P~INUTES GF THE P~ETIAIG ©F THE C©UNCIL OF THE VIhLAGE 4F I'EQIIESTA, FI,GRIDA April 13, 1976 A Council Meeting of the Village of Tec}uesta was held on Tussday, April 13, 1976 at '7:3© E.I. in the Village Hall. Present were Baron,- Brown, Campbell, Huggins and Yoder. Also present were Robert Harp, Village ~3anager, Cyrese Colbert, Village Clerk, and John C. Randolph, Village Attorney. Pledge of Allegiance to the Fl~i~' by Boy -Scout Troop 156.. ~rowrr moved, TM(~the agenda) be revised as suggested (3a. report from Recreation Department, 4a. interiar water rate adja~stment, 5a. Flood Control meeting, 9a. letter from Mr. Tolius)". The motion was adopted. H ins moved, '"that input from the floor be limited to five (5) minutes s~b~eet to further i.np~at upon discretion of CouncilTM. The motion was approved. Yoder moved,, "that we inform Martin Cot~ntp that th®y are welcome to .our-park and ~e would appreiCate any help. they may offer you (Recreation Supervisor) or furnish • themselves and that we adopt the names (of Riwans Field. and Warrior Field) for the two (2) ball fields in Tequesta Park". The Motion vas adopted.. The Village Attorney read by Title only" an Grdinance providing for the establishment of water rates during emergency periods when water use restrictions are in effect. Input from the floor was heard -from Air, A~ancuso, Mr. Brennan, Nir. Doyle, Mr. Dewey, l~Ir. Swanstrorn, Mr. Crewman, Mr. Guantrell and Nir. Walker. Huggins moved,' "that this ordinance be tabled Votes=~-; on the motion was Baron -Far Brown -For Campbell ~ .-~Agair~s~ Huggins -~'or -Yoder `-Against The motion was therefore adopted. Huggins moved, 'that the Council direct the Village Attorney to prepare the necessary legal documents to enact the water rate ad~nst~ient as purposed by the memorandum dated April 13, 1976n. The motion was adopted. -4D= 4-13-76 -2 Mr. William B. Sydow, Gee & Benson Consulting Engineers, read his letter dated April 9, 1976 in reference to Supplement No . 1, Re~riew Report . NSr. Jack Malloy,,Exeeutive Director Central and Southern Florida Flood Control District, explained that once we fake action on getting water we-will have to reduce the water taken out of our well fields. Mr. Harold Eckes, Utilities Consultant for Martin County, told Council he will aid and not block the Village of Tequesta_ in getting water and will advise Martin County Co~issiom:ers not to block the Village of Tequesta from getting water. Mr. Howard C. Gsterman, Tri-Southern Utilities, Company, Inc. told Council that Tri-South®rn will. sell water to E~'C(~~T as the Village of Tequestats agency, but with a proviso that ENCtIN will not,, build a plant t© compete with Tri-Southern. motion was: Mr. Pete Pimentel, ENCOP~, read his letter. dated April 9, 1976. Baron moved, nthat we recess this subject matter tc~ Monday, April 19, 1976 at 9:~0 A.M., the intent to be that we reach a conclusion on this matter of to whom we are going to give-the bid for additiona]: water resources". Vote an the .Baron -For. Brown -For.; Campbell -Against Huggins -For Yoder -For: ,: 8 and was therefore approved. Items 9, and 9a were postponed indefinitely. The Village Attorney is to change the proposed recreatie~nal vehicles ordinance to ref~lect:th:e views of Council and bring it back to the April 27, 1976`~ouh.cil meeting. Item 11 was postpbned until the April 27, 1976 Council Meeting. Baron moved, they, (Auditors Report for fiscal yeah' ended September 3©, 1'975 and approval of budget -~rah.sfers ) be ,received". The motion was adopted. Further`'.discussion w3.11 be on the April 27,'1976 Council Meet'ing'agenda. Huggins moved, "we accept the letter of resignation of Mr. Roger W. Fulling as stated in his letter and that with the expressed i'thanks~' of the Village Council for the se,r~rices he has provided during this time .as Chairman'. The motioa; was adopted. -41- 4-13-76 -3 Brown -noved, "that the Council function as the Udater Committee". The motion was adopted. Mayor Campbell read a Proclamation of Law Dap U.S.A. Brown moved, "that we issue such a Proclamation". All were in favor with the exception of Huggins, who opposed the motion. Councilman Baron and one (1) citizen, appointed by the Village Manager, will serve as representatives to the "Areawide Advisory Group" for the Village of Tequesta. Fulling, Member and Chairman of Village of Tequesta Water Committee It is my understanding that the Village of Tequesta Water Committee is an "ad hoc" committee appointed by and to serve at-the pleasure of the Village Council.- -Recognizing-that. this is an election year-for three of the fine seats on council; I believe it proper for me to submit my resignation as a member and chairman of the Village Water Committee effective the last day ~of the cou_*~eilmatic year I975-76. I wish to advise Council that during my tenure as a member of the Water Committee, I have received sincere and constructive support from alI members of the committee: Mayor Little; Council member Dorothy Campbell; Mr. Vincent Amy; Mr-~ Robert Harp, Village Manager; and Mr. Wm. Sydo.e, Professional. Engineer, Consultant to the Village_ Upon request from Council or Village Management, I will be pleased to assist, commensurate with my capabilities, in the discussion and analysis of problems leading to a timely and more equitable water system for our Village.
