As we discussed, I deleted the reference to "engineering services during construction" (ESDC) in the paragraph under Scope, so that no one can imply that those services are being performed. The proposed services under Scope only relates to design and permitting. Note that we kept the actual scope of services that would be performed in the future for ESDC, scope items 6 thru 9, with a note under compensation that a fee would be established later for this work. All terms and conditions of said agreement shall be applicable to this Work Authorization. SCOPE The Engineer understands that this authorization is to cover engineering services related to the design and permitting for the addition of the third R.O. train within the existing plant which will increase the total capacity of the plant to 3.6MGD, including other associated items. In general, the other items include equipping Well R4, R.O. pressure vessels/membranes, high pressure pump no. 4, interconnecting piping, a degasifier, a two stage scrubber system, chemical feed modifications, electrical and Instrumentation/software modifications. The following specific tasks will be performed by the Engineer. 1. Prepare preliminary plans and outline specifications, and submit to the Village for review. 2. Prepare final plans and technical specifications. 3. Prepare permitting documents for submittal to the P. B. County Health Dept. anal the Village Building Dept. for review and act as the Village's liaison with the Health Department during the review process. The Village will be responsible for payment of regulatory permit fees directly to the agency. 4. Prepare contract documents for bidding. 5. Prepare an estimate of construction costs. 6. Assist the Village with soliciting bids. Page 1 of 3 7. Review the qualifications of the bidders and make a recommendation of award, and prepare final contract documents. 8. Provide engineering services during construction including administration of the construction contract and performance of all duties of the Engineer and resident project representative as set forth in the construction contract. 9. Prepare record drawings based upon survey data provided by the contractor, and certify the project to the appropriate regulatory agencies. COMPENSATION For Scope Items 1 thru 5 the Engineer shall be paid a lump sum fee of ninety-two thousand five hundred dollars ($92,500). It is anticipated that the bidding and construction phase of this project may not immediately follow completion of design and permitting. When the decision to proceed with bidding and construction is made, the Engineer will submit a proposed fee to the Owner to cover the work described under Scope Items 6-9 above. The Engineer will not commence work on these items prior to acceptance of the proposed fee by the Owner. TIME OF PERFORMANCE The Engineer will complete Scope Items 1 thru 7 within 150 days of receipt of an executed authorization, exclusive of delays beyond the control of the Engineer. The Engineer will complete Scope Items 8 and 9 commensurate with the construction schedule which we anticipate to be 230 days. This authorization can be cancelled with or without cause by the Village with 30 days written notice. Should said cancellation occur, the Engineer will be paid for all services performed through the cancellation date.
