MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA NOVEMBER 26, 1974 Village Attorney. The meeting was opened with Prayer and Pledge of Allegiance to the Flag by Councilman Leone. The minutes of the November 12, 1974 Council Meeting were approved. Council set a time limit of 11:00 P.M. on the meeting, due to the lengthy agenda. The second regular Council Meeting, for the month of November, of the Village of Tequesta was held on Tuesday, November 26, 1974 at 7:30 P.M., in the Village Hall. Present were Little, Jones, Leone, Campbell and Taylor. Also present were Robert Harp, Village Manager and John C. Randolph, The Village. Manager reviewed the receipts and expenditures for the period ending October 31, 1974. Leone moved, "that the Financial Statement for October, 1974 be approved," after being seconded the motion was adopted. Balances on hand-October 31, 1974 were: First National Bank & Trust Co. $ $0,505.73 Petty Cash 25.00 Community Federal Savings & Loan 12,000.00 Fidelity Federal.Sa'~ings & Loan 1$,612.66 Certificates of Deposit 220,000.00 U.S. Treasury Bills X1.$0 ~3 5.4. 5.1 The Sinking Fund. balance was X22,$36.9$ The Village Manager's Report was read by Mr. Harp. Little askedti~at Martin County be invited to a meeting with Tequesta, Jupiter and Robert Culpepper, Chairman of the Board of C©unty Commissioners for Palm Beach County, to discuss various road problems in this area. Taylor moved, "that the time for vistors be the only time the vistors are allowed to speak,,r after some discussion, Taylor withdrew his motion. Jacob J. Blair Mr. Jacob J. Blair complimented the Council for River Drive trying to improve the bad condition of Tequest~A Drive, and told of a dangerous pothole on El Portal Drive. J,~Wise Mr. Joe Wise of William R. Hough 8c Co. thanked Wm. R. Hough & Co. -12- 11-26-74 - 2 the Village of Tequesta for allowing his company to present a proposal to act as the Village's Financial Advisor for the Water Department improvements, including the construction of a water treatment plant. Mayor Little announced it would be unfair to the other companies to hear from Mr. Wise. Leone suggested a workshop meeting be held at 6:45 P.M., Tuesday December 10, 1974 prior to the regular Council meeting to interview representatives of the frms_who had submitted proposals to act as Financial .Advisors. John Giles, Mr. John Giles gave a talk on the need for Department of nutritious food to the needy in the Jupiter-Tequesta Human Resource Nutrition area and the need of money to support the program. Council a reed not t i d Division g o g ve a onation. They felt there are many charitable programs in this area and it would be unfair to give to just one. Attorney Wm. Wood Attorney William Wood,. representing Bermuda Terrace Association wanted to know what was-being done about the removal of the surcharge on Bermuda Terrace water rates. Village Attorney Randolph told the Council he could legally approve the sur- charge.. Council refused to Lift the- surcharge because the Village has an agreement with .Palm • Beach County, not Bermuda Terrace. .Little advised Attorney Wood that we have no Water Department Financial Advisor at the present time. Commissioner Commissioner Kiernan from Martin County asked Kiernan, the Village to remove the surcharge for Martin Martin County County. Council agreed to make an effort to lower ~ rates on the surcharge. Chief Henry Dusenbery informed the Council that in the County where the, Palm Beach Count Sheriff Department patrols there is a five (5~ per- . cent higher crime rate. He `also advised Council that the recommendation that would-provide for the consolidation of Municipal Police Departments with less than ten (10) officers does not apply to the Village of Tequesta, because there are presently, sixteen (16) members of our Police Department. Taylor reviewed his plans for Tequesta Drive. He proposed to use the orginial plans as a basic guide. Four lane Tequesta Drive but instead of turn lanes, have grassy areas with .the inner-lane for the turning lane. The cost would be approximately X225,000.00. Mr. Harp-read a letter from A. F. Meeks about Tequesta Drive;mpravements. Council discussed the overlaying of the intersection at Old Dixie and -13- 11-26-74 - 3 Tequesta Drive. Campbell move, tpthat the inter- . section at Old Dixie and Tequesta Drive be overlaid, after being seconded the motion was adopted. Council asked Mr. Harp to send a letter to Lloyd Brown, Nichols Sanitation, and invite him to the next Council meeting to discuss yard trash collection problems. Taylor moved, ~'to,have.a fifteen (15) minutes Council meeting, followed by a workshop the second Tuesday of each month, and a regular Council meeting the fourth Tuesday of each month, but it would not become effective until January, 1975, instead of the present two (2) Council meetings each month.'t The v©te on-the motion was: Taylor -For Campbell. -For.,: ,June s -Far Little -Fore. The Village Attorney gave first reading of the proposed Ordinance regulation the. erection, construction, demolition, occupancy, equipment, use, height, area, and maintenance of buildings. or :,structures in the Village of Tequesta, Florida;. providing for the issuance of permits therefore; declaring and establishing a fire district; providing penalties far the violation thereof, and repealing all ordinances and parts of ordinances in conflict therewith. Leone moved, seconded by Taylor to appr©ve first reading of the proposed Ordinance. Vote on the motion was: Taylor -For. Campbell. -FQr Jones -For Little -For Leone -Far the first reading was therefore approved. Mr. Harp read the amendment to the sublease for Tequesta -Park which had been approved by the State Cabinet and which permits the Village to construct five (5) water supply wells in. the park. Leone moved, "that the amendments to the sublease be adopted`." Vote on the motion was:- Taylor -For Campbell -For' Jones -For Little -For Leone -For -14- 11-z6-74 - 4 and was therefore approved. • The Village Manager advised of information he had obtained on a program to het p Village residents treat their cocoanut palm trees for lethal yellowing. Leone moved-that the Village buy the chemicals and three (3) commercial injector at $75.00 each for the use of Village residents in treatment of their_trees. The chemicals would be sold at Village cost and the injectors would be on a loan basis. The motion was adopted. Leone move, 'tthat Cyrese Colbert be appointed Village Clerk, effective December 1, 1974. Vote on the motion was: Taylor -For Campbell -For Jones -For Little -For Leone -For and was therefore approved. A contribution of $25,00 was given to .the Village from the ladies of the Church of the Good • Shepherd (Episcopal) for assistance with the beau- tification of the lot east of the Village Hall.
