Couzzo, Village a ge From: James M. Weinand, Fire Ch'e Date: March 27, 2008 Subject: Thermal Imaging Camera This is a request for additional funding to replace one of our Thermal Imaging Cameras. Our camera was sent back the manufacturer for repairs only to find out that it has a bad Microbolometer Core (or Engine). The part needed to make the repair has not been manufactured ih a couple years and no parts are available. If the parts were available, the repair would have been $3990.00 We have called several departments that have purchased this camera and sent out statewide email correspondence through the Florida Fire Chief's Association looking for this part. We were unsuccessful in trying to find this critical component for the camera. The Bullard representative, Ron Healy at Hall-Mark Fire Apparatus sent a very detailed letter back explaining the change in technology and the lack of availability of repair parts. He also stated at the time our old unit would still have a trade-in value of around $900.00, if we decided to purchase another with Bullard unit. After reviewing our options on the market, we have determined the MSA Thermal Imaging Camera is widely used and was the most reasonably priced at approximately $8,900.00. These cameras have become a victim discovery. I think the f~~t turn-round, end excellent service dullard provided for you on tits last imager we worked on is indicative oftheir C'or77mitr]7ent to their customers and their products I trust we will end a way to keep the Sullard name associated with the Tequesta ~~. + Page z RESOLUTION NO. 18-08 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AMENDING THE 2007/2008 GENERAL FUND BUDGET BY APPROPRIATING $8,900.00 OF UNRESERVED, UNDESIGNATED FUND BALANCE FOR THE PURCHASE OF A THERMAL IMAGING CAMERA AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE APPLICABLE DOCUMENTS ON BEHALF OF THE VILLAGE PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, the Village Council of the Village of Tequesta seeks to protect our residents and firefighters health and safety through the use of thermal imaging cameras. Thermal imagers can "see" through smoke, enabling our firefighters to find victims faster, identify the seat of a fire earlier and detect structural dangers that could put them at risk.; WHEREAS, this expenditure will be budgeted into account number 001-192- 664.600, Machinery and Equipment. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1 Resolution No. 18-08 is hereby approving amending the 2007/2008 General Fund Budget by appropriating $8,900.00 of unreserved, undesignated Fund Balance for the purchase of a thermal imaging camera and authorizing the Village Manager to execute the applicable documents on behalf of the Village of Tequesta; Section 2 This Resolution shall become effective immediately upon passage.
