue
skies. The building glistened as only new buildings can, while pots of bright red poinsettias
pulsed everywhere.

COUNCIL MEMBER GERALDINE GENCO RESIGNS
Council Member Geraldine Genco handed in her resignation at the
January 11 Council Meeting, citing personal reasons. This decision,
which took effect on January 31st, b r i ngs the number of open
seats on the Village Council to four. Ms. Genco has

diligently served the residents of Tequesta for the past seven years,
~ where she was Mayor between 2001-2003.

Village Council Actions at the Regular Council Meeting
November 2006 -January 2007
• Approval of a Memorandum of Understanding for participation of the Tequesta
Police Department in the Palm Beach County Multi-Agency Violent Crimes Task
Force.
• Approval of a minor site plan revision for Casa Del Sol, creating connectivity
between adjacent properties.
• Approval of the execution of an Interlocal Agreement between the Village of
Tequesta and the Town of Jupiter and Palm Beach County for the operation and
maintenance of the South Cypress Drainage System.
• Approval of a contract with JLH Associates for preparation of an Evaluation &
Appraisal Report (EAR) in the amount of $35,000.00, required to amend the
comprehensive plan.
• Approval to award a bid to Hertz Equipment Rental, of Riviera Beach, Florida in
the amount of $27,000.00 for the purchase of a B125 Mini Excavator.
• Council appointment of Mr. Carl Hansen as a resident member of the "General
Employees Pension Fund Board of Trustees':
• Approved revisions to Michael R. Couzzo, Jr:s, Village Manger, employment
contract
• Presentation of In-Car Mobile Technology for the Police Department.
• Approved the Final Plat Plan for The Preserve of Tequesta, formerly known as
The Crossings.
• Declared Seat 5 of the Village Council to be constructively vacant and placing it
on the Ballot for the March 2007 General Election of the Village of Tequesta.
• Approved Ordinance 610 creating sexual offender and sexual predator regulations,
providing a separation requirement of 1,000 feet from the residences of sexual
offenders and predators and certain permitted uses.
• Revised contract to Stericycle, Inc. for proper disposal of bio-hazardous waste
generated on Emergency Medical calls.
• Approval to award a bid proposal to Sheehan Turf Care, Inc., of Tequesta, Florida,
in the amount of $21,348.00.
• Approved the proposal from Car-Comm, Inc. for the conversion of mobile radios
for the Village of Tequesta Police Department in the amount of $6,824.00.
• Approved proposals for the purchase and implementation of Phase II of the
Information Technology (IT) Network for the Uillage of Tequesta in the amount
of $81,093.93; Argent Systems, Inc. $42,637.88; Hewlett Packard $38,456.05.
• Approved proposal from Duval Ford, of Jacksonville, Florida, for two Ford
Expeditions per the Florida Sheriffs Association Bid Award 06-14-0821 in the
amount of $50,916.00.
• Approved calling for a General Municipal Election to be held Tuesday, March 13,
2007, and if necessary the Municipal Run-Off Election to be held Tuesday, March
27, 2007, for the purpose of electing Council seats 2 and 4; designating polling
locations, election officials, and inspectors of election; and establishing election
procedures.
• Approved temporarily supplementing the requirement of Section 2-251 of the
Village of Tequesta Code of Ordinances that Poll Workers /Election Board for the
General Municipal Election scheduled March 13, 2007, (and if necessary the
Municipal Run-Off Election March 27, 2007), have to be qualified voters in the
Village by allowing the Poll Workers /the Election Board of the election to be
qualified voters in Palm Beach County for the March 2007 Municipal Elections.
• Approved Rachlin Cohen & Holtz LLP, as the Village of Tequesta's auditors for
Fiscal Year ending September 30, 2006 for a fee not to exceed $55,305.00.

In an effort to ensure that the Uillage of Tequesta maintains the tradition of
being one of the finest places in the county to live, the Tequesta Police
Department is reorganizing and implementing a new neighborhood watch pro-
gram. Through education, diligence and working together with the members of
this community, we will be able to identify problem areas and deter crime.
Neighborhood Watch is one of the oldest and most effective crime prevention
programs in the county, bringing citizens together with law enforcement to
deter crime and ma ke our communities a safer place.
Neighborhood Watch can trace its roots back to the days of colonial settlements,
when night watchmen patrolled the streets. The modern version of
Neighborhood Watch was developed in response to requests from police chiefs
and sheriffs who were looking for a crime prevention program that would involve
citizens and address an increase in crime trends. Since the times of past, many
things have changed and with the world becoming more advanced, so have the
criminals and not to mention the graffiti that tends to surface within our area
and the rest of the county.
This program is being put together by and for the citizens of the Village of
Tequesta and will be facilitated through the Police Department. This is your
program! We will be here for any resources that are needed to facilitate this
program. By building a partnership with each other and watching out for our
neighbors and our community, we will ma ke this the best and stro ngest program
in the State of Florida.
Since Officer Cooper started canvassing the Village in an effort to find volun-
teers and ideas, he has found great support and a genuine interest from the
citizens of this community to have this program back in their neighborhoods.
The police department is currently seeking volunteers to help get this program
off the ground. Anyone who is interested in being a volunteer, please contact

FREE AARP TAX
PREPARATION SITES -
NORTHERN PALM BEACH
COUNTY
To assist residents, trained and tested
volunteers will be at the AARP- Tax Aide
sites listed below between February 1 -
April 16, 2007. All seniors and low/mod-
erate income individuals are welcome.
There are no charges for the service
and no appointments are recessary.
Taxpayers are asked to bring their 2006
W-2s and 1099s and other tax papers for
2006, along with a copy of their 2005
tax return to the site. Individuals should
also have proper ID. The Tequesta site
has been consolidated into the Jupiter
site.

Tuesday, March 13, 2007, and if necessary, a run-off on Tuesday, March 27, 2007.
The candidates are as follows:

The Village of Tequesta will be celebrating 50 years
on June 4, 2007, and preparations for the
Celebration have begun. You can't miss our beautiful,
black and gold celebration banners that have been
installed on light poles within the Village.
The Village's GOLDEN Tribute Celebrations will run
from June 2 - 4, 2007. Some of the events under
consideration include:
• Employee Appreciation Celebration
• GOLDEN Tribute Parade
• Village Green Festival following the parade
• Run for the GOLD and Children's "50"yard dash
• Lucky Duck Race on the Loxahatchee River
• Golf Tournament with a GOLDEN Ball Drop

Employee Chris Dittmeier got more than
he bargained for when he tried to check a
water meter on 55 Pine Tree Place in the
Tequesta Country Club. To his surprise, a
beehive was in the meter box and he
stung on his cheek. But Chris was not
deterred. He returned with spray in hand
and completed his job.

1 stick butter, softened
1 cup sugar
1 egg
3 tablespoons lemon juice
2 tablespoons lemon zest
2 cups flour
1 teaspoon baking powder
1l8 teaspoon salt
Beat butter until smooth, add sugar
until well blended, add egg, lemon
juice and zest until blended. In
separate bowl combine flour, baking
powder and salt, gradually add this
mixture to butter mixture at low speed
till blended. Preheat over to 350,
grease cookie sheets, place cookies
1" apart, bake about 15 minutes or
until edges are lightly browned.
