HomeMy WebLinkAboutMinutes_Regular_04/09/1974MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUFSTA, FIARIDA The first Regular April Meeting of the Council of the Village of Tequesta, Florida was held at 7:30 P.M., Tuesday, April 9, 1974 at the Village Hall. Present were Mayor Little, Vice~fayor Jones, Councilmembers Campbell and Leone. Councilmember Taylor had notified the Village Clerk he would be unable to attend because of pressing business, Also present were Robert Harp, Village Manager, Christopher H, Cook, Village Attorney, Police Chief Henry M. Dusenbery and Charles R. Jonas,Village Clerk. The meeting was opened with Prayer and the.. Pledge of Al1e giance to the Flag by Councilmember Campbell. Upon motion by Campbell, seconded by Jones and unanimously passed, the minutes of the March 26, 1974 Regular Council Meeting were approved with the corrections appearing on pages 75 and extra page. The Village Managers report covered from March 24 to and including April 6, 1974. (copy in Village Managers file) Councilmember Campbell stated according to the Charter it was the duty of the Village Manager and not the Council to appoint the Village personnel, and. since the Council does not follow Roberts Rules there is no need for a second. Motion by Campbell, no second, that the Village Manager appoint all Village personnel, not the Council, vote as follows: Dorothy M. Campbell Almeda A. Jones William E. Leone Thomas J. Little Against the Motion Against the Motion For the Motion For the Motion The Village Manager administered the Oath of Office to re-appointed Police Chief-Henry M. Dusenbery. The Village Clerk presented the Inspectors of Election • Certificate for the April 3, 1974 Referendum Election, showing the results of the election, Upon motion by Campbell, seconded by Jones and unanimously passed, the Certificate was approved and accepted. (copy attached to minutes} Councilmember Campbell recommended that two (2) articles appearing in the newspapers be attached to the minutes. Mrs. Dorothy Gerber presented a check for one-hundred dollars ($100.00) on behalf of the Welcome Wagon, to assist in the beautification of the lot east of the Village Hall. Mr. Harold Eckes, representing Martin County, requested the dismissal of the current 25f surcharge and asked Tequesta to notify Martin County where and how many wells they expect to drill in Martin County. Mr. William Wood requested the dismissal of the 25~ surcharge on behalf of Bermuda Terrace residents. Mr. Tattun asked if Tequesta Water Department was a public utility, and if not is there a law that sets water cost or can Tequesta set their own. Village Attorney, Christopher H. Cook explained that Tequesta was not a public utility company and the law only requires a reasonable rate and no discrimination to any municipality on the water system. Mr. Cook also stated that before any surcharge can be dismissed he recommends the Village Engineers research what is a reasonable charge with todays cost and explain the original justification for the surcharge. 77 4-9-74 - 3 Mayor Little, with the complete support of Council, set a tentative date for the Workshop meeting on Thursday, April 25, 1974 to cover water ratio for the two (2) non-franchised localities served by the Tequesta water system, and recommended the Village Manager notify Mr. W. C. Goss, Financial Consultant for the Water Department and also Mr. Cook and the Water Department Consulting Engineer to be present, Mayor Little stated the Park was improving each day and was being enjoyed by all. The tennis courts and sports complex was being worked on and a Strawberry Festival will be held from 2:00 to 5:00 P.M. at Tequesta Park on Sunday, April 21, 1974, Mayor Little then reviewed all Village Committees and thanked them all for the wonderful .work being done: Zoning Board of Adjustment Co~ramunity Appearance Board Zoning Review Comaittee Solid Waste Review Committee Recreation Committee Water Committee Mayor Little then resigned as Chairman of the Recreation Committee and delegated Counci]member Jones as his replacement. • Motion by Leone, seconded by Campbell and unanimously passed that Vice~iayor Jones become Chairman of the Recreation Corc~ni.ttee. Mayor Little then resigned from the Leisure Time Committee (COG) and. delegated Vice~iayor Jones as his replacement. Motion by Campbell, seconded by Leone and unanimously passed that Vice-Mayor Jones be delegated to represent Council on the Leisure Time Committee (COG), Councilmember Campbell recommended the Council establish a total Village Financial Committee and a Legislative Committee, and asked if the agenda could not be prepared early enough to meet the Jupiter/Tequesta Outlook deadline. Councilmember Campbell asked for a copy of the traffic study done for Tequesta Drive Improvements and a.copy of the Sign Ordinance. Mrs, Campbell recommended that the Council adopt Robert's Rules to operate under. Motion by Campbell, seconded by Jones and unanimously passed that Roberts Rules be adopted by Council. Councilmember Taylor recommended (thru the Village Manager) that a Workshop be set soon to discuss the Wage and Salaries Report, the traffic study to control flow of traffic when Tequesta Drive construction is begun and new enforcement of Bicycle Safety Regulations. ?8 4-9-?4 - 4 Councilmember Leone decried the papers reference to Tequesta Drive Improvements and stated it was not a beautification project, but is for safety to eliminate traffic hazards, and if it just saves one life, it is worth it. The Yillage Manager also reported on locating of I-95 closer to Tequesta, flood insurance, signs for Tequesta Park (when rules and regulations are adopted), name plates for Council, Beacon Street, Mr. Meeks total cost of Tequesta Drive. He also reported Mr. Carl L. Long had accepted his appointment as Civil Defense Director and would report to Council on April 23, 1974. The bids were received for the exterior painting of the Yillage Hall and garage and. recommended Blackburn Paint Company bid of $1,930.00 be accepted. Motion by Leone, seconded by Janes and unanimously passed, to authorize the Yillage Manager to accept the bid of Blackburn Paint Company in the ammount of $1,930.p0 for painting the exterior of the Village Hall and garage. The Village Manager stated that two (2) yellow caution lights on "curve" signs were donated by the Department of Transportation to be installed on Beach Road, but the installation cost by Palm Beach County crews would be between $700. -$800. Motion by Leone, seconded by Campbell to authorize the Village Manager 'to pay Palm Beach .County between $700, and $800. for installation of yellow caution lights on Beach Road. Mr. Baron stated. that the Solid Waste Review Comni.ttee would submit a final written report to Council before April 23, 1974. The Village Manager stated the amount of $185,000.00 was needed to-move. the water lines on U.S. Highway No. 1, and. $80,000.00 to continue the water line from St. Jude~s Church to County Line Road, all expenditures to be taken from the Water Department Capital Improvements Reserve Fund. The Village Attorney provided each Councilmember with a written opinion indicating truck speed on Country Club Drive could be regulated, but road usage camiot be regulated at this time. Mrs. Moon inquired about the bicycle path-along Beach Road,' and stated she would talk to Mr. Skinner about hold up of improvement. notion by Campbell, seconded by Leone and unanimously passed the meeting was adjourned at 9 :15 P :M: ~ , Respectfully su tted, Charles R. s Village Clerk 79
