Present were Little, Jones, Campbell, Baron and ~o;d~r. Also present were Rdbe~t Harp, Village Manager,,~~.Cse Colbert, .Village Clerk and Mr. Adams Weaver, present in place of Mr. John C. Randolph, Village Attorney, who advised he would be in court this date, Prayer and Pledge of Allegiance to the Flag was given by Vice~iayor Jones. Campbell moved, "that we adjourn when our business is finished". The motion was adopted. Ca~pbell mt~ved, "that the minutes (January 27, 1976 Council Meeting) be received". The motion was adopted. Campbell moved, "that the minutes (February l~, 1976 • Council Meeting) be received as corrected". The motion was adopted. Campbell moved, TMthat the minutes (F~bruary 13, 1976 Special Council Meeting) be receiv+~d". The motion was adopted. Campbell moved, nth.report (V~llage Manager's Report for January 1$,~197b thru February 7, 1976) be received". The motion was adopted. Campbell moved, "the report (Financial Stat®meat for January,:"`1976) be approved". `° The emotion was adopted. Jones moved, nwe accept the Water Depart®ent Finscrtcial Statement (January, 1976)". .The mo€imn was adopted, Mayor Little announced that Stephen R. Huggins and Joseph D. Yoder, Jr. had fled for Couflcil Seat ©ne (1) and Thomas J. Little had filed for Council Seat Three (3) and Howard F. Brown had,'filed for Council Seat Five (5). The Village Clerk a8nounc®d`th~t the last day for filing would be February 29, 1976 aa~d aapone wishing to file on Saturday or Sunday m;~y do so by leaving their gapers with the Police Department, -2~- 2-2~.-76 -2 J. Hartman dir. Harvey Hartman, Tequesta Country Club Community Association, wss present to present plans for the new South date to Country Club Community to Council. Campbell moved, "that we approve these plans for a new South Gate for the Country Club Community". The motion was adppted. Jones asked that the minutes show that the maintenance will be maintained by the Country Club Comr~uunity~: A.F. Reeks Nlr. Arthur F. Meeks, Robert E. Owens 1~zAssociates, Inc. was present to the present the bids for Tequesta Drive improvements. Robert E. (3w+anas !~ Associates, Inc. recommended the low bid of Gorham Construction Company of Ft. Pierce, Florida. Campbell moved, "that the cvntr ct be awarded to Gorham Construction Company for ~15$,2.3G with the- alternate=ref ~B" and ~B~.n The motion was adopted. I'oder moved, ttthat we include the change order in-our budget and that we also approve ~147,GGG.GO change in our revised budget as well. The motion was adopted. Campbell moved, "that we adept this Resolution (to provide for eighty feet ($D') wide right-of-way for Old Dixie Highway in the Village of Tequesta as requested by .Palm Beach CvuIIty)". The motion was adopted. Campbell moved, "would like Council to consider the appointment of Robert Harp (Pillage tanager) as cur represent- ative (to a committee representing the municipalities and • two (2) counties in the COG areas to act as 1iai~on between the municipalities, county and State to follow and suggest road improvements}". The motion was adopted. Baron ~evi~ed the ~~rter ATegotiation Committee meeting with P4r. dick l~aloy, Executive,Director, Central and South®rn Florida Flood Control District. P. Culler I~r. Paul Culler, Basic_~®chnologies, Inc.-reed part off; his letter dated February 12,.;1926., addressed to the Village of Tequesta which included a tabulation of ,capital related cost for a one million and.a two million gallon per day reverse osmosis plant. Campbell asked what happens to the,_ waste water after the R.©. process.. Caller remarked that Broadview wi11 dump their waste water into the Intara-Coastal. Baron asked is there water forever. ~Ir. Culler replied that there is a tremendous amount of .water. Allot more water in .the Floridan A quifer than in the Johnathan Dickinson State Park. Nir. Roger W. Fulling and Vincent P. Amy, dater Committee both asked questions,~~,af ~Ir. Culler. Yoder asked Mr. Sydow. to get the ~vst figures for two..(2) million gallons per day of water from Jonathan Dickinson State Park, rev®rse osmosis and tha C-~~ canal. The Council discussed at lengbm the cost of the water that might be incurred. • Mayor Little read a letter of February 19, 1976 which he had received from Tri-Southern Utilities Compan~t, Inc. -29- 2-24-76 -3 wm. Sydow in which Tri-Southern Utilities offered to assist the Village during this interim period by providing a quantity of fully treated and potable water to supplement the Villagers existing supply. Campbell moved, "that Gee & Jenson prepare order of magnitude figure comparing the updated proposal of Basic Technologies, Inc. on the reverse osmosis program and prepare estimated cost with the updated letter of Tri-Southern Company, Inc. to furnish water at 60¢ a 1000 gallons plus the cost of getting water from Indiantown Road to here and to include Jonathan Dickinson State Parka. The motion was adopted. Mr. William B. Sydow, Gee 8c Jenson, read his letter of February 24, 1976 in which he recommended that the Council restrict the use of water for irrigation purposes to not more than two days a week commencing March 1, 1976 because of the steadily declining water levels. Campbell moved, TMthat effective March 1, 1976 that we limit lawn sprinkling, one (1) day per week on each side of the Loxahatchee River on the following schedule: Tuesday Only- all areas west of the North Fork of the Loxahatchee; Friday Only- all areas East of the North Fork of the Loxahatchee. Residents with irrigation wells west of the North Fork of the Loxahatchee and East of the Intra-Coastal waterway are asked to restrict their use of water as much as possible. • The meeting was adjourned at 11:34 P.M.
