Attached for your review and consideration is the work authorization for Arcadis G&M, Inc. to provide engineering services related the design, permitting and engineering services during construction for the relocation/replacement of the Village water main and ENCON force main. I respectfully request that Council approve the Tequesta Drive Bridge Utility Relocations. VILLAGE OF TEQUESTA WATER SYSTEM AND GENERAL UTILITY/CIVIL PROJECTS WORK AUTHORIZATION Tequesta Drive Bridge Utility Relocations This Work Authorization authorizes ARCADIS G&M, Inc. to perform the work set forth herein and is issued pursuant to the "Professional Engineering Consulting Services Agreement for Water System and General Utility/Civil Projects" dated November 17, 2005. All terms and conditions of said agreement shall be applicable to this Work Authorization. SCOPE The Engineer understands that this authorization is to cover engineering services related to the design, permitting and engineering services during construction for the replacement of the following; - Village water main - ENCON force main Both pipes will be replaced under the Loxahatchee River with HDPE, installed by the directional bore method. The existing pipes will be removed from the bridge once the new pipes are installed and cleared for use. The following specific tasks will be performed by the Engineer. 1. Meet with the Village and ENCON staff to coordinate the design requirements. 2. Perform a survey of the area to include an above grade locations survey, topo of the immediate project area and soundings of the river bottom to determine the directional bore profile. 3. Provide subsurface explorations on either side of the bridge to include two (2) borings at a depth of SOft. and a letter report of their findings. 4. Prepare design drawings and specifications. 5. Prepare permit support documents and submit to the P.B. County Health Dept./FDEP and act as the Village's liaison with the Regulatory Agencies during the permitting process. The Village will be responsible for payment of regulatory permit fees directly to the agency. Page 1 of 3 6. Assist the Village with soliciting bids or negotiate the price with an acceptable contractor and make a recommendation of award. 7. Administer the construction contract including the performance of all `Engineer' duties as set forth in the construction documents. 8. Provide part-time inspection services including coordination with the Villages' and ENCON's inspectors. 9. Prepare record drawings based upon survey data provided by the contractor, and certify the project to the appropriate regulatory agency. COMPENSATION For Scope Items 1, 2, 4, 5 and 6 the Engineer shall be paid a lump sum fee of twenty thousand five hundred dollars ($20,500). For Scope Items 3 the Engineer shall be paid a lump sum fee of four thousand seven hundred dollars ($4,700). For Scope Items 7 thru 9 the Engineer shall be paid a lump sum fee of fifteen thousand five hundred dollars ($15,500). TIME OF PERFORMANCE The Engineer will complete Scope Items 1 thru 6 within 75 days of receipt of an executed authorization, exclusive of delays beyond the control of the Engineer. The Engineer will complete Scope Items 7 thru 9 commensurate with the construction schedule which we anticipate to be 60 days. This authorization can be cancelled with or without cause by the Village with 30 days written notice. Should said cancellation occur, the Engineer will be paid for all services performed through the cancellation date.
