THE VILLAGE OF TERUESTA, FLORIDA
August 12, 1975
The first Council Meeting for the month of August
was held on Tuesday, August 12, 1975 at -7:30 P.M. in
the Village Hall. Present were Little, Jones, Campbell,
Baron and Yoder. Also present were Cyrese Colbert,
Village Clerk and John C. Randolph, Village Attorney.
The Village NTanager had advised Council he would be
on vacation. The meeting was opened with Prayer and
Pledge of Allegiance to the Flag by Councilwoman
Campbell. Jones moved, 1Twe adjourn at 5:30 P.M.t?
The motion was adopted.
Arthur Meeks Mr. Arthur Meeks, Robert E. Owens & Associates,
Robert E. Inc. reviewed the progress of the Teauesta Drive
Owens & Asoc. Improvements project. Mr.-Meeks advised Counci<1 the
contract for the U.S. ~l construction has been awarded
to Gorham Construction Company of Ft~ Pierce, Florida,
with a completion date of 260 working days. Mr. Meeks
advised Council that the Village should be ready to
go out for bids in about two (2) to three (3) months..
and construction would take almost one (1) year.
NTayor Little presented William J. Taylor, former
Councilman., with a Certificate of Appreciation.
I~Tayor Little turned the conducting of business
for the bids, items No. 1~., 5 & 6) over_ o V-~ce-Mayor: Jones
because he does business with some of the bidder
relating to his companyrs business.
Baron moved, r'we accept low bid 'of Florida Utility
Contractors, Inc . tfor the construction of _f ive ( 5) .french
drains and repairs to an existing drainage,:culvert} in the
amount of $x,790.00. Vote on the motion was:
Jones -For
Campbell -For
Baron -For
Yoder -For
Little -Abstained
and was therefore adopted.
Campbell moved, `xwe accept low bid of Grady
Parker Paving, Inc. (for various street intersection
repairs and improvements and resurfacing of "thee

Village Hall parking lot) in the amount of $15,76.55`'•
Vote on the motion was:

Campbell -For
Baron -For
Yoder. -For
Little -Abstained
and was therefore adopted.
Campbell moved, "we accept low bid of McIntosh
Paving (for 160 standard concrete car stops, 6' long,
double rod with 21~",pins,-for the parking lot in
Tequesta Park) in the amount of $656.00¢'. Vote on
the motion was:
Jones -For
Campbell -For
Baron -For
Yoder -For
Little -Abstained
and was therefore adopted.
Campbell moved, "we accent the low bid of Grady
• Parker Paving (to supply, spread, grade and roll-200
cubic yards of shellrock in the parking lot at Tequesta
Park) in the amount of $1,6$5.00 and additional shellrock
at $~.. 50 per yard°' . Vote on the motion was

Campbell -For
Baron -For
Yoder -For
Little -Abstained
and was therefore adopted.
Vice-Mayor Jones gave the meeting back to
T1layor Little .
The Village Attorney gave first reading of an
Ordinance amending Ordinance No. 211, the~,Official
Zoning Ordinance of the Village of Tequesta, by amending
Article XIII, Section 13.3, to include Public Utility
structures and buildings such as sewage disposal works,
water pumping plants, water treatment plants, sewage lift
stations, electric substations, police and fire stations,
and any other use normally appurtenant thereto, as
special exception uses: and by amending Article XN,
Section 14.3,'`by adding paragraph 3 thereto, to include

T'ublic Utility structures and buildings such as sewage
'.isposal works, water treatment plants, sewage plant
lift stations, electric substations, Police and Fire
stations and any other use normally appurtenant thereto,
as special exception uses; providing for repealing of
Ordinances in conflict herewith and providing for an
effective date. Campbell moved, "that the first reading
of the Ordinance be approved". Vote on the motion was:

Baron -For
Yoder -For
The motion was therefore adopted.
Howard Brown Mr. Howard Brown, Comprehensive Planning Goals
and Objectives Committee Chairman, gave notice of the
Committee's meeting scheduled for Monday, August 1$, 1Q75
at 1:00 P.M., in the Village Hall. Mr. Brown told
Council that the Committee's Report •~ill most likely
be sent out to Council on Tuesday following the meeting
Monday, if there were not too many changes. Council
set a Special Council Meeting for Friday, August 22,
1°75 at 7:30 P.M., to consider the recommendation of
• she Comprehensive Planning "Goals and Objectives"
Committee.
A Public Hearing was set for 7:00 P.M., Tuesday,
August 26, 175 on the millage rate increase.
The Recreation Director, Gary Preston, reviewed
the summer program. The total per centage breakdown
of people using the park was 44~ Tequesta, 23~ Martin
County, 22~ Jupiter and 11~ Palm Beach County.
The meeting was adjourned at $:15 P.M.
