SUBJECT: Authorizing Arcadis G&M, Inc. to perform engineering services related to
design, permitting and engineering services for the replacement of the
Tequesta Bridge.
Attached for your review and consideration is the work authorization for Arcadis G&M,
Inc. to provide engineering services related the design, permitting and engineering
services for the replacement of the Tequesta Bridge pursuant to the Professional
Engineering Consulting Services Agreement for Water System and General Utility/Civil
Projects.
I respectfully request that Council approve the Water System and General Utility/Civil
Projects Work Authorization.

WATER SYSTEM AND GENERAL UTILITY/CIVIL PROJECTS
WORK AUTHORIZATION
Tequesta Drive Bridge Replacement and Road Improvements
(Revised 11/12/08)
This Work Authorization authorizes ARCADIS G&M, Inc. to perform the work set forth
herein and is issued pursuant to the "Professional Engineering Consulting Services
Agreement for Water System and General Utility/Civil Projects" dated November 17,
2005. All terms and conditions of said agreement shall be applicable to this Work
Authorization.
SCOPE
The Engineer understands that this authorization is to cover engineering services related
to the design and permitting services for the replacement of the Tequesta Drive Bridge.
The design concept, alternate no. 2 attached, will raise the bridge deck 5.0 ft and will
widen the bridge approximately 15ft., thereby requiring the roadway approach, adjacent
driveways and drainage system to be modified. The following specific tasks will be
performed by the Engineer.
1. Prepare the bridge structural design plans to meet applicable State and County
guidelines with specific structural details, notes and architectural enhancement
details.
2. Prepare roadway and drainage design plans to include road and drainage
improvements from the bridge to Riverside Drive to the east, and from the bridge to
Pinetree Drive to the west.
3. Perform a photometric study and prepare electrical lighting design plans for the
bridge and bridge approach (approx. 300ft either side of the bridge}.
4. Prepare permit support documents for the following agencies and act as the
Village's liaison with the Regulatory Agencies during the permit process;
- FDEP/SFWMD (Environmental Resource Permit, NPDES Permit and Sovereignty
Submerged Land Authorization Application)

-U.S. Army Corp of Engineers (Section 404 Application)
-U.S. Coast Guazd (Section 9 Bridge Replacement Application)
5. Provide subsurface explorations on either side of the bridge to include two (2)
borings at a depth of 60ft., two (2) borings at a depth of 25ft, and one (1)
infiltrometer test to determine the vertical infiltration rate of the soils.
6. Prepare an Engineer's estimate of construction costs.
7. Prepaze bidding documents to include the design plans noted above and
specifications.
8. Assist the Village in bidding the project, to include a prebid meeting with potential
contractors, respond to questions during the bidding process, conduct the bid
opening, evaluate the bids and make a recommendation of award.
Note:
1. There is no landscaping design services provided within this work authorization.
2. The Village will be responsible for paying for all related permit fees.
3. It is unknown at this time if the Regulatory Agencies will require a Mitigation
Plan other than one for mangroves. A Mitigation Plan for other resources is not
included in this work authorization.
4. The development of a Hydrographic (flushing) Analysis is not included in this
work authorization and is dependent upon the Regulatory review.
5. Construction Administration and Inspection services are not included within this
work authorization and will be provided prior to the contractor construction award.
COMPENSATION
For Scope Items 1 thru 8, the Engineer shall be paid a lump sum fee of two hundred and
twenty-five thousand dollars ($225,000).
TIME OF PERFOR1yIANCE
The Engineer understands that this is a priority project for the Village and that they desire
to have construction commence in summer 2009. The attached project schedule
delineates the milestones for the specific tasks being performed,. with the Environmental
Permitting being the longest lead item of approximately 120 days. Note that some time
savings can be accomplished by implementing different bidding procedures as long as
they comply with Village Procurement requirements and conducting a Special Council
meeting off cycle of normal Council meetings to expedite the award of the construction
contract.

The Engineer will complete Scope Items 1 thru 7 within 150 days of receipt of an
executed authorization, exclusive of delays beyond the control of the Engineer.
The Engineer will complete Scope Item No. 8 commensurate with the bid schedule which
we anticipate to be 45 days.
This authorization can be cancelled with or without cause by the Village with 30 days
written notice. Should said cancellation occur, the Engineer will be paid for all services
performed through the cancellation date.
