MINUTES- OF THE MEETING DE THE C~IINCIL OF ,THE VILLAGE OF TEQUES TA, FLORIDA April 22, 1975 The second Council meeting for the month of. April was held Tuesday, April 22, 1975 at 7:30 P.M., in the Village Hall. Present were Little., Jones, Campbell, Baron and Taylor. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. The meeting was opened-with Frayer and Pledge of Allegiance to the Flag by C©uncilwoman Campbell. Mayor Little read a memorandum from the Village Manager informing Council that Mr. Eli Shay, former Councilmember, had expired. Baron moved, "to adjourn the meeting at ],0:30 P.M.~` The motion was adopted. The minutes of the March 25, 1975 meeting were approved as corrected.-.The minutes of the April ~ and 10, . 1975 meeting were also approved. Taylor moved, T'to accept the Village ManagerTs Report from March 23 to April 4,1975.' The motion was adopted. Taylor moved, "to accept the Village ManagerTs Report from April 6, 19'5 to-April 19,_1975•" The motion was adopted The Village Manager-read"highlights of the Financial Statement for March, 1975 and the Water Department"Financial Statement for March, 1875. Campbell moved, trthey be approved." The motion was adopted. Jerry Reamsynder I~Ir, Jerry, Reamsyt~der asked Council if he could, keep his 410 Dover Cr. three (3) foot high decorative fence around the fi.~ees in the front of his-house and invited Council to go over to his house and look at his fence. After some discussion, Taylor moved, "the ite~ be tab3ed.Tr Robt. Ferreira Mr. Robert Ferreira was present and read a clipping 360 TeQUesta from the Miami Herald Newspaper about the curving of home Drive building in an area in Florida due to the lack of water available for the increase in population. Mr. Ferreera gave the Council his-view of the water ,problem. _44_ 4-22-75 -2 Mrs. Francis Mrs. Francis Ntaraist told the Council she felt she. Maraist, 1,31 and her husband had received unjust treatment at the ~nt Circle Zoning Board of Adjustment Hearing for a variance t© construct a tennis c©urt in the front of their property,. which was denied. She was instructed by the Village Attorney she could file an appeal within 30 daps to Palm Beach County Circuit Court. Mr. Arthur F. Meeks of Robert E. Owens and Associates was present to present the revised Tequesta Drive two-lanes with turnlanes schemearatic to the Council. Campbell was concerned with the entrance on the plan for the DQCtor~s office and to Toby Jug. Meeks said to reach the Doctor's office would be through the Lighthouse Plaza Shopping Center parking lot and~to reach Toby Jug would be to go up Bridge Road turn left on U.S. ,~l then turn left down Tequesta Drive continuing'`West until you turn right into Toby Jug. Jones suggested putting "buttons" in the middle of the road West of the railroad . instead of asphalt strip. Baron asked why a asphalt strip was put in the plans instead of grass or shrubbery and were. the two entrances of Light- h~use Plaza and Tequesta Plaza going to be made parallel. Meeks answered Baron bar stating. the asphalt strip was being used because there was:; not en©ugh room to put an island and that Council would, have to decide if they wanted the two shopping center entrances to be parallel. Taylor asked- if it would be practical to go over-the railroad crossing . .with just two lanes then maybe in another pear yr so have to go back to the railroad and esk for four lanes. Meeks said the Village could. ask for a granting of four lanes and only put two lanes~in;right-now. ~ampbelT moved, rr to adapt the plans." After some discussion Campbell withdrew her motion. Council decided to take one section at a time and take a "straw Vote" on each section, starting with UPS. z~l and gv West to Cypress Drive. Changes made were: 1. To replace. asphalt section with buttons The total cost being $275,000.00 with sewer, drainage, sprinkler system and sod. Campbell moved,, "to adept this plan as we have changed it, added to it and corrected it." ~Pote on the motion was: Little -For Jones -For ` Campbell -For Taylor -For. Baron,. -Against and was therefore :adopted. Dr. Neskow, Dr. Neskow offered to pay for the shrubbery in the Dr.'s Office island in front of his' office. The Village Attarnep assured the Council the Village. would have three (3) opportunities to veto any Bill of the Inter-Local Agreement Community Development before it goes to H.U.D. Baron moved, ttto approve the Inter-Local Agreement Development Act." V©te on the motion was: Little. -For Jone s -For Campbell -For Taylor -For Baron -For.- and was therefore adopted. The Village Manager explained that repairs of drainage outfall Line had to be made in Country Club Point and the repairs had to be done right away, so Larry Jarrell Construction, Inc. was given the okay to repair the drainage. Taylor moved, "to approve Larry Jarrell Construction, Inc. to do the repair at a cost o~ $2,300.00. Campbell moved, "the: low ,bid of J. & J. Alarms & Electronics be approved to install necessary equipment for Tequesta`Park'~ public address system at a c©st of. $1,350.15. The motion was adopted. Campbell moved, "~o:approve Roger W. Fulling to the Water Committee." The lotion was adopted. After some discussion Campbell moved,."to approve Harry Doyle to _~(~_ ~r-22-75 -fir the Water Committeef'. Vote on the motion was: • Little -For Jones -For Campbell -For Baron -F'or Taylor -Against and was therefore adopted.' Baron moved, 'tLittle end Campbell be apParited~ to the Water Committee." The motion was adopted. The. Village Manager gave second reading, by title only, of an Ordinance of the Village of Tequesta, Florida, providing for determining the valuation of a house or proposed construction; for building permit purposes; establishing a valuation schedule; establishing permit fee schedules; providing for the issuance of permits and collection of fees; providing penalties for the violation thereof; and repealing all Ordinances and parts of Ordinances in conflict therewith. First reading having been approved on March 25, 1975, Ordinance No. 227 was therefore passed and adopted on second reading. Mayor Little briefed the audience on the serious water problem the Vi~.lage faced on April 10, 1975. Roger Fulling gave a report on the new wells being drilled in Tequesta Park and announced a Water Committee meeting on Tuesday, Aril 29, 1975 at 1:30 P.M. Baron moved, tpto approve that an amendment of Chamber of Commerce be changed,to Tequesta Garbage 8c Trash Committee." The motion died due to the lack of a second. Campbell moved "to have Garrgy Preston, Recreation Director, locilc into the bicentenial program for matching funds." The motion-was adopted. • -47- 4-22-75 -5 Baron moved, ''Chamber of Commerce be striken out and be renamed Village of Tequesta Garbage and Trash • Committee." Vote on the motion was: Little -Against Jones -Against Campbell -Against Baron -For Taylor -Against the motion was therefore defeated.
