HomeMy WebLinkAboutMinutes_Regular_03/25/1975MINUTES OF THE MEETING OF THE COUNCIL, OF THE VILLAGE OF TEQUES'I'A, FLORIDA March 25, 1975 The second Council meeting for the month of March was held Tuesday, March 25, 1975 at 7:30 P.M., in the Village Hall. Present were Little, Jones, Leone, Campbell and Taylor. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. The meetg was opened with Prayer and Pledge of Allegiance to the Flag by Councilman Taylor. The minutes of the February 25, 1975 and March 11, 1975 Council-meetings were approved. Leone mooed, 'the Financial Statement for February,, 1975 be approved." The motion was adopted. Leone moved, "the Water Department Financial State- ment for February, 1975 be approved." The motion was adopted. Outgoing Councilman Leone read a letter of March 24, 1975 to each Councilmember on water problems and recommendations made by him. Some of the points brought out were, water production.;, water treatment, pumping and storage, distribution system, financial, a reason for concern and future plans. The Mayor presented Leone with a "Certificate of Appreciation" for his term on Council from .August 17, 1972 to March 25, 1975. Oath of office was administered to newly elected Councilmembers Dorothy M. Campbell, Seat 2 and Peter Baron, Seat 4. Taylor resolved that Thomas J. Little shall be appointed as and to the Mayor of Village of Tequesta prusuant to Article II, Section 2.06 Mayor and successor of the charter of the Village of Tequesta. Vote on the motion was: Taylor -For Campbell -For Jones :For Baron -=~'or and therefore adopted. -34- 3-25-75 -2 Baron resolved that Almeria A. Jones shall be appointed as Vice Mayor of the Village of Tequesta pursuant to Article II, section 2.06 of the charter of the Village of Tequesta. Jones asked to have William J. Taylorfs name be added to the Resolution. Taylor asked that his name be withdrawn. Vote on the motion was: Taylor -For Campbell -For.. Little -For Baron -For and therefore adopted. Jones resolved that Dorothy Campbell shall be appointed as the Treasurer in pursuant to Article II, section 2.06 Charter of the Village of Tequesta. Campbell reclined because she is out of town quite frequently. Campbell nominated. Peter Baron as Treasurer, Vote on the motion was: Taylor -For Campbell -For Jones -For Little -For • and was therefore adopted. Taylor re:~olved that Dorothy Campbell be appointed as Tax Assessor. Campbell resolved that William Taylor be reappointed as Tax Collector. Both motions were adapted. The Village Manager administered the Oaths of Office to the newly appointed officers for the coming year. The Pillage Attorney administered the Oath to the village Manager and Village Clerk. Mayor Little read list of Department Heads to be approved by Council: Police Chief Henry M. Long, Streets & Maintenance Curtis Sapp Baron moved, "to~-approve aad retain all Village Department Heads." Vote on the motion was: Taylor -For Campbell -For domes -For Little- -For Baron -For the motion was therefore adopted. The Village Manager administered Oath of Office to Chief Dusenberp. Taylor moved, i°the Village Managers report be accepted as presented. to Council.n The motion was adopted. ~1 Gotw~als. Mr. Gotwals asked if there was any reason why the depository for Tequesta couldntt stay in Tequesta. The Village Manager said he would check into it and ask the Village Attorney for his advise on the matter. Taylor moved, "the-Council function under Robert's Rules of ©rder.~' The motion was adopted. Baron moved, "that the Public:on every uestion be given an opportunity to speak for five (5~ minutes. After those that wish.-the floor have spoken ones they may be given an opportunity to speak once more for five (5 minutes after which to get the floor they must have unanimous consent of the Council." After some discussion, Baron withdrew his motion. Taylor moved, "that the item be tabled.' The motion was adopted. Arthur F. Meeks Mr. Arthur F'. Meeks was present and pre seated Robert E. Gwen to the Council ~ report and.. chart on Tequesta Drive & Associates, improvements. He rep©rted an increase of traffic ~c• on Tequesta Drive since the last traffic count. He also recommended a minimum improvement of four (4) laving pf Tequesta Drive between Dld Dixie and II.S.~l with a transition from four (4) lanes down to two (~) lanes by the time it gets to Willow Road going West, with turning lanes off of Tequesta Drive. Campbell -3 7- 3-25-?5 -5 . moved, 'fTequesta-Drive be two (2) laved with turn lanes." After some discussion Campbell amended her motion by adding, ~'to include adequate drainage for the future." Baron reserved the right to .bring up beautification. Vote on .the motion with amendment was: Taylor -Against Campbell -For Jones -For Little -Against Baron -For and was therefore adopted. Baron moved,'"the low bid of $2,92.27 from -ick McCulley Ford for a compact truck for the Water Department be approved. The motion was adopted. Alvin W. Butterfield, Building Official, briefed the Council on the reason for the Ordinance to be read by Village Attorney. ,Baron moved, "to table reading Ordinance until other, business on the agenda was finished.FT The motion was adopted. The Village Manager, gave first reading afa Resolution of the Village Council of the Village of Tequesta to all members of the Florida State Board of Building Codes and Standards recommending that the Board make certain proposals to the Florida Legislature as required by Chapter 74-167,, Laws of Florida. Campbell moved, "to adopt Resolution on first reading. ~' The vote on the motion was: Taylor -For, Campbell -For Jones For Little -For Baron -For the motion was approved, therefore Resolution No. 10-7./75 was adopted on first reading. Campbell asked that a bicycle path on Country m Club Drive be put on a workshop agenda. Taylor moved, t'a noise measuring machine be purchased from Technic Instrument, Inc. in the amount of ~?30.00.~~ The motion was adopted. Campbell ~d Taylor would like to find out ~~ about different Committees within the Village at the workshop meetings. -3 $- ~ April 22, 1975 Council meeting the .Minutes were changed to read, 'Y......put on a budget agenda." ~m Apri1 2`2, 1975 Council meeting the Minutes were ..changed to-read, "......about different departments...i' • 3-25-75 -6 The Recreation Director announced that the new tennis courts would be opened around May 15, 1975• • Attorney Randolph reviewed with Council a request to construct a tennis court on lot 36, Tequesta (131 Point Circle) by owners Dr. & Mrs. Francis B. Maraist. The Attorney felt the request should go directly to the Zoning Board of Adjustment. Campbell moved, 'ito approve temporary sign for the Palm Beach-Martin County Medical Center." The motion was adopted. The Village Attorney gave first reading of an Ordinance of the Village of Tequesta providing for determining the valuation of a house or proposed construction; for building permit purposes; establishing a valuation schedule; establishing permit fee schedules; providing for the issuance of permits and collection of fees; providing penalties for the violation thereof; and repealing all Ordinances and parts of Ordinances in conflict therewith. Taylor moved, "the first reading of the Ordinance be approved.'T Vote on the motion was: Taylor -For Campbell -For Jones -For Little -For Baron -For and the motion was therefore adopted.
