MINUTES OF THE PUBLIC HEARING OF THE
COUNCIL OF THE VILLAGE OF TEQUESTA, FIARIDA
JULY 23, 1974
A Public Hearing was held by the Council of the Village
of Tequesta, Florida at ?:00 P.M., Tuesday, July 23, 1974 in-the
Village Hall. Counci Lnembers present were: Little, Leone, Taylor
and Campbell. Mrs. Jones had advised she would be out of town and
not be able to attend. Also present was Village Manager Robert
Harp and Harry Johnston II, representing the Village Attorneys
office.
The Village Manager advised that notice of the Public
Hearing had been made in the July 4, 1974 issue of the Beacon News
and Proof of Publication had been received.
Mayor Little advised the Hearing had been scheduled to
consider amendments to the Official Village Zoning Ordinance which
would help the Village to qualify for- Flood Insurance. A copy of
the proposed changes had-been forwarded to each CounciLeember and
the Village Attorney. Mr. Butterfield, Village Building Official,
who had done most of the work in gathering information and data on
the proposed changes, advised the Attorney's original draft had
been revised to use the same ternis as Title XXIV, Flood Insurance
Act.
The Village Manager read the proposed ordinance. Campbell
referred to the map and asked if Blowing Recks condominiua area was
in Zone "A" since it was not marked. This will have to be reviewed
with•the Flood Insurance Administration. Mr. Butterfield advised
the ocean front was a high hazard area. Taylor stated the Country
Club area is Zone "A" on the map but elevations refer to crown of
road-areas and most. of .the properties should be above the eight (8)
foot level. The Village Attorney advised the maps would not be
invalid since new maps would be prepared by the Flood Insurance
Administration once we are approved. Mayor Little asked th+e Village
Attorney if this was a legal hearing and was advised it was.
Mr. Butterfield read the March 22, 1974 letter from the
Federal Insurance Adwi.nistrator advising of additional requirements
for eligibility after they had reviewed our previous data submission.
They further advised that flood insurance eligibility would be
reinstated for the Village within six(6) working days after the
receipt of the requested information and zoning changes.
Mr. Howe of Tequesta asked. haw to determine exempt areas
and was advised the Building Department had this information at
the Village Hall. Mr. Butterfield explained the 100 year Flood Plain.
Mrs. Wuttke, Franklin Road, said her property is seven (7) feet above
sea level. Mr. Butterfield advised thax the base flood elevation.

Mr. C, P. Martyrs III, of Tequesta Insurance Agency, asked
the current status of the Village's application for Flood Insurance
since he had arrived late at the Hearing. He was advised of the
progress to date and the reason and necessity for this Hearing. He
gave a very comprehensive and thorough explanation of Flood Insurance
from the viewpoint of insurance agents. Mr. Robert Ferriera asked
if there had. been any opposition from builders etc. and was advised
none had been received.
Taylor said the Village had received a letter from
Ives M. Cary, Publisher of the Courier Highlights, recommending
certain revisions in the wording of the proposed ordinance. The
Village Attorney advised that the letter had been reviewed and he
believed the ordinance as read encompassed most of these suggested
changes.
There being no further business, the Hearing was adjourned
at 7:45 P.M.
