MINUTES OF THE MEETING OF T.HE COUNCIL OF
THE .VILLAGE OF TEQUESTA, FLORIDA
July 27, 1976
A Council Meeting of the Village of Tequesta was
held on Tuesday, July 27, 1976 ~t 7:30 P.M. in the Village
Hall, Present were Baron, Brown, Campbell, Huggins and
Yoder. Also present were Robert Harp, Village Manager,
.Cyrese Colbert, Village Clerk and John C. Randolph, Village
Attorney. Prayer and Pledge of Allegiance to the Flag was
given by Vice-Mayor Brown.
Mayor Campbell announced the Budget Workshop to be
held Tuesday, August 10, 197b following the regularly~sche~duled
Council Meeting.
The Village Manager's Report for July 11, 1976 through
July 24, 1976, the Financial Statement.f~ir,,=June,:a19~6.~ ahd~~t~the
Water Department Financial Statement for June, 1976 were
received.
• The Village Attorney gave second reading by "title only"
of an Ordinance amending Section 1 of Ordinance No. 224. Brown
moved, "it (an Ordinance of the Village of Tequesta, Florida
amending Sectivn 1 of Ordinance No. 224, providing for defining
that all other provisions of Ordinance No. 224 be as orginally
adopted) be adopted". The motion was passed:'therefore Ordinance
No. 235 was adopted on second reading.
The Village Attorney gave second reading by "title onlp°P
of an Ordinance amending Section 5.1 and Section b of Ordinance
No. 227. Huggins moved, "it (an Ordinance of the Village of
Tequesta, Florida, amending Section 5.1 and Section 6 of
Ordinance No. 227; changing of permit fee schedules; and
providing that all other provisions of Ordinance No. 227 be
as originally adopted) be adopted'. The motion was passed
therefore Ordinance No. 236 was adopted on second reading.
The Village Attorney gave first reading of an Ordinance
~?roviding for the narking of recreational vehicles, vans,
trucks, etc. Council discussed the Ordinance, then Brown
moved, "to ado?~t first reading of this Ordinance". Vote on
the motion was:

Campbell -Against
Huggins -Against

therefore first reading was adopted.
Mr. Peter Fimentel, Executive Director for the Loxahatchee
River Environmental Control District briefed the Council
and Public as to what areQs in Tequesta are to be served
in 1976 and 1977. The Village Council informed Mr. Pimentel
of various problems the Village residents were having with the
work being done for ENCON.
Baron moved, ?'that these resignations (Theordore Davis
and Helen Nickau from Community Appearance Board and Theordore
Davis from Sign Committee) be accepted as received and that
a letter of appreciation be sent to both". The motion was
adopted.
Brown moved, "that Mr. Charles S. Cleveland be appointed
to the Community Appearance Board (term to expire 5/31/79)".
The motion was adopted.
Brown moved, "that we have second reading (Ordinance
providing for the parking of recreational vehicles, vans,
trucks, etc.) on August .LO, 1976". Vote on the motion was:

Huggins -Against
Yoder -For

and was therefore adopted.
Council discussed some of the problems of the Zoning
Ordinance, then set up a Zoning Ordinance ti'~orkshop Meeting
for August 17, 1976 at 7:30 P.M.
Brown moved, "that we form an Annexation Committee,
membership to be decided later". The motion was adopted
and Council appointed Brown to help the Committee.
Brown moved, "that we approve the Agreement (Community
School Program for July 1, 1976 to June 30, 1977) as amended".
The motion was adopted with Huggins opposing the motion.
Brown moved, "to amend the budget (1975/76) as stated".
The motion was adopted.
Council gave Councilmember Huggins the "OK" to continue
working on getting a library in this area.
The meeting was adjourned
