Below is some information that you may find helpful. Palm Beach County's Department of Environmental Resources Management (ERM) has an active artificial reef program and presently holds permits for several sites in the area waters. On occasion, they can provide direction and deployment sites for appropriate materials. They look for material that is clean and free of exposed rebar, paint, aluminum flashing, etc. and larger than 1,500 lbs. Unfortunately, funding for the program is limited and they typically cannot pay for materials or preparation. However, the artificial reef approach can be a cost effective disposal method for the contractor. Ideally, the contractor loads the material directly onto an ocean rated barge during demolition and then county directs the placement of material at one of their sites. Brock Stanaland (561-233-2443) coordinates these activities for ERM and can provide you with additional information and guidance. Please contact me if you have any further questions. Here are a few thoughts... From a quick look at the Village website it seems that you are in the early stages of this project -that is good because sometimes setting up these arrangements can take time. First, I would try to setup a meeting between the county and your engineers to discuss the concept. This provides the opportunity to exchange needs requirements and discuss the proposed demolition approach, material size, material suitability, potential disposal sites, and what the contractor needs to do to make the material ready (remove exposed rebar, aluminum, etc.). Following this meeting you should know if the project has potential. If you do have a potential project, then you may want to consider structuring your construction bids to include 2 options: 1) request a bid amount to demolish and remove the old bridge according to the contractors preference; and 2) request a bid amount to demolish and remove the old bridge according to specifications for artificial reef deployment. The latter specifications would be included in the bid package, created by your engineers with input from the county, and requires the material to be loaded onto an ocean going barge, material preparation, etc. This approach would allow you to identify the costs associated with each approach and then the Council could select their preferred option when awarding the bid. You may find that the artificial reef approach is less expensive because the contractor doesn't need to pay for truck hauling or disposal, although you never know until you get the bids or discuss the idea with potential contractors. You may end up setting up an interlocal agreement to spell out the terms between the Village and the County and this can take several months to a year to get in place. I hope this helps. If it is all possible ,could you a-mail me or mail any information on the procedure and possible costs to our Village for supplying the County with (old bridge) materials. I would like to have something to present to my fellow council members at our next meeting to possibly get the ball rolling. I know that our engineers will most likely be doing most of the work and they might already know what needs to be done but, any info you could supply me with would be appreciated so I could have a little HEADS UP on what needs to be done.
