MTN[1TES faF THE SPECIAL MEETING OF THE COIINCIL • OF THE VILLAC~ OF TEQTJESTA, ..FLORIDA AUGUST 6, 1974 A Special Meeting was held by the Village Council at ?:30 P.M., Tuesday, August 6, 1974 in the Village Hall. Council members present were: Little, Leone, Campbell, Taylor. Also present was Robert Harp, Village Manager. Prayer and the Pledge of Allegiance t© the Flag was liven by the Village Manager. Mayor Little called the meeting to order and advised he had called it for the purpose of considering and adoption of the budget for the fiscal year coamencing October 1, 1974 and to have first reading of a resolution adopting a millage rate over the County Tax Assessors certified millage rate. Mr. W. B. Tatum asked if he could have a few minutes of time for a non-agenda item to read a statement advising that the Board of County Commissioners, at their August 6, 1974 Commission Meeting adopted an emergency ordinance limiting buildings in the unincorporated area of Palm Beach County to eight (8) stories, with • a provision that an exception could be made for buildings in excess of eight (8) stories, upon approval of the County Planning and Zoning Commission and the-Board of County Commissioners. This revision has been accomplished by a grnup of private citizens called "Citizens to Protect J/T Area and Jupiter Lighthouse" (copy of statement was submitted to Village Manager and is attached to these minutes). Mr. W. E. Dunham said he attended the meeting and the ordinance passed without any dissenting votes and said he appreciated the manlier in which the Board of County Commissioners handled this matter. The Village Manager explained that this Special Meeting had been advertised and then reviewed the budget item by item. W. D, Coleman said Tequesta Park is a pig in a poke and the $57,854.00 for Recreation and Parks, is outrageous. It was explained that during negotiations to transfer the Park to the Village from the Kiwanis Club, a budget of $50,000.00 - $55,004.00 per year over a ten (10) year period was put forth by the coa~nittee working on the project, Mr, Lafferty said he could not find funds for the Beach. Road bicycle path aad was advised they would-come from Federal Revenue Sharing Funds. Mr, Giba complained about the use-and policing of the existing bicycle path and citations not being issued and asked who would use the Beach Road bicycle path, 8-6-74 - 2 II Mr. Baron was advised the budget would be effective October 1, 1974 and the Message Desk Service inco~he item was explained to him, Mr. Shay; spoke of the present bicycle path being dangerous mainly because of its width. Mr. Rutchison advised Mr. Giba the "Old Kids" on Beach Road would use. the bicycle path.,, The Village Manager. advised that there could be a problem with the Building Offlciai~s salary;which exceeds the grade and step rates of the Wage and Salary Review Committee. Leone moved, seconded by Campbell that the Budget for 1974/75 fiscal year in-the amount of $887,719.00 be adopted. The vote on the motion was: Taylor - For Campbell - For Little - For Leone - For and the Budget was therefore approved. • The Village Manager gave first reading to a resolution providing for a millage rate of $3.660 per $I,Otm.00 valuation applicable to the 1974/75 Budget. Leone moved, seconded by Campbell that the first reading of the .resolution be approved. The vote on the motion was: Leone - For Campbell - For Little - For Taylor - For and the first reading of the resolution was approved. Second reading by title only w~li be at the August 27, 1974 Council Meeting. Mr. Dunham stated he believed the Tequesta Drive Improvements should be re-studied at the present time since the new bridge across the River is expected to be complete in the near future. The Village Manager advised that plans for Tequesta Drive should be completed in several months. Campbell said she still wants a Council Workshop Meeting on the Tequesta Drive Improvement project. 8-6-74 - 3 Leone advised that the mater Committee will hold a meeting at 1:30 P.M., tomorrow in the Village Hall.
