PROCEDURES FOR PUBLIC PARTICIPATTON
The public is encouraged to offer comments to the Village Council at their meetings during Public Hearings,
Communications from Citizens and on any other agenda item. Please complete a"COmments By The Public" card and
give it to the Recording Secretary. When your name is called, please step up to the podium and state, for the
record, your name and address.
PUBLIC HEARINGS: Any citizen is entitled to be heard on an ofEicial agenda item under the section
entitled "Public Aearings" when the Village Council calls for public comments.
COMMUNICATIONS
FROM CITIZENS: Any citizen is entitled to be heard concerning any matCer under the section entitled
"Communications From Citizens" when the Village Council calls for public comments.
OTHER AGENDA ITEMS: Any citizen is entitled to be heard on any official agenda item when the Village
Council calls for public comments.
Village Council Meetings are public business meetings, and as such, the Village Council retains the right to
limit discussion on any issue.
NOTE: Disabled persons who need an accommodation in order to
participate in this Village Council Meeting are requested to
contact the Village Manager's Office at 575-6200 at least three (3)
working days before this Meeting. Hearing impaired persons please
note that wireless Hearing Assistance System Receivers are
available by requesting the same from the Recording Secretary.

Subject: Stormwater Utility Board Meeting
At the Stormwater Utility Board Meeting scheduled for April 29, 1999, we will be reviewing the
status of the Proposed Country Club Community Drainage Improvements and the numerous
permitting issues associated therewith, as well as reviewing the Proposed FY 2000 Stormwater
Utility Capital Budget.
At this juncture, it appears that the permitting issues associated with the proposed improvements
to the drainage system within the Tequesta Country Club are so extensive that there is no way
the work will be initiated this fiscal year and possibly not even in the next fiscal year. J. B. Frost
of Gee and Jensen will be present to go over the details of these permitting obstacles at your
Stormwater Utility Board Meeting.
Since delays are to be expected with the Country Club Community Drainage Improvements.
indicated on the Stormwater Utility Ten-year Capital Improvement Program as Fairview East
Drainage Modification and Golfview Drive Drainage Modification, I recommend that the
Stormwater Utility Board consider continuing forward with these modifications and amend the
budget for the permitting work. Tequesta will require grant revenue in order to complete the
Country Club Community work which is estimated to cost $400,000 plus dollars. Vde have
received preliminary indications from the Department of Community AfFairs (DCA) and/or the
Federal Emergency Management Agency (FEMA) that grant funds wilt be available for this project,
if Tequesta ever designs and permits the same. If you follow this course of action, you can
authorize staff to proceed here and now with the next capital project on the list, Country Club
Drive Drainage Expansion to Tequesta Circle. For your information, the Stormwater Utility has
an estimated undesignated fund balance of $245,872.
Once the Stormwater Utility Board establishes direction for the Capital Improvement Program at
your meeting on April 29, 1999, you can anticipate reviewing the Operating Budget and establishing
a recommended assessment rate for FY 99/00 at your next meeting in May.
