HomeMy WebLinkAboutMinutes_Special Meeting_02/01/1974MINUTES OF THE SPECIAL COUNCIL 1~~ETING OF THE COUNCILMEN OF TIlE VILLAGE OF TEQUF.5TA, FLORIDA A Special Meeting of the Council was held by the Councilmen of the Village of Tequesta, Florida at 7:30 P.M., Friday, February 1, 1974 at the Village Hall. Councilmen present were Messrs: Russell, Frank, Leone, Lithe and Shay. Also present were Robert Harp, Village Manager, Charles R. Jonas, Village Clerk, and Mr. Edward ~delch as Village Attorney for Mr. Christopher H. Cook, who was unable to attend. Mayor Russell stated the only items on the agenda are the reconsideration of Ordinances No. 215 and 216 and setting a date for a referendum on the ordinances if the Council so desires, pursuant to the petitions requesting a referendum. rir. Edward ~delch advised the Council of their option of either repealing the ordinances or of allowing them to come to a referendum vote. Also a date should be set for a referendwn if Council does not repeal the ordinances, not less than sixty (60) days, nor more than six (6) months from final vote, which would be tonight, and no motion is needed by Council, the question of rep+eaiing of ordinances should come from the Mayor, as stated in the Charter, page 38, section 7.07. • rlayor Russell read from the Charter, page 38, section 7.07, for all to hear. Mayor Russell then asked the question - does the Council ~+~sh to repeal Ordinance No. 215. The vote is as follows: Frank - ATo Leone - No Little - Yes Shay - No Russell - No The question to repeal Ordinance No. 215 was vetoed 4-1 ~,rith Vice- Mayor-Little voting to repeal, Mayor Russell asked the Council if they wishes to repeal Ordinance No. 216. The vote is as follows: Frank - No Leone - No Little - Yes Shay - No Russell - No The question to repeal Ordinance No. 216 was vetoed 4-1 with Vice- • Mayor Little voting to repeal. 2-1-74 - 2 Mayor Russell suggested with the support of Council that the date should be set in the min~mian time limit. ' Motion by Leone, seconded by Frank and unanimously passed that April 3, 1974 be the date of the referend~n on Ordinances No. 215 and 216, Mr. Peter Baron stated he sincerely urges no paper ballots be used and each orclinance for rezoning and annexing be clearly and completely defined, so all Tequesta voters could understand the issue before voting, Mayor Russell stated that all issues would be put on ballots and worded so everyone could understand. The Village Aianager stressed that any candidates or committees that will use any money for advertising need to file a financial statement with the Village Clerk, as required by the Florida State Law on Elections. He also stated there would be no trouble with advertising the referendum and the polls would be open from 7:00 A.M. to 7:00 P.M. on April 3, 1974. Vice-k~fayor Little stated he knew he was out of order, but felt this was too good to wait, and stated that Rev. Raymond Jones had made the first contribution of $125,00 to recreation for a horseshoe pit or any other project.
