HomeMy WebLinkAboutMinutes_Regular_05/25/1976 MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA May 25, 1976 A Council Meeting of the Village of Tequesta was held on Tuesday, May 25, 1976 at 7:30 P.M. in the Village Hall. Present were Baron, Brown, Campbell, Huggins and Yoder. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. Opening Prayer and Pledge of Allegiance.. to the Flag was by Councilman Yoder. The changes (6a(6) Mosquito Control, 6b(1) Gary Preston, Departmental Report, 6c Water Service Connection and item number 3 was cha~xged to item number 5 and vice versa. There was input from the floor from Mr. William B. Bf~ennan, Mr. John Giba and Mr. Thomas Darcy. Council Meeting Minutes for April 27, 1976, Special Council Meeting Minutes for May 1$, 1976, Village Managers Report for May 9, 1976 thru May 22, 1976, Financial Stdtement~~ for April, 1976 • and Water Department Financial Statet~ent.~for April, 1976 were received. Mr. Robert Rose, Community Civic Council Chairman, told Council of the plan for the Fourth of July and decorations for the Village Hall. There was input from the audience on the Fourth of July celebrations. Huggins moved, "that the Village of Tequesta support the Community Civic Council's public ceremonies to celebrate the 200th year of our nationfs freedom, and that said ceremonies shall be observed on the anniversary date of the dap that first proclaimed our independence to the world, July 4, 1976"• The motion was adoptes3. The Village, Manager reviewed the oyster bar dredging,s~Beacon Street Improvements, C.D.A. Block Fund Grants, gt~~~<ir~il fence _ - on the Loxahatchee River Bridge and reviewed request of the Village to have Henry Skokowski, Area Planning Board as planner for the Village. Also the Village Manager discussed Tequesta Drive Improvements. Gary Preston, Recreational Director gave a Departmental Report on Tequesta Park. Bro=wn moved, "that a meeting of the Village Council to discuss water matters be held on Tuesday at 7.30 P.M. on June,A15 (1976)"• The motion was:adopted. . Attorney Adams Weaver, Johna~n, Sasser and Randolph, Attorneys at Law, informed Council of the legal work being done on the property -5 $- ~-z5-?6 -z along the right-of-way for the "Easterly" route for the water hook-up with Tri-Southern Utilities Company, inc. • Mr. ~Ieaver also discussed with Council the legal work.. being clone to proceed with the Beacon Street improvements. Baron moved, "that Mrs. Nickau be appointed to a three (3) year term to the Community Appearance Board". The motion was adopted. Brown moved, "that the Village of Tequesta contact these various charities (Salvation Army, Operation Concern and Goodwill) and reQUest that these boxes (drop off-pick up) be removed". The motion was adopted. Brown moved, "to appoint Irene Dickson to the Citizen Action Committee". The motion adopted. Brown moved, ''to appoint Councilman Huggins to COG Leisure Time Activities". The motion was adopted. Brown moved, "Mr. Charles Prescott be requested to serve on the COG Civil Defense". .The motion was adopted. The Village Manager read by "title vnlytt an Ordinance relating to the schedule of rates and charges for water bill. Huggins moved, "to adapted second reading of an Ordinance of`the • Village of Tequesta, Florida, amending Ordinance No. 134 at Section 2, relating to the schedule of rates and charges as to monthly service charge". Vote on the motion was: Baron -For Brown -Fo r Campbell -For Huggins -For Yoder -Fbr and therefore Ordinance No. 23z was passed and adopted on second reading. Brown moved, "that these funds (Federal Revenue Sharing Funds in the amount of $5,$93.) be designated for Public Safety. The motion was adopted. Huggins moved, "that the Council direct the Village Manager to write our Congressional Representative stating that the Village government request that he vote to discontinue the Federal ~tevenue Sharing Fund when it expires-this calendar- year". Vote on the motion -59- 5-25-76 -3 was: • Baron Brown Campbell Huggins Yoder and was therefore adopted. -Against -For -Fo r -For -Against The Building Official gave a report of the drainage system at Tequesta Drive and Seabrook Road and that the ditch running East and West will be cleaned out by the County. ~ Brown moved, "that the bicycle/pedestrian path (an area approximately 130 feet of path, 5 feet wide on the south side of E1 Portal Drive between Yacht Club Place) be constructed by the Village of Tequesta". The motion was adopted. Campbell reviewed the agreement with the School Board of Palm Beach County and the North County Council of Governments (COG) and the contribution by the Village of $5,500. Baron moved, "that Brown be appointed to the 9-1-1 Planning Cooridinator". The motion was adopted.
