HomeMy WebLinkAboutMinutes_Regular_04/27/1976 MINUTES OF THE MEETING OF THE COU~iCIL OF TAE VILLAGE OF TEQUESTA, FLORIDA April 2?, 1976 A Council Meeting of the Villags of Tequesta.was held on Tuesday, April 27, 1976 at 7:30 P.M. in the Village Hall. Present were Baran, Brown, Campbell, Huggins and Yoder. Also present were Robert Harp, Village Manager, Cpr•ese .Colbert, Village Clerk and John C, Randolph, Village Attorney. Opening Prayer was by Councilman Baron and Pledge of ..Allegiance to the Fla by Boy Scout-Troop X156. Corrections to the Agenda were, c3a~ Robert Rose, (6b) Appointment Qf Representative to Palm Beach County Advisory Committee,. (9f) Consideration of a Resolution (proposed amendment to Part 6 Chapter 555 Florida State Statutes). Huggins moved, "that we have a~Water Committee Workshop either Thursda evening or Friday morning (April 29, 1976 or April 3©, 1976 at .the discretion of Mr. Sydow". The motion was adopted. Robert Rose, Bicentennial Committee Chairman, presented a Cerificate of Official Recognitian a~ a Bicentennial Administration to the Village of Tequesta. Council Meeting minutes for March 23 and 29, 1976 and April 2~., 1976 were received. Financial Statement and Water Department Financial Statement for March were received. Village I~rnager's report for March 21, thru April 24, 1976 end the annual, audit reports were received. There was input from the audience from Mr. Robert Satt,ley and Mr. Charles Keller. The Village Manager gave Mini-Progess reports that :the w©rk on U.S. ~1 is 75~ completed and that work on Tequesta Drive improvements will begin April 2$, 1976. The Village Manage°r also reviewed the water pumping days and infort~ed Council that the Municipal League was against-the. uniformed voting day for,the State. Huggins asked the Village Attorney if he could draw up an Ordinance to reflect the feelings of. Council for the uniformed voting day. The Village Manager read a Resolution declaring acquistion of land and temporary construction: easements for improvement;.:. of Beacon Street within the city bits of the Village of Tequesta, Florida, to be a public necessity;',~uthtsrising the employment of appraiser snd authori8in~;.the filing of eminent domain proceedings. -46- ,, _, page 2- 4-27-76 Brown moved, "that the Resolution be passed". Vote on the motion was: Baron --For Brown -For Campbell -Fvr Huggins ~-Against Yoder -For th~refore~Res~ilutioh-No._~-?5/~~`~as passed and adopted. Yoder moved, "that, we appoint Arthur Barr (to the Areawide Advisory Group)". The emotion wtas adopted. Council tabled the discussion of a Recreational Vehicles ordinance to a workshop meeting. The Village. Manager gave first reading of an Ordinance amending Ordinance 1Vo. 134 at Section 2, relating to the service of rates and charges as to m©nth7.y ser~rice charge.. Brawn: moved, "that first reading be approved ©f an Ordinance of the Village of Tequesta, Florida, amending Ordinance l~0.-134 at Section 2, relating to the schedule of rates and charges as to monthly service charge". The- motion was adopted and first- reading was approved. Brown moved, "that we reaffirm our support (of the oyster bar removal)". The motion was adopted. Brown moved, t'that we post "no sm~.king~ signs in the Village Council Chambers. Brown moved, "that sae approve the Resolution of the Village of Tequesta, Florida, requesting and petitioning that the Legislative Delegations of District 77 and Districts 7~-$3 support HB 2432 that requires beverages to be packed in returnable containers". Vote on the motion was: Baron Brown Campbell Huggins Yoder -Against -For -For -Fcrr -Fo r and therefore Resolution No. 10-75/76 was passed and adopted. Brown moved, "that this well permit (request for irrigation well on Village right-of-way by the Country Club Community Assocation) be granted". The motion was adopted. Yoder moved, "that we appoint the Mayor (as representative for the Village of Tequesta to COG)". The motion was adopted. The Agreement with Palm Beach County for Community Development Block Grant Fund was tabled until the next Council meeting. Brown moved, "that we approve a Resolution of the Village of Tequesta, Florida, to all members of the Florida State Legislature • strongly opposing the published proposed amendments to Part VI, Chapter 553, 1974 supplement to the Florida Statures and strongly urging that the Legislature make certain amendments to the samerr, The motion was adopted, therefore Resolution 1Vo. 11-75/76 was passed and adopted.
