MINUTES OF THE MEETING OF THE COUNCIL OF
THE VILLAGE OF TEQUESTA, FLORIDA
September 14, 1976
A Council Meeting of the Village of Tequesta was held
on Tuesday, September 14, 1976 at 7:30 P.M. in the Village
Hall. Present were Baron, Brown, Campbell, Huggins and Yoder.
Also present were Robert Harp, Village Manager, Cyrese Colbert,
Village Clerk and John C. Randolph, Village Atio.rney. Councilman
Yoder gave the opening Prayer and Pledge of Allegiance to the
Flag. The agenda was approved by Council and Mayor Campbell
gave the announcements. There was no input from the visitors.
The Village Attorney informed Council that in order to adopt.
a uniform election date in March (same as County) the Council would
have to adopt an Ordinance. Since the Ordinance. would change the
Charter (were the election is concerned) then a referendum would
have to be held at the next General Election or at a Special
Electidn and it would have to be-~cl~~~fsed in the paper. Brown
moved, "to approve a Charter change in our voting procedure to
conform with our County and that the Village Attorney draft an
• Ordinance to reflect same". The motion was adopted. Brown moved,
"'that a possible charter change to be discussed at the October 12,
1976 Cout~cu.l Meeting". The motion was adopted with Baron opposing.
The Village Manager read a Resolution of the Village of Tequesta,
Florida, providing for the adoption of a Budget of $961,410.00 for
the fiscal year commencing October 1, 1976 and providing for levying
a millage rate of '4,956 dollars per $1,000.00 of taxable value in
full. Yoder moved, "that this Resolution be adopted'.'. The motion
was approved, therefore Resolution No. 14-75/76 was ..passed and
adopted.
The Village Clerk gave certification to the Council that the
petition filed by B.C. (Paul) Sharpe, requesting a referendum
relating to Ordinance No. 237 of the Village of Tequesta, was
invalid based upon the fact that each petition did nbt have
attached thereto an affidavit signed by the circulator thereof.
Council discussed, at the suggestion of Brown, the forming
of a Financial Committee. Brown told Council he knew of three
(3) men who would like to serve on the Committee. Council agreed
that they would put their suggestion in writing and send them to
Brown through the Village Hall, so that .they will comply with
"Florida in the Sunshine Law".

Brown moved, "that we approve the Police Chief, Village Manage
• Village Clerk and Mayor should go to the Florida League of Cities
Annual Convention". The motion was adopted.
Council agreed that Mayor Campbell will ride in the Jaycee
Christmas Parade.
Brown moved, "that the 'Water Department Budget for 1976/77 be
first item on the agenda for September 29, 1976". The motion was
adopted.
Council discussed the width of the bicycle paths in Tequesta,
Huggins being appointed to the Recreation Advisory Board, guard rails
on bridge on Tequesta Drive, truck traffic on Country Club and
Tequesta Drive, septic tanks in Tequesta and Baron told of his meeting
and telephone calls to get safety ropes at Carlin Park Beach.
The meeting was adjourned at 9:57 P.M
