HomeMy WebLinkAboutMinutes_Regular_05/14/1974MINUTES OF THE MEETING OF TES' COUNCIL OF THE VILLAGE OF TEQUESTA, r'IARIDA The first regular Map meeting of the Council of the Village of Tequesta, Florida was held at 7:30 P.M., Tuesday, Map 14, 1974 at the Village Hall. Present were Mayor Little, ViceMayor Jones, Councilmembers Campbell,. Leone and Taylor. Also present were Robert Harp, Village Manager, Police Chief Henry M. Dusenbery, Gary Preston, Recreation Director, Charles R. Jonas, Village Clerk. Due to the action of Council at the April 23, 1974 Council Meeting, the Village did not have an attorney in attendance. The meeting was opened with Prayer and the Pledge of Allegiance to the Flag by ~ounclmari Leone: Upon motion by Campbell, seconded by Taylor and unan- imously passed, the minutes of the April 23, 1974 Regular Council Meeting were approved. Mr, Gerald Gresh, Technical Director of Waste Manage- ment Inc, of Nichols Sanitation stated the reasons the company wished the Village Council to approve street-line pickup rather than rear-door pickup. He stated it was more costly due to the turn-over in employment and increased fuel costs. Mayor Little and Vice Mayor Jones both felt that the appearance of garbage containers-left around all dap and rolling around would be an unsightly-mess. Mr. Peter Bamn, Chairman of the Solid Waste Committee stated he was sorry that Mr. Gresh and his Company felt that the Committee was in agreement with them for street-line pickup. Mr. Baron said the Committee unani~uslp supported the report they turned in to the Council that no change should be made in service at the present time. Mayor Little with the unanimous support of Council stated that no changes would be made in waste pickup. Mr. Frank Brut, representative of the PaLn Beach County Planning.Board asked fora res4,lution from the Village Council supporting the County, to be designated as a study area for all sources of water pollution. Mr. Brut requested prompt action due to Federal -funds needed to be allocated by June 30, 1974. Councilmember Leone summarized Councils feelings that sections of the resolution duplicate ENCON~s activity, and if the County wanted the Councils approval, Mr, Brut should obtain a resolution from ENCON since Tequesta is in ENCBN~s District. 85, 5-14-74 - 2 Councilmember Taylor and Vice Mayor Jones said they felt that this item should be tabled until the Village obtains an attorney and ENCON is contacted. Motion by Taylor, seconded by Jones and unanimously passed to table the resolution to support the County to designate this area for a sources of water pollution study, until the Village obtains an attorney. The Village Managers report covered from April 21 to and including May 11, 1974 (copy attached to Managers file). The Village Manager also reported that at noon Map 13, 1974 the Martin County Little Club was removed from the Tequesta water system. Mr. William ~®od,~an attorney representing Mr. Kenneth White stated that if an employee was hired on "merit and fitness only" then he should lie released if"-these qualifications no longer apply. Vice-~iayar Jones, suggested this item also be tabled until the Village obtains an attorney.° • Motion by'>Jones, no second, to table the item discussed by Mr. Wood, attorney for Mr. Kenneth White. The vote on the motion was as follows: ~P Campbell For the Motion Jones For the Motion Leone For the Motion Little For the Motion Taylor Against the Motion Mayor Little requested Mr. Wood to return at the next regular Council meeting after an attorney is obtained by the Village to continue Mr. Whites case. Mr. Barlow gave a list of dangers inherent in the established Tequesta Drive bicycle path and hopes these dangerous items are taken into consideration in the construction of the bicycle path on Seabrook Road. Mr. Barlow commended Gary Preston, Recreation Director and Council for action taken to date, also suggested a bicycle-clinic for inspection and instruction is safety and rules of the road. Mayor Little then asked for a motion to accept the letter of resignation from Mr. Edward D. Welch, the Village of Tequesta Prosecuting Attorney. Councilmember Taylor stated he wished that item 6 could be tabled until item 7 on the Agenda was discussed. 86 5-.14-74 - 3 Motion by Taylor, seconded by Leone to obtain the fixu- of Winters, Brackett, Lord ~ Held as Village attorneys, represented by Mr. Cook. Vote on the motion as follows: Campbell Against the Motion Jones Against the Motion Little Against the Motion Leone For the Motion Taylor For the Motion Motion by Taylor, seconded by Leone and unanimously passed to accept the resignation of Mr. Edward D. Welch as Village Prosecuting Attorney. Mayor Little with the unanimous support of Council set a date of May 17, 1974 at 7:30 P.M. for a Special Council Meeting to interview applicants for the position of Village Attorney. The Recreation Director, Gary Preston, stated, that the only bid received. for construction of Tennis Courts in Tequesta Park was from McIntosh Paving Company at a cost of $15,500. The budget for the tennis courts shows $12,000, and requested Council. to allocate $4,000. from Federal Revenue Sharing Funds for the construction of the tennis courts and $500. for sod and benches, for a total of $16,000. • Motion by Jones, seconded by Leone and unanimously passed to increase the amount for tennis court construction to $16,000. Counci]member Leone read the minutes of the Water Committee meeting of May 7, 1974 and gave a list of five (5) projects recommended. (copy attached to minutes). Motion, by Leone, seconded. by Campbell and unanimously passed that Mr. Harp be instructed to have Gee ~ Jenson prepare the required. application for six (6) wel~s,in Tequesta Park and to sutpait it to the Flood Control District for an estimated cost of $1,000. - $2,000. Motion by Leone, seconded by,Gampbell and unanimously passed that the Village Manager be instructed to take the necessary action to have the emergency water lines installed„across the Intracoastal Waterway and the North Fork of the Loxahatchee River for an estimated cost of $19,000. Motion by Leone, seconded by Campbell and unanimously passed that the Village Manager be instructed to take the necessary action to have the clogged wells cleaned. and-put back in proper service for an estimated cost of $8,000. n 87 5-14-74 - 4 • Motion by Leone, seconded by Campbell and unanimously passed that the Village Manager be instructed to purchase the Master pressure recording meter and have it installed in the system for an estimated cost of $800. Motion by Leone, seconded by Campbell and unanimously passed that the Village Manager be authorized to have Gee £~ Jenson proceed with preparation of an estimate, of cost for plans and specifications for six (6) wells in Tequesta Park. Councilmember Campbell stated the bicycle path needs to be marked and tarred across all sandy streets. Vice-Mayor Jones reported that Tequesta was the only community to have its letter~~.of intent on May 7, 19?4 and the County Commission authorized commencement of construction of the bicycle path on Seabrook Road, with a completion date in September. The Village Manager stated that Mayor White of Jupiter and the Jupiter Commission would like to meet with the Tequesta Council on May 23, 1974 in Jupiter to discuss the water problems. Councilmember Campbell discussed page 16 of the traffic study for Tequesta Drive improvements and wanted to delay • action on the improvements to Tequesta Drive, but found that Council had already committed Tequesta to the plan®>~. Mayor Little recommended a by-pass be made at the corner of Tequesta Drive and Old Dixie Highway to allow cars to by-pass anyone turning south, Mr, Burton Tuxford, an official of the Country Club Community Association stated if the Village has ordinances covering trucks, boats and parking over 24 hours, then why are they not enforced. Mr. Tuxford stated the Country Club wants to cooperate with the Village, but felt the ordinances should be enforced when reported to the police. looked into.
