MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA OCTOBER 22, 1974 The second regular Council Meeting, for the month of October, of the Village of Tequesta was held on Tuesday, October 22, 1974, at 7:30 P.M. ire the Village Hall. Present were Little, Jones, Leone, Campbell and Taylor. A1sa present were Robert Harp, Village Manager and John G. Randolph, Village Attorney. .The meeting was opened with Prayer and the Pledge of Allegiance to the Flag by Councilmember Campbell. The minutes of the October $, 1974 Council Meeting were approved as corrected. The minutes of the October 11, 1974 Public Hearing were approved as corrected. The Village Manager reviewed the receipts and expenditures far the twelve (12) month.-period ending September 30, 1974. Leone moved, 'Tthat the Financial Statement fir September 1974 be approved," after being sec ended the m:~ti~n was ad~?pted. Balances- on` hand September 30, 1974 were: First National Bank & Trust Co. $ 3$,310.05 Petty Cash 25.00 Community Federal Savings & Loan 12,000.00 Fidelity Federal Savings & Loan- 1$,612.66 Certificates of Deposit 220,000.00 U.S. Treasury Bills 2 2 .2~ The Sinking Fund balance was12.300.00 The Village Manager's report was read by Mr. Harp. Taylor moved ~'to accept the Village Manager's report", after being seconded the motion was 'adopted. Little asked Mr. Robert Carlson to submit in writing to the Council. an engineering. study on water`spri.nkler systems as opposed to watering by hand. Little asked Mr. Harp to send a letter to Hatt Reed, Assistant Secretary of Fish and Wildlife and Parks of the Department of Interior, about I-95 proposed site and to let Council see the letter before it is mailed. 6 10-22-74 - 2 Jones is to check with the Tequesta Police Department to see if people could ride bicycles on the road instead of the bicycle path. Mr. Edward Logan, President of the Jupiter-Tequesta Jaycees asked for an additional $100.00 from Tequesta for the Christmas Parade. Taylor moved, "Tequesta give an additional $100.00 to the Jaycees for a total of $400.00." After being seconded the vote on .the motion was: Taylor - For Campbell - Against Jones - For Little - For Leone - For and therefore adopted. Tayor moved, "that the plans for improvements to Tequesta -Drive from U.S. ~1 to Willow Road as presented by Arthur F. Meeks of Robert E. Owen & Associates be approved with the provision that modification be made for the treatment of the center dividi~r"fram;cancrete to irrigated center." The vote on the motion was: Taylor Campbell Jones Little Leone - For r Against - Against - Against - For and therefore was not adopted after much debate. Consideration of Resolution 1-74/75, setting 1974 millage rates was read by title only. Leone moved, "to accept millage rate of 3.66 mills." The vote on the motion was: Taylor -.For Campbell - For Jones - Against Little - For Leone - For a and therefore adopted. The Village Manager said NIr. Herschel McCalley had agreed to serve on the Retirement Review Committee. Leone moved, "that Mr. Herschel McCalley be accepted to serve on the Retirement Review Committee." G~-~~ (Mrs.) Cyrese Colbert Encl. cc: Ben Simpson Ta e ~4 Count ~ 7 Mrs. Jones I, as you know, couldn't get too many answers'from ~~he engineer that we had here from Kimley-Horne, so I took it on my own to go and talk to other traffic engineers who are hrighly qualified, to see just exactly what the situation would be here. And the four lancing of Tequesta Drive would be of benefit only to the merchants in the effected area. When, you talk about Tequesta Drive being four laved, people visualize this whole thing being four laved, not just 1300 feet up here, and as you say and you can see that it would only be the advantage to. those merchants only, and it will not take care of the congestion that we have on Tequesta-Drive and Old Dixie. Then we come into the bottle- neck will remain and it will go suddenly from four down into two lane. Engineers throughbub-~:; the county have pointed, if you-just take a look at Northlake Boulevard at the Florida East Coast crossing at Lake Park, is one prime example. They have looked at this traffic study we have here from Tequesta Drive down to the plaza entrances they say we have $,000 of these trips. From the plaza down to Old Dixie it is $,500, but the thing, the ironic-thing of this whole business where the more traffic is which would be $,900 that's were theytre going to bottleneck. Now in any traffic study that is done there is, where is this $,900 cars going? We don't know whether, how many going's off at Seabrook, County Line Road, how many's going into-the Country Club, how many are going up and into .Martin County, but we do know by this traffic study that there-are some-1,944 units up in just Martin County alone; Turtle Creek, Riverbend, and the Hunt Club. And so this is what they say, with this traffic study and to have a bottleneck at $,900 is just unheard of. end you cannot make a bottleneck and take care of any traffic of this size at all, plus not having more traffic there we had a railroad track,-and less than ~~- a block, they gave me-the foot but Itm very bad on footage, there is a stop light. So we have three major critical crises in Ghat--one area which we are trying to take--care of more traffic-and Tequesta Drive as Mr. Zielinski said,. is designed with. too many entrances, and exits, recommended for any kind of safety. Those on the Tequesta Plaza and the Lighthouse Plaza and the Tequesta Plaza are improperly lined, and many many studies have showed this. However, our one engineer in,-'the build, the one that we employed, did .not bring this up, and it is just exactly like A4r. Zielinski said, the current flow of traffic is a Criss-cross pattern, and the entrance of Tequesta Plaza should be east:::of the one at the Lighthouse Plaza. Research and studies with the construction input have proven that entrances such as • these at a shopping center should not be across from each other. for a flow of traffic and safety, but staggered properlg, thus creating a safe and smoother flow pattern 1 for the proper turning.., Now if-this exit was over from the other one the cars that are going to turn south, I mean going to the, that are heading toward U.S. 1 that. are going to turn north will have proper vision that they can see the cars coming all around and those that are going east can see those,the oncoming traffic and it is a very safety thing that we have here. Theg-can see the cars that are coming they know whether they have enough time to go ahead and go across the traffic flow or not. If there is any consideration of four laneing of Tequesta Llrive the present, there are thirty-three royal palm trees, up here, that must - be removed. No consideration in any of his. reports or nobody has taken or given anything about how-much expense this is going to take, nor is there any right-of-way available with this, if they could only be possibly be transplanted, and this is many years that they have -been here, .the heighth of -them and everything, and so would have to be checked .into, there is no way that we can, we have no right-of-way up here, and to do away -2- with them now after all these years would be a terrible ~~'°.:~,- disgrace. All of this can be avoided by proper utilization of the present right-of-way and~'-fd3~~ow::through with the original recommended plans of the two lane. I would like it understood that there has-been two laneing of Tequesta Drive for many years, that it was never passed and it was -away before this four lane come through. I do not know when this traffic study was done, I cannot seem to. get quite the correct date on it, whether it was done before the four laneing, whether it was done during or whether it was done after, but I don-think these two work pretty hand in hand, and I think it's very crucial for }~s.to see here that the traffic flow and this bottleneck-would just be terrible. I do th"ink that since there is so • much of the traffic coming from Martin County and the Palm Beach County, as I told you there are now 1,94 units just in Martin County alone, that is not counting .the ones here in Palm Beach County. I believe that Tequesta should have a'~~meeting consisted of the Martin County Commissioners, Palm Beach County Commissioners, a representative from the State, and of course, us from Tequesta, to see if something couldn't be worked out -.that Tequesta does-not have to carry the full burden. The right-of-way should be acquired far replanting of the palm trees. They sap that coordinating df a meeting such as this. and having all the municipalities and everthing else, this could be:aj~ont. type thing, it would save a lot. of headaches and everything. Martin County could go ahead and try to push through with County Line and the bridge., that would take care of all those .in the north part of the _ county. Palm Beach County could go ahead and~wo~k along with us and on through here and go south of Old Dixie here to go through-where the State has it from 707 and if we all ,worked together all-these engineers from the County and the State,-I've .talked to them personally, think that there could be something worked out, and through pressure from one another -3 - 1 counties, the commissioners and all of this, that this can be dons, but if we set up here and try to only solve the one little problem, 1,300 feet up here on-our expense and where i~ that-- traffic going__to? If it was a road to nowhere as these engineers phrase the term then we would not have to worry about a bottleneck but this believe you me with .$,900 cars or trips coming down through there is certainly not recommeded for any kind of bottleneck and the engineers like I say I have talked to several very reputable engineers, and this is by many and not by just the one engineer that we have here on this own traffic study. Mrs. Jones Yes, I can give you Herb Kahlert, that was here, said and I quote "it would only be benefit to the merchants't. Ben Simpson from the State, he is the State Engineer, District Engineer for the State, and other engineers said that they would be glad to come in and to give their expert advice on this. Mr. Taylor In other words, you have. these in writing? ~s. Jones I have two in writing, yes, and I could get more if it's - necessary. But I do believe that if we set up a meeting such as recommended by these men these engineers they would certainly be here. Mr. Taylor Did they question the qualifications of our engineers? Mrs. Jones They did, not question the qualifications of the engineer at all. They did question why it would be bottlenecked, and this was the biggest question, was the bottleneck of -4- the $,900 traffic when that was was traveled on Tequesta Drive. said however, that they could n~ would recommend four laneing on all this traffic going out. If the largest number that They did not, but they ~t figure out why they- such a small area with it was a road to nowhere as they called Northlake Boulevard where they took a traffic study and only a small percent went west then they could see why then you would bottleneck, they just didn't even do anything to the road up there at that time. But they did question this, and they asked me when was this traffic-study done, was it done before the .four laneing, I did not know, and I seem to, cannot find out.. Mr. Taylor What was the date on it? Mr. Little What four laning are your refering now to Mrs. Jones? Mrs. Jones 2tm talking about the four laneing that, that's right there, there was the two laneing with the turn, as I understand it was done before, and this was the alternative plan that we decided on at that one meeting. This is what I do not know when this traffic study was done. T do know, and I found out, that it, this four laneing was, this is what the council wanted, and this is what Kimley-Horne had done., .They did-not recommend it, .they were told to do this. Mr. Little Mr. Leone please. Mr. Leone Rusty, that's not true.- I attented the meeting and the reason that this .study was done because the county said before they could come up with any County monies,_or if_ there were any State monies available, you must have a traffic study, and so they then said that before they would put up anp money at the, for the intersection at Old Dixie and Tequesta Drive, that this plan must have with it a traffic study. This was made in conjunction -5- with this plan. From this study, then Mr. Meeks went on and drew the plan. Because everthing that is in this study is incorporated in that plan. And thatts the kind that was done. Mrs. Jones Yes. This is why generally when a traffic study is done from, like I say I':d only taking the experts, and I-can give you the list of those, and written. When they do a traffic study they do it-all four intersections. ,This was done here. However, it should have been with the larger number of $,900 traffic, coming down Tequesta Drive, on this side of-the railroad tracks, were they should have found out where these cars were going. How many where going and turning off at Seabrook. It should have been followed • on through farther, because-with the traffic study such as this, this is like the engineer said, a road to nowhere, and evidently with $,900 it certainly isn't a road to nowhere. And actually to get a full scope of a traffic study, we need to know where these $,900 are going. How many is turning off at Seabrook, we know all of them aren't turning off at Seabrook. How many is going down inside the Country Club gates. How many are going north, on Country Club Drive how many are going into Martin County, and this is where they could find out where we need to go down to a two lane or where a bottleneck, or they say it a, they and none of them would recommend any kind of a bottleneck two lane, or anything from this traffic study that we have here. And this is one~as they can see it, this is one mans - opinion, and this, I grant you I do~not and have not in any way doubt that the facts and figures are here.- However, I do think with all of these in Martin County then something should be done about those that live in Martin~County, therefore County Line Road could be put through and these people could use County Line Road, and Bobby Culpepper with the Palm Beach County Commissioners also this• Ben Simpson from the State said that we should get -6- together and to see just exactly who and work together and see who would take care of this and that, and try to get us a flow of traffic. That it shouldn't be up to Tequesta, and just only be Tequesta- Drive to serve the whole community. Mr. Little Thank you Mrs. Jones • -7- 10-22-74 -3 Campbell moved, "since the Council was following Robert's Rules of Order, that the minutes of the meetings should contain mainly a record of what was done at the meeting, not what was said by the members." The motion was adopted. Leone moved "that the Village of Teque sta support the proposed dredging of the Loxahatchee Rawer to remove oyster bars in the vicinity of;.AlA.,Railroad Bridge, Jupiter and recommends approval by the Board of Trustees of the-Internal Improvement.. Fund of the State of Florida." The vote on the motion was: Taylor - For Campbell - For Jone s - For Little - For Leone ~ s For and therefore adopted. The meeting was adjourned at 10:40 P.M.
