OF THE MEETING OF THE COUNCILMRN OF TIC VILLAC~ OF TEQUESTA, FLORIDA The second Regular Mas~thly Meeting of the Councilmen of the Village of Tequesta, Florida, was held, at 14:00 P.M.,~Dec~ber 18, 1973 at the Village Hall. Councilmen present were Messrs: Resell, Frank, Leone, Little and Shay. Also present were Robert Harp, Village Manager, Christopher H. Cook, Village Attorney, Police-Chief Henry M. Dusenbery and Charles R. Jonas, Village Clerk. The meeting was opened with Prayer and the Pledge of Allegiance to the Flag by Counci]men Shay. Upon motion by Leone, seconded by Frank and unanimously passed, the minutes of the December 11, 1973 regular meeting were approved. Upon motion by Leone, seconded by Frank and unanimously passed, the financial stateu~ent for November 30, 1973 was approved. The Water Department statement was not completed at meeting time. The statement for the-two (2) month period ending November 30, 1973 showed the following balances: First National Bank ~ Trust Company Petty Cash • Community Federal Savings €a Loan Fidelity Federal Savings E~ Loan Certificates of Deposit $ 115,502.22 25.Oo 20,000.00 17,660.76 230,000.00 $ 383,187.98 The Sinking Fund balance for payment of principal and interest on bonds for the Village Hall and land purchase was $28,367.06. Mr. Harp reported that Sheriff William R. Heidtman was to be on the agenda tonight but could not wait any 1ot~ger due to another meeting, but would be on the agenda on Januarg 8., 1974. Mr. Harp also reported that the fogging machine was ordered, a Zetter to the Builders Association also was seat stating that the water moratorium could not be lifted at this time. Anew man for-the Water Departmenrt, Mr. Paul R. Walker, will start tomorrow as a meter reader/water analyst; the new traffic signal has been installed on Tequesta Drive and Seabrook Road as planned; the six (6) me-nth sign for the Wendimere Villas has been approved by the Sign Committee, but needs the Councils approval also. Motion by Frank, seconded by Leone. and »nAn~~+usly passed that a sip {6) month sign permit be issued for the Wendimere 'Villas developers sign. i 12-18-?3 - 2 • Mr. Harp then stated that the Loxahatchee River Environ- mental Control District would like to reduce the tenthly charge on commercial units from $5.00 per month to $3.00 per month if they do not exceed 200 gallons per day. Motion by Leone, seconded by Frank and unanimously passed that the Villiage of Tequesta concurs in the Loxahatchee River Environmental Control Districts proposal to reduce the monthly service charge from $5.00 to $3.00 per month on commercial units using less than 200 gallons per day. Mr. Leone reported on the Water Committee stating that test wells are needed in Tequesta Park to determine the quality and quantity of the water in the Park area. This information must be provided to the Department of Natural Resources before permission will be given to drill permanent wells. A bid was received from Alsay Drilling, Inc., Lake Worth, Florida in the amount of $10,290.00. The estimated cost by our Consulting Engineers was $9,840.00 and he recommmends that this bid be accepted. A possible saving of $1,650.00 could be made if the Department of Natural Resources does not require the remmoval of the .casings of each we11, and another $1,000.00 could possibly be saved if less time is required to obtain the information on the test wells. • Motion by Leone, seconded by Frank and unanimously passed that the bid of $10,290.00 from Alsay Drilling, Inc, for the drilling of a test well in Tequesta Park be accepted and the Village Manager, Mr. Harp, be authorized to consummimate a contract f©r this work as soon as possible. CounciLnan Leone then discussed the draw-down monitoring wells needed at all wells belonging to the Tequesta Water Department, with a total of seventeen (17) 2 inch wells, 40 feet deep m}eeded. A bid. of $9,500.-was received from Alsay Drilling, Inc. but our .Consulting Engineers estimated an approxismate cost of $4,680. The Water Department Consulting Engineer had contacted the Easy-Coast Weil and Sprinkler Co., who are-doing similar work for the U.S.G.S in the area, who bid $4,500. for the monitoring well work and the Engineer recommends that the bid be accepted. Motion by Leo ne, seconded by Shay and unanimously passed that the negotiated bid of $4,500.00 by East Coast Well and Sprinkler Co, be accepted for the seventeen (17) draw-down monitoring wells and the Village Manager be authorized to consummnate a contract for this work as soon as possible. Councilman Frank stated that all monies spent to improve the water system are allocated from the Water Department funds. There will be no money spent from the village funds for water department improvements . 35 12-18-73 - 3 • Counci]man Shay wrote memorandums 10 and 11 to be discussed at a later date. (Copies of both memorandums attached to minutes). Councilman Leone stated that an engineer said that several municipalities have used dry wells to eliminate run-off water. They last approximately five (5) years and recommend the Pillage try at least one (1) to see if they work. Motion by Frank, seconded by Leone and unanimously passed that Councilman Shay, Chairman-of the Drainage Cc~nwittee, check into the cost of installing a dry well at the corner of Elm and Beacon Stareets . Councilman Leone stated a hearing in regard to the status of four laving U.S. #1 will be held December 26, 1973 at 2:00 P.M. at the Burning Foot Auditorium by the Loxahatchee River Envirox~ental Control District and Florida Department of Transportation. He also recommended the Council give some thought about obtaining the ten (1Q) acres of land needed for the new water treatment plant. Mayor Russell inquired of Counci]man Leone if Tequesta water couldn~t be treated with other municipalities at a lower cost.` Councilman Leone stated the only way this would be possible is to purchase water already treated. Mr. Harp stated he had started procedures to re-purchase the ten (10) acres of land next to Well Field #4 from the Palm Beach. Cable Television Company. The Pillage Manager then read a resolution entitled: A Resolution of the Pillage Council of the Pillage of Tequesta, Florida, requesting Florida~s United States Congressional Delegation to initiate Federal Legislation far the establishment of priorities as to availability of chlorine for the .operation of water. and sewage treatment plants. Motion by Leone, seconded by Little, the resolution for the availability of chlorine for water and sewage treatment plants be approved. The vote on the motion was: Little drank Shay Russell Leone - For - For - For - For - For and Resolution No. 1-?3/74 was thereby passed and adopted.
