VILLAGE OF TE@UESTA, FIARIDA
The first regular June meeting of the Council of the
Village of Tequesta was held at 7;30 P.M., Tuesday, June 11, 1974
at the Village Hall. Present were Mayor Little, Yice~tayor Jones,
Councilmembers Campbell, Leone and Taylor. Also present were
Robert Harp, Village Manager, John C. Randolgh, Village Attorney,
Police Chief Henry M. Dusenbery, Gary Preston, Recreation Director
and Charles R. Jonas, Village Clerk.
The meeting was opened with Prayer and the Pledge of
Allegiance to the Flag by Counci]member Taylor.
Upon motion by Campbell, seconded by Taylor and unanimously
passed,, the minutes of the May 28, 1974 Regular Council Meeting were
approved.
The Pillage Manager+s report covered from May 26 to and
including June 8, 1974 (copy in Manager+s file).
Mr. M. B. Porter recommended that Council take action to
remedy the dangerous situation in making left turns into driveways
on Tequesta Drive, and suggested painting double yellow lines to
make it a no passing zone. Vice-Mayc+r Jones and Councilmember
Campbell agreed with Mr. Porter. Mr. Peter Baron suggested reflectors
would also help.
Mayor Little with the unanimous support of Council
recommended that the Village Manager contact the County about getting
this work done after checking the legalities involved.
The Pillage Manager reported the cross walks were going
to be painted by the Village,-green with yellow stripes.
Upon motion by Taylor, seconded by Campbell and unanimously
passed the developers six (6) month temporary sign permit for
Wendimere Company on the northeast corner of Tequesta Drive and
Cypress Drive was., renewed until December 19, 1974.
Mayor Little asked the Council for suggestions of names of
persons for appointment to the Community Appearance Board. Council-
member Campbell suggested Mr. Howard Spindler. CounciLnember Taylor
stated he felt that all consideration of applicants for any committee
should be tabled until a resuate can be received from each person.
Mayor Little-recommended that the Village Manager make up
a standardized resuae form to be given to all persons recommended for
• a committee.

Counci]member Campbell inquired about the fire contract
Tequesta has with the Jupiter Fire Contml District No, 1 and requested
a copy be sent to her..
A motion was made by Campbell, seconded by Taylor and
unanimously passed that any recommended changes any committee has
pertaining to Village Ordinances should be sent to Council for
their approval before the Yillage Attorney puts them into legal
wording.
Mayor Little read a letter from the School Board of Palm
Beach County signed by Mr. Joseph M. Carroll, Superintendent,
expressing their appreciation for the CouncilTs support in funding
the Jupiter Middle-Senior High Community School, thereby helping
to promote community education in Palm Beach County.
Mr. John Randolph, Village Attorney, stated he had started
work on several pressing items for the Village. The House Bill 42-10
providing for the annexation of various properties to the Village
was passed by the Senate and fo~arded to the House of Representatives
for their action and has been passed.
With reference to the complaint of Mr. Skinner of car
washing between 4-5 A.M. at a condominium on Beach Road, Mr. Randolph
• stated he could find no violation of Ordinance No. 212, but if the
ordinance has not been tested they might want to test it. He also
said to enforce the voluntary water usage, t'would have to be the
mutual cooperation of the five (`5) areas served by Tequesta~s Water
Department, also a meeting with~COG and the Florida Flood Control
District.
A motion was made by Taylor, seconded by Leone and ~xns~??~+usly.
passed to instruct Mr.. Randolph to prepare an ordinance to control
vehicles on the beaches.
Upon motion by Taylor, seconded liy Leone and unanimously
passed, the Council approved supporting the Palm Beach County
Community Action Council being changed .from a private corporation
to a public agency and the Village Manager was instructed to write
the County advising them of this support.
A motion was made by Leone, seconded by Taylor, that the
Village Manager give Mr. A. F. Meeks, Robert E. Owen €~ Associates,
the approval to proceed with plans and specifications for multi-lane
turning on Old Dixie Highway at Tequesta Drive. The-vote on the

Upon motion by Campbell, seconded by Leone and unanimously
passed the Village Manager was instructed to write a letter to Amtrak
expressing the Councils support of the creation of rail passenger
service along the Florida East Coast and requesting Amtrak conduct
a study to determine the desirability and identify the need for rail
passenger service along the Florida East Coast.
A motion was made by Campbell, seconded by Leone and
unanimously passed that the recommendations of the Wage and Salary
Committee, presented by the Village Manager, be approved and be
retroactive to May 1, 1974 with consideration of revisions prior to
the start of the next fiscal year.
Upon motion by Leone, seconded by Taylor and unanimously
passed, the Village Council accepted the unexpected resignation of
the Village Clerk, to be effective June 25, 1974,
Mr. Hicks asked about the status of the Kandell Bridge in
Martin County and was advised no further word has been received at
this time.
Councilmember Taylor asked the Village Manager if the
Tequesta Country Club has broken any ordinances and the Village
Manager replied they had not.
• The Village Manager reported the water pumped from
June 1 through June 9-was 14,493,000 gallons for an average of
1,610,333 gallons per day. The high day being 2,082,000 and the
low day being 1,130,000.
The Council concluded the proceedings at the pre-arranged
time of 10:00 P .M.
Motion was made by Campbell, seconded by Joneg_~~and
unanimously passed that the meeting be adjourned at 10:00 P.M.
