• VILLAGE OF TEQUESTA, FIARI-A
A Special Meeting of the Council of the Village of Tequesta,
Florida was held at 7:30 P.M., Tuesday, May 21, 1974 at the Pillage
Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present
were: Little, Jones, Campbell, Leone and Taylor. Also present was
Robert Harp, Pillage Manager.
The Pillage Manager advised that the Pillage Clerk would
not be in attendance and the Pillage Council authorised the Pillage
Manager to act as Clerk of the Special Meeting.
Mayor Little advised that this meeting had been set at
the Special Meeting held May 17, 1974 for the purpose of interviewing
additional applicants for the position of Pillage Attorney and to
consider the appointment of a Pillage Attorney.
A list of thirteen (13) prepared questions were answered
by each of the following applicants and they made additional remarks
and comments in regard to their thoughts on the position of Village
Attorney:
1, Mr. George H. Bailey - Firm: Jones, Paine Fa Foster,

2. Mr. Allan V. Everard -Riviera Beach
3. Mr. John C. Randolph - Johnston, Lilienthal ~ Johnston,
West Palm Beach
Following the interviews, the Village Manager gave the
Prayer and led the Pledge of Allegiance to the Flag.
Mayor Little asked the Councilmembers for their nominations
for the Village Attorney and it was determined that seconds of the
nominations would not be necessary.
Councilman Taylor nominated Mr. John C. Randolph and firm
Johnston, Lilienthal F~ Johnston at a retainer fee of $350.00 ger
month to cover attendance at regularly scheduled meetings and $40.00
per hour for time expended in workshop meetings, litigation, prepar-
ation of ordinances, resolutions, legal research, etc.
Councilm~ber Campbell nominated Mr. William Brant and
firm of Brant and Baldwin at a retainer fee of $150.00 per month
and telephone opinions and conferences included and an hourly rate
of $40.00 for drafting ordinances, resolutions, written legal
opinions and litigation.

Councilmember-Jones concurred with Mrs. Campbells nomination
of Mr. Brant and Councilman Leone concurred with Mr. Taylor's
nomination of Mr.'Randolph. Mayor Little then called for the vote
for Mr. John C. ~ta~ndolph and firth, Johnston, Lilienthal ~ Johnston,

Mayor Little then stated he had failed to call for discussion.
Councilmember Jones said she believed that Mr. Randolph and firm
should be further checked out as to possible conflicts in the Village
of Tequesta. Counci Chamber Campbell said she thought the conflict
of interest should be further considered and expressed concern over
the fees to be charged by Mr. John C. Randolph and fish. Counci]man
Leone said Mr. Randolph was the only applicant to give an honest
answer to the, question of "how long would it take to become familiar
with the Village of Tequesta business". Counci]members Taylor,
Little and Leone generally agreed that most any firm of attorneys.
could have some possible type of conflict.
• Mayor Little then called for a vote on the nomination of
William Brant and fine, Brant and Baldwin. The vote was:

Leone Against
Mr. John C. Randolph of the fish Johnston, Lilienthal ~~
Johnston, was thereby appointed as Village Attorney. Mr. William
Tatum polled the persons on the podium, asking if they were personal
friends of Mr. Randolph. All Councilmembers replied in the negative
and-the Village Manager advised he was a member of the Area Planning
Board of Pa]m Beach County and laiew Mr. Randolph in this manner, as
Mr. Randolph had previously advised the Council. Mr. Tatum said
there were several capable men in the applicants.
Leone moved, seconded by Taylor that the Special Meeting
be adjourned and it was so done at 8:33 P.M.
