HomeMy WebLinkAboutMinutes_Regular_08/24/1976• MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA August 24, 1976 A Council Meting of the Village of Tequesta was held on Tuesday, August 24, 1976 at 7:30 P.M. in the Village Hall. Present were Baron, Campbell, Huggins and Yoder. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk, and John C. Randolph, Village Attorney. Councilman Huggins gave a reading and lead the Pledge of Allegiance to the Flag. Brown was on vacation. The Village Manager explained the necessary changes in the 1975/76 Budget, per his August 24, 1976 memorandum to Council. Yoder moved, "it be accomplished in the manner desired to include the uniforms for the Police Department". The motion was adopted. Mayor Campbell explained the changes in the proposed 1976/77 Budget for the Village of Tequesta. Baron moved, "that the Budget (1976/77 be approved". Vote on the motion was: Baron- For Campbell- For Huggins- Against Yoder--• For and was therefore adopted. There was input from the audience in question about the need for a Building Official and the tennis court lights. The tennis court lights were not budgeted for this year. Council answered. the question from the audience. Baron moved, "that the millage rate (4.956) be approved as read". The motion was adopted. Huggins moved, "that the regular scheduled Council Meeting for September 28, 1976 be changed to September 29, 1976 (due to the primary elections on September 28, 1976)". The motion was adopted. Huggins moved, "that Mr. Harp send a letter to Jupiter Island Beach about increase, (Police dispatching service for 1976/77)". The motion was adopted. Mayor Campbell made the announcements. The minutes for July 20, 1976, were. received as amended. Council Meeting minutes for July 27, August 3, and August 10, 1976 were received. The Village Manager's Report for August 8 - 22, 1976, the Financial Statement for July, 1976 and the Water Department Financial Statement for July, 1976 were received. Page -2 Mr. Arthur F. Meeks, Robert E. Owen and Associates, was present • to present to Council and uptodate report on the Tequesta Drive Improvement project and the Beacon Street project. Mr. Meeks told Council that one-half of Tequesta Drive will be worked on after Labor Day and in about one month the other half of Tequesta Drive will be started. Mr. Meeks also asked Council to defer discussion on improvements until October because of work being done by ENCON. The Village Attorney gave first reading of an Ordinance of the Village of Tequesta, Florida, restricting the parking of commercial vehicles and trucks over three-quarter ton rated capacity within residential areas; providing exceptions thereto; providing regulations relating to the parking and storing of certain trucks and commercial vehicles of three-quarter ton rated capacity or under and recreational boating and camping equipment in residential areas; setting forth conditions therefore providing penalties for violation of this ordinance and specifically repealing section 1, subsection (j) of Ordinance No. 213 and other Ordinance in conflict herewith establishing an effective date. Yoder moved, "the Ordinance be approved on first reading (the first reading was approved, second reading by "title only" scheduled for September 29, 1976)". Vote on the motion was: Baron- For Campbell- Against Huggins- For Yoder- For • and was therefore adopted. The Village Attorney informed Council that the Village Clerk had received a petition from a committee of five (5), headed by B.C. (Paul) Sharpe, to have a referendum on Village of Tequesta's Ordinance No. 237. Mr. Sharpe was present at the Council Meeting and Council asked him several questions. William B. Sydow, Gee & Jenson Consulting Engineers, was present to discuss with Council the initial improvements to be made to the Village of Tequesta's Water System. Gee & Jenson felt that at the present time there is not enough demand on the system to add an additional water main to the Beach Road area. Joe B. Wise, William R. Hough & Company, talked to Council about"satisfying the present 1975 Water Revenue Certificates. Council agreed that the Village of Tequesta should get the proposed rates out to the Public as soon as they are available, to inform the Public of what is happening. Council talked about the surcharge to Martin County and Palm Beach County residents, the charges for different- meter sizes and other water improvement matters and they were in general agreement of the proposed rates. Huggins moved, "to appoint Richard Dent (to the Technical Advisory Committee)". The motion was adopted. The meeting was adjourne at 12:55 .M. Cyr e Colbert
