MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA November 11, 1975 A Council Meeting of the Village of Tequesta was held on Tuesday, November 11, 1975 at 7.30 P.M. in the Village Hall. Present were Little, Jones, Campbell, Baron and Yoder. Also present were Cyrese Colbert, Village Clerk and John C'. Randolph, Village Attorney., The Village Manager was. sick and could not attend. Opening Prayer and Pledge of Allegiance to the Flag was given by Councilman Baron. First item on the agenda was the consideration of approval of a banner for Lighthouse Gallery, Inc. to be displayed in Gallery Square North to advise. of their Community Art Festival in Tequesta Park, December 6 and 7, 1975. Campbell moved, "it be accepted". The motion was adapted. • The next item on the agenda was consideration of bids for Water Department car. Campbell moved, Y'that this item be moved to a later part in the meetingn. The motion was adopted. Mr. Larry Land, U.S.G.S., gave his annual report to Council on 811975 Water Resources Conditions. Mr. Land briefed Council on the current rain fall situtation and told Council the last time the Palm Beach County area had a greater than average rainfall was in 19b9. Mr. Land reported on salt water intrusion into our well fields. In August there was only one inch of rainfall. Mr. Land advised Council that there is a quantity of water in Tequesta Park and that it is basically the best water resources for our area. Campbell moved ~'to table item ~4 and go on to item 6 (d) and 6 (e~. The motion was adopted. Mayor Little read a memorandum he had sent to the Village Councilmembers t'he Village Attorney, William B. Sydow (Gee & Jensonj, C.D. Huskey (William R. Hou h and Company), Joe B. Wise (William R. Hough & Company, Roger W. Fulling, (Village Water Committee, Chairman) • and Vincent P. Amy (Water Committee Member) in reference to the many problems concerning the Village water system. -7- 11-11-75 -2 W.E. Dunham Mr. W.E. Dunham, President, Tequesta Association of Voters - and Taxpayers, read a letter, of the Board of Directors. • to all members of the Tequesta Association of Voters and Taxpayers, in support of an overall regionalization of water management. Irene Dickson Mrs. Irene Dickson read an excerpt of the minutes of a meeting of the Board of Directors of Beach Road Association, Inc. requesting that Council take various courses of action suggested by them. Wm.Sydow Mr, William Sydow, Gee & Jenson read a report from Gee & Jenson on water system improvements dated November 10, 1675. Paul Culler Mr. Paul Culler, Water Management Group, explained to Council that the Water Management Group would obtain itss water, for the Village of Tequesta, from the Floridan Aquifer and treat it `.with` ~~R:'8c0 ~at a cost of $1.52 per 1, 000 gallons for a period of 20 years.' Campbell moved, ssthat the Village of Tequesta negotiate with the Loxahatchee Environmental Control District for regionalization of waters. 'The motion was adopted. Campbell moved, 'that the Village of Tequesta • Council serve as the negotiating committee to meet with the Loxahatchee Environmental Control District to discuss the proposed acquistion of the Village water systemsi. Leone Mr. William Leone, former Councilman, spoke to Council in regards to the water problems within the Village. Campbell moved, ssthat no additional water service be issuedss. The motion was adopted. Yoder moved, ssthat we discuss points 6 (a), 6 (b} and 6 (c) (on the agenda)'s. The motion was adopted. J.R. Dewey Mr. J.R. Dewey read his letter addressed t© Governor Askew. -$- 11-I1-75 -3 Council instructed the Village Attorney to write • letters to various Governmental Agencies about Martin County's Resolution to the State asking the State not to allow the Village Water System to drill additional taells within Jonathan Dickinson State Park. Council also instructed the Village Attorney and the Village Manager to send a letter, along with the water waiting list to Martin. County advising them the Village Water System can not issue any more water taps because the Village Water System can not drill any new wells in Jonathan Dickinson State Park. Baron moved, "that we do all this (send the letters just mentioned)'?. The motion was adopted. Campbell moved, "that item 6 (c) be tabled". The motion was adopted.
