HomeMy WebLinkAboutMinutes_Special Meeting_10/11/1974iw1INUTES OF THE PUBLIC HEARING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA OCTOBER 11, 1974 A Public Hearing was held. at 7:00 P.M ., .Friday, October 11, 1974 in the Village Hall, 357 Tequesta. Drive, Tequesta, Florida. Councilmembers present were: Little, Jones, Campbell, Taylor and Leone. Also present was Robert Harp, Village Manager. Mayor Little asked for a time limit on the Hearing and the Council agreed to a 7:30 P.M. adjournment time. Mayor Little advised the Hearing was made necessary since the Council had already held such a Public Hearing to advise of the necessity of a 1974 millage increase in excess of the Palm Beach County Tax Assessor's certified millage of $2.829 per thousand dollars of tax valuation, but new requirements had been passed by the State Legislature relating to such Public Hearings and the Village now had to conform, The Village Manager reviewed the budget for ]_974/75 indicating .various increases and an estimated cash balance carry over of $301,000. It was pointed out that 1974/75 expense for garbage and trash collection would be 52.25 of the proposed millage of $3.660. It was also pointed out that taxable valuations in several areas, such as Tequesta Garden Apartments-and other areas do not pay enough taxes to provide for the cost of garbage and trash collection, This is due to the valuation of the properties and also the fact that many of the owners have a double homestead tax exemption. Campbell said she believed such collection ~ was much cheaper for the franchise holder in an area such as Tequesta Garden Apartments due to the quickness with which the collection could be made as compared to a similar number of single family residences. Taylor said it was becoming time in the very near future for the Village to consider the millage for garbage and trash collection as a separate item, A discussion ensued. on the use of excess funds if the proposed Tequesta Drive Improvements were not to be constructed to the full extent of the proposed, plans. Dr, Chester Ward asked what such funds might be used for. .The Village Manager advised that the improvement to other Village streets and intersections in the coming year could probably be done with such funds. Air. Robert Carr spoke-about the very poor condition of the north and west portion of Country Club Drive, The Village-Manager read an October 7, 1974 letter from Robert R. Shaw, 316 River Drive, Tequesta, Florida objecting to any tax increase. The Village Manager advised. that another Public Hearing was required. and wou]_d be held at 7:00 P.M., Tuesday, October 22, 1974 in the Village Hall and that a resolution setting the 1974 millage rate would be considered. at the 7:30 P.M., Tuesday, October 22, 1974 Regular Council Meeting.
