HomeMy WebLinkAboutMinutes_Regular_11/27/1973MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA The second regular monthly meeting of the Councilman of the Village of Tequesta, Florida was held. at 7:30 P.M., November 27, 1973 at the Village Hall. Councilmen present wire Messrs: Russell, Leone, Little and Shay. Councilman Frank was not in attendance due to illness. Also present were Robert Harp, Village Manager, Mr. Edward Welch representing Mr. Christopher H. Cook, Village Attorney, Police Chief Henry Dusenbery, Gary Preston, Recreation Director and Charles R. Jonas, Village Clerk. The meeting ~~~as opened. with Prayer and the Pledge of Allegiance to the Flag by Vice~Iayor Little. Upon motion by Leone, seconded by Shay and unanimously passed., the minutes of the November 13, 1973 regular meeting were approved. Upon motion by Leone, seconded by Little and unanimously passed, the financial statement for October 31, 1973 was approved. The Water Department statement was not complete at meeting time. The Village Clerk read the statement for the one (1) month period ending Octoi~er 31, 1973, which showed the following balances: First National Bank & Trust Co. Petty Cash Community Federal Savings & Loan Fidelity Federal Savings €~ Loan Certificates of Deposit $ 63,653.10 25.00 20,000.00 17,660.76 230.000.00 $ 331,338.86 The Sinking Fund balance for payment of principle and interest on bonds for the Village Hall and land purchase was $27,342.06. Mayor Russell then called upon Mr. Ernest Hamilton, Vice-President of the Chamber of Commerce, who presented their proposed program and plans for the area during the energy crisis. Mr. Hamilton stated that this was strictly on a voluntary basis and all businesses that complied would receive posters or stickers. All the help that the Chamber can get from the Council would be greatly appreciated. Mr. Russell advised everyone in attendance to please use the podium when addressing the Council and limit all comments to five minutes. Mr. Harp, Village Manager,. reported on the traffic counters between U.S. No. I and Old Dixie Highway; that a letter was sent to the Chamber of Commerce supporting their request for 23 11-27-73 - 2 reduction of ilhunination in stores; a letter had been received from Mr. Ney Landriun, State of Florida, Department of Natural Resources, authorizing test wells to be drilled. in Tequesta Park; -Mrs. Morris has agreed to continue to work on analysis data for the Water Department; one hundred eighty six (186) letters were sent to property owners residing within 500 feet of the appli- cations for re-zoning and annexations; a letter of appreciation was sent to the Chamber of Commerce for the donation of the twelve (12) trees; Mr. Harp also wrote to Mr. A. F, Tolius advising him of the Village Councils approval of the installation of test and observation wells in Tequesta Park, with further plans follow- ing; also sent plat to Mr. E. T, Walker, Gee ~ Jenson showing proposed well sites in Tequesta Park; publication of the Public Hearing on Karl A. Kandell Associates Inc. applications in the Courier Highlights and legally advertised the November 30, 1973 Public Hearing in the PaLn Beach Post Times on November 14, 1973, He also sent several letters to Mr, Cook, Village Attorney, request- ing an ordinance to eliminate dumping of trash and garbage in the swales in front of vacant lots on Tequesta Drive,• rules and regulations for Tequesta Park; if an answer had been received from the Attorney General about the manner in which the Village is using to adopt ordinances; to review procedures to negotiate contracts when rejected by the Village Council; also the request of Mayor Russell to amend the motion made on November 13, 1973 for all • Village legal advertising to be done in the Palm Beach Post Times; a meeting will be held Thursday, November 29, 1973 to discuss construction of a bicycle path on Beach Road; letters to all sign violators will be sent soon; car stops will be installed along the bicycle path this week in front of the Tequesta Hardware; the Village will not put up any Christmas lights this year and will cut back on all electricity possible. The lot mowing list is being prepared. Mr. Pat J. Sno~~~, President of the Lighthouse Gallery appeared before the Council to request a permit pursuant to the terms of the Sign Ordinance to attach a banner to the front of the Lighthouse Gallery advertising their Art Festival, a community wide event to be held at the ~'equesta Park on December 8 and 9, 1973. The banner will be in place from November 28 to December 9, 1973. Motion by Leone, seconded by Shay and unanimously passed that the permit for the Lighthouse Gallery banner be granted. Councilman Leone reported that the designs and specifi- cations for the test and monitoring wells-had been advertised for bids and the bids will be opened on December 14, 1973. Also our Consulting Engineers are currently working on a report of our water resources and systems, and hopes to have it completed and ready for Council by December 11, 1973. Councilman Leone then read a letter dated November 9, 1973 f rom Mr, G. M. Dykes, Jr., Administrator, • 24 11-27-73 - 3 Water Supply Section, Bureau of Sanitary Engineering, State of Florida, Division of Health to the Water Department Consulting Engineers (copy of letter attached). Councilman Little reported on recreation and asked Mr. Gary Preston to explain the proposed plans for Tequesta Park. Mr. Preston reported. that they have installed fifteen items of playground equi~nent, ten barbeque pits, fifteen picnic tables. The master plan shows projected facilities of tennis courts, shuffleboard courts, a new baseball field, football field, meeting room, swinaning pool, basketball court, with over sixty percent of picnic area. Mr. Preston stated that most of the community groups, old and young, request that tennis courts be installed first. Cost of all labor and material is being obtained. Motion by Little, seconded by Leone and unanimously passed to accept the over-all concept plans for Tequesta Park and obtain the support of surrounding communities and local clubs and organizations. Mr. Preston stated he contacted Mr. John B. Teare but Mr. Teare was unable to assist in the matter. Mr. Preston contacted Mr, Shay on beautification of the lot east of the Village Hall. Mr. Shay suggested that Mr. Preston call the County Extension • Agent, who sent a list of eight (8) desert flowers that should grow without water, and will report further at the next Council meeting. Councilman Shay reported on Loxahatchee River Basin primary storm drainage system, Memo #8 , and U.S. #1 Improvement Program, Memo #9. Both memos attached to minutes. Councilman Leone requested that all Councilmen receive a. copy of the Water Resources Act of 1972. Mayor Russell asked about flood insurance, stating that Jupiter has it, why hasn~t Tequesta; how is the traffic study on Tequesta Drive progressing; if any answers had been received from Martin County on the bridge for County Line Road; if more bids had been received on the Beacon Street improvement, and if not, contact Mr. George North.*ell about small contractors he knows. Mayor Russell then inquired as to the Communication Plan and found no total cost stated and no obligation to the Village. The item was tabled. Mayor Russell then read a letter from Reverend Rapmond E. Jones stating that he was the mastermind behind the ad inserted in the Beacon News and the reason he did not sign it was due to several residents and non-residents paying for the ad. 25 11-27-73 - 4 Mayor Russell then asked if an ordinance had been written to eliminate dumping of trash in front of vacant lots on Tequesta Drive. Also the Mayor wanted an amendment to the motion made at the last Council meeting on November 13, 1973, stating that all legal Village advertising be in the-Palm Beach Post Times. Motion by Leone, seconded by Shay and unanimously passed that the motion be rescinded, that all Village legal notices be published in the Palm Beach Post Times. This amendment is necessary because this is an administrative function and residents of the Village of Tequesta going before the Board of Adjustment would be charged twice. The Village Clerk should use his discretion as long as the period of time is adequate before meetings. rlayor Russell then recommended that a regular Council meeting be held immediately following the Special Council Meeting on December 18, 1973 due to Christmas being on December 25, our regular meeting date. Motion by Shay, seconded by Leone and unanimously passed that the regular meeting be held on December 18, 1973 after the special meeting. • Mr. Harp reported that the Jupiter-Tequesta Jaycees have invited the Mayor and Councilmen to participate in this years Christmas Parade to be held on December 16, 1973 at 2:00 P.M.
