HomeMy WebLinkAboutMinutes_Regular_03/08/1976 MINU'IT~S OF THE 1~E'Pi1~G OF THE COUNCIL OF THE VILLAGE OF ~E~~ESTA, FLORIDA March $, 1976 A Council Meeting of the Village ofs'Tequesta was held on Monday, March $, 1976 at 7.30 P.M. in the Village Hall. Present were Little, Jones, Campbell, Baron and Yoder. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk, and John C. Randolph, Pillage Attorney, Opening Prayer and Pledge of Allegiance to the Flag was given by A~ayor Little. Campbell moved, "we adjourn when our busingss is complete". The motion was adopted. After some discussion on "'dime for Visitors" Campbell moved, "that each regular Council Meeting have as agenda item Time Visitors". The motion was adopted. Campbell moved, "that we put time for visitors to ~~~'. The motion was adopted. Campbell moved, "that there be no restriction put • on the input from the audience~or Council". The motion was. adopted. J. Maloy Mr. Jack Maloy, Executive Director, Central and Southern Florida Flood Control District, .was present to present a progress report on his recommendations for interiffi solutions to the Village Water System problems. Mr. Maloy warned the p~eQple of Tequesta that there is not enough water under this peninsa.la aquifer. The Village of Tequesta's present wells-are placing a strain on the water supply in Jonathan Dickson-State Park. A4r. Maloy recommended that the Village of Tequesta either withdraw~~or postpone its ` permission to withdr~rw water with-the -p-~?c~posed production dells and that-the Central and SoutherA Florida Flood Control District eater into the testing for the .Pro posed production wells. Mr. Maloy told Council that there is-not enough water in the park. to meet the needs of Tequesta andy~~that :Te~gaesta must go outside in the future to get water and when it does, wherever the money comes from the cost of water to the tap will have to be increased. There is a +cc~et impact in whatever the Village. of Tequesta does to get its water. The future of this.entre area lace in regionalization Nir. After sa®e discussion from CQut~ail with Mr. Maloy, Campbell asked Mr. Howard Osterman, Sri-Southern, if Tri-Southern is interested in adquring -31- 3-$-76 -2 the Village of Tequesta's Water System. Mr. Osterman answered, "yes'". He also stated that the end retail rate would be slightly less than the rate in Jupiter, if Juno, Jupiter and the Village of Tequesta were p-o~ep~trchase water from Tri-Southern. The cost would be $14.00 to $11+.50 for 10,000 gallons. Little asked Mr. Osterman if Tri-Southern would tae willing to aa~l• its ` water system to the Village of Teque~a, Mr. Osterman answered, '"yes". Campbell moved, "that we consider t~.is Ordinance (establishing water rates to control increased usage of water in times of er~ergeney situations in the water spstem)n. The motion was, adopted. Mr. William B. Sydow, Gee & Jens9Qn, gave reason. why he felt this was necessary and that $OO,OOO gallons per doh is going to the lawns. Baron moved, that we enact the Ordinance as suggested by vur Attorney". The motion was a~g~i~d for the correction to the Ordinance on Section ~4, $mer enc W ter R tes Established. Jones moved, "to approve first reading o an Or iuance of the Village of Tequesta, Palm Beach County, Florida, providing for the establisk~ment Qf water rates during the period that water use restrictions are in effect in the Village of Tequesta Water System; providing for exception for business or commerical customers; providing for reversion to normal rates and charges; prodding for se~erability; and providing an ` effective date). The motion was adopted, therefore first. reading of the ©rdinance was approved. Mr. William B. Sydo~r was unable at this meeting to have • his report on alternate water supply sources. Council tabled discussion of any action the Village ~~iiunt~il might want to fake in regard to control of non-returnable. beverage containers until after the Resources &eco~ery Council has its" Public Hearing, March"1,$, 197b. Campbell moved, "that we enact this Ordinance. The Village Attorney wisb.ed the minutes to shoes that he has s©me reservation about this Ordinance insomuch as the State does n©t say that you have to pass by Ordinance~an issuance of bonds for the purpose of borrowing mdney and-that when it is passed by Ordinance it will eliminate the p~sop~.e ©ntside the Village of Tequesta, when passed by Kesolution the~i everyone on the Village of Tequesta Water System has a right to-speak for or against it.
