_ MINUTES OF THE SPECIAL MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA A Special Meeting of the Councilmen of the Village of Tequesta, Florida was held at 7:30 P.M ., Tuesday, August 22, 1972 at the Village Hall. Counci Lnen present were Messrs: Barr, Cunningham, Little and Frank. Also present was Robert Harp, Village Manager. Vice-Mayor Barr advised that the meeting had been called for the purpose of discussing a method of allocation of additional available sewer services. Mr. Sydow, Sewer Department Consulting Engineer said he had. discussed the matter of additional sewer services with Mr. William Becker of the Palm Beach County Health Department, who was in attendance at the meeting, and had. received approval for additional services over those that had already been authorized. Mr. Sydow stated that it was his opinion and Mr. Becker concurred, that an additional 40,000 GPD reserve capacity was available in the plant at the present time over and above the previously approved 88 and 29 taps. He said that approximately 200 additional taps could be authorized on the existing sewer collection system lines but not extensions to the system and. Mr. Becker concurred in this. Mr. Becker advised the Council of the very fine results of a recent three (3) day Health Department test of the plant conducted June 27-29, 1972. It was stated it would take a]most two (2) years for construction of • all proposed units on the existing system. He suggested taps be made and the Village keep a time frame study of the gallons per day added so that the Village could determine when additional expansion might be necessary, Taps were defined as approximately 200 GPD~unit as derived from current operational data of the system. Mr. Becker explained how the time frame calculation could be used. The existing plant has a 350,000 GPD rated capacity, Mr. Paul Thomson said property has no value for sale unless sewer service is available. Mr. Robert E. Sylvester said ENCON is holding up the approval of the 50,000 GPD plant expansion and urged the District to approve the proposed expansion. After the discussion was completed, Barr moved, seconded by Cunningham and unanimously passed that the Council authorize the Village Manager in cooperation and consultation with the Sewer Depart- ment Consulting Engineer to issue permits for connections to the existing Village sewer lines to all property owners whose property is eligible for connection to such sewer lines at a fee of $200.00 for each equivalent connection, said fee payable upon application for such service, and the Village Manager in cooperation and consultation with the Consulting Engineer are authorized to issue such additional permits as they deem proper until such time that the sewer system capacity is reached and no permit will be issued for more than ten (10) equivalent taps without specific approval of the Village Council. Building plans for which the service is requested must be presented with the application. Councilman Frank again stated the need for plans before permits can be issued. Mr. Becker again advised the Village to use the time frame for future planning purposes. Mr. Paul Thomson verbally requested service for 96 units for the McGlyn property in Jupiter and was advised to sutmit the request pursuant to the method as approved by the Council. Counci]man Cunningham said he thought the Council should be concerned about service for Village properties first. A request from Mrs. Gravett for the local Historical Society to hold a f lea market on the Banks property in Tequesta Plaza, for which they have the Banks permission, was referred to the Village Manager.
