JIILY 30, 1974
The Council of the Village of Tequesta held a Workshop
Meeting at 7:00 P.M., Tuesday, July 30, 1974 in the Village Hall.
Councilmembers present were: Little, Campbell, Taylor and Leone.
,Also present was Robert Harp, Village Manager. Councilmember
Jones was out of town and could nat attend.
Mayor Little advised the meeting that it had been
scheduled at the July 9, 1974 Regular Council Meeting for the purpose
of studying the Budget for the fiscal year commencing October 1,
1974.
The Village Manager had prepared budgetary information
for each Counci]niember. The information included actual income and
expenses for fiscal year 1970/71, 1971/72 and 1972/73 and actual
income and, expense for the period October 1, 1973 to June 30, 1974,
the 1973/74 budget figures and a proposed budget for fiscal year
1974/75 in the amount of $892,692.00, which would require a millage
rate of $3.737 per $1,000. taxable valuation. Each line item of
the budget was discussed with adjustments being made as they were
discussed.
All contributions were put into Administrative Expense
and $5,000, of Recreation and Parks Contributions were deleted
from that Department. A proviaion of $500,00 for Maps. was deleted
as was $3,000.00 Engineering Eacpense, $2,000.00 was deleted from
Contingencies. Provision for Unemployment Q,ompensation was
reduced by $1,000.00 and provision for an Administration Officer
with car allowance in the amount of $8,616.00 was deleted.
There were rw changes in the proposed budget for Office
Expense.
A mathematical error was adjusted in Patrol Sergeant and
Dispatchers salaries. $300,00 was deleted from Traffic Signs and
Personnel Training;
$20,000.00 was added to Stree~G and Maintenance Department
Expense for street intersection n~tprovements, One laborer was
deleted from Salaries. Street Maintenance was increased $1,x.00.
Entrance Gate Expense in amount of $1,000.00 was deleted entirely
and. the Village Manager will s~o advise the Tequesta Country glob
Community Association.
$2,500,00 for salary of part=time labor in Recreation
and Parks was deleted. Village Mager is to notify users of Park
facilities that they must perform clean-up activities following
programs, ball games, etc. Contributions.pf $5,000.00 were
transferred to~Administrative Eicpense~. ~ ~.~

Sinking Fund Payment was unchanged. OASI Expense was
adjusted to conform with revised salaries as necessary.
The Village Manager reported the engineer expected
Tequesta Drive Improvements to be 80~ complete by September 30,
1975. A discussion on french or similar type drains for critical
areas was held. Campbell asked that a letter be sent to Martin
County Mosquito Control Department requesting them to do more
fogging of the southern end of Martin County to assist with our
program.
The Village Manager is to revise the budget pursuant to
the Workshop changes. The Village Manager advised it will be
necessary to advertise that a hearing mill be held to adopt a
millage greater than $2.829 of $1,000.00 taxable valuation, which
was the Tax Assessors certified millage. $3.00 per $1,0.00 of
valuation is necessary to assure receipt of .State Revenue Sharing
Funds, It was suggested that such hearing be held at 7:15 P.M.,
Tuesday, August 13, 1974. Mayor Little set a Special Meeting for
7:30 P.M,, Tuesday, August 6, 1974 is the Village Hall to consider
and adopt the budget and have first reading of a resolution
setting the millage rate, with final adoptionvof the resolution
set for the August 27, 1974 Regular Council Meeting.
There being no further business, the, meeting adjourned
• at 10:10 P.M.
