HomeMy WebLinkAboutMinutes_Regular_01/28/1975 MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA January 2f~, 1975 The second Council Meeting for the month of January ~r~as held Tuesday, January 2$, 1975 at 7:30 P.M., in the Village Hall. Present were Little, Jones, Leone, Campbell and Taylor. Also Tresent were Robert Harn, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. The meeting was opened with Prayer and Pledge of Allegiance to the Flag by Councilwoman Campbell. Taylor moved, r'the Council meeting adjourn at 10:30 P.M.,'T the motion was adopted. The minutes of the December 10, 1974 Council meeting were approved as corrected. The minutes of the January 14-, 1975 Council Meeting were also approved. Taylor moved, "the Village Manager's Report from December $, 1974 to January 11, 1975 be approved without being read, but for the ,agenda to show the dates ,' the motion was adopted. • Mx. Harp, Village Manager, read the Financial Statement and Water Department Financial Statement _f or the month ~~f December. Leone moved, S4that both Statements be approved,'"' the motion was adopted. Tom Scott, S.T', Mr. Tom Scott, talked about the bicycle path torn up corner cif' by the work done on Tequesta Drive and in front of his Riverside Dr. nrr~perty. Mr. Harp told PRr. Scott, that the work was not Ter~uesta Dr, f_n~eshed in that area. This Tnrork was the installation of a sewer force main .for the Loxahatchee River Enviramental Control District. John. Inman., Mr. John Tnman from the Inman Corporation reQUested Inman Corp, that the Council not consider his company's bid in the construction of five (5) water supply wells for Tequesta Park because of an Prrar in Trice and time completed. Robert Ferrier a Mr. Robert M. F~rriera asked when ENCON was gging to 360 Tequesta replace the sad in the front, of his yard. Drive Jim Ballum, Mr. Jim Ballum, Excutive of the ATOrth County First Executive of Aid Squad, Inc. was present to request the Village of Tequesta N.C.A.S. Inc."authorize the Tequesta Police Department extra territorial jurisdiction to assist them with necessary assistance in areas outside the territorial limits of the Village of Tequesta. -2~ 1-2$-75 -2 Taylor moved "to accept resignation from John L. • Avery, Jr., as Prosecuting Attorney for the Village,'T the motion was adopted. John Randolph, Village Attorney recom- mended Edward Fine or Steven Sagrans for the new Prosecuting Attorney. Taylor moved, rYtO appoint Edward Fine, as the n.e~ra Prosecuting Attorney for the Village pursuant to the terms of Mr. Fines letter dated January 22, 1~75,P1 the motion was adopted. The Village Manager read a Resolution of the Village of Tequesta in support of the Official American Revolution J` Bicentennial Observance, purposed by Mr. Robert R. Rose. -Leone moved, "the Resolution be approved,' the motion !aas adopted. Edward `~Jalker , hir. Ed Walker of Gee & Jenson was present and discussed Gee & Jenson mixed-media filters. Taylor moved, f'to table the subject until the next Council meeting because there was not enough information on the prototype filters as of yet.r' Leone moved, "to award the contract of the construction of five (5) water supply wells in Tequesta Park to Allay-Pippin Corporation in the amount of $ 171,172.50 after _ some discussion,the vote on the motion was: Taylor - For Campbell _ :Abstained • Jones Against Little - For Leone - For the motion was therefore adopted. Leone moved, 'fto award the contract of the construction of the water main system, for the new wells, to Guy Villa and Sons, Inc. in the amount of $$2,x$0.50 usin cast iron nine, $5~,~37.00 using asbestos cement pipe or ~56,1~50.00 using PVC pipe, depending upon which one the County authorizes the Village to-use. After some discussion the vote on the the motion was: Taylor - For Campbell - Abstained Jones - Against Little - For Leone - For -the motion was therefore adopted. Leone moved,."that Joseph W. Blizzard, Theordore E. Davis, Jack F. Hoff, Phillip. H. Cole, Stephen L. Oldham, Leroy Weiss, Norman L. Burg, Jr., Theron R. Brayman and Glenn Kloiber be appointed to the Building Board of Appeals. Davis, Steven Tom. Devine, Jr. and Frank J. Griffith of Appeals.'t The motion David H. Krum and another member of the North County First Aid Sauad, Inc, asked that the Police Department Ts territorial iurisdi.ction be extended by one mile. Kenneth P'Iartin Mr. Kenneth Martin representing the Teauesta Country 102 C=olfview Club Community Association, Inc. was present to ask the Drive Village to continue upkeep on the two (2) entrance gates into the Country Club Community. No action was taken and the matter T~1as deferred to the February 25, 1975 Council meeting, Leone moved the appointment of Patricia S. Anderson anal Andrew J. Murphy to the Zonir~ Board o.f. Ad,justment for the terms of one (1) year and three (3) ,years respect- fully effective January 1, 1975. After some discussion Council decided to find out more information about the Florida Election Laws before adopting them in toto. Council discussed a letter from the Council of ~'overnment (COG) requesting Tequesta contribute $2,930.00 • ,-~ their committee. Council asked Mr. Harp to find out ~~re information before they made a decision. Taylor moved, "to accept bid from Larry Jarrell, Co. for drainage improvement^ i~ try amoant of x'0,400.00." Vote on the motion was: Taylor - For Campbell - For Jor_es - Fir Little - For Leone - For the motion.?Nas therefore adopted. Campbell move, "that the next Workshop meeting be on road improvements in the Village." The motion was adopted. Leone moved, "to approve .first reading of the Inter- Local Agreement-Community Development Act of 1974.P1 The motion was adopted on first reading.
