HomeMy WebLinkAboutMinutes_Regular_05/18/1971MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA • The regular monthly meeting of the Councilmen of the Village of Tequesta was held at 8:00 P.M., Tuesday, May 18, 1971 at the Village Hall. Councilmen present were Messrs. Sylvester, Barr, Cunningham, Russell and Little. Also present were Robert Harp, Village Manager and Clerk and Christopher H. Cook, Village Attorney. The meeting was opened with Prayer and the Pledge of Allegiance to the Flag by Councilman Barr. Upon motion by Cunningham, seconded by Russell and unanimously passed, the minutes of the April 1971 meeting were approved, The Village Manager recapped the receipts and disburse- ments for the seven (?) month period ended April 30, 1971. Balances on hand were: First Bank F~ Trust Company Jupiter/Tequesta $30,601.36 Petty Cash 25.00 Community Federal Savings and Loan 20,186.96 Fidelity Federal Savings and Loan 15,574.82 Certificates of Deposit 35,000.00 $lO1s388.14 Account Summary: Operating Account Petty Cash $101,363,14 25.00 $101,388,14 The Sinking Fund balance for payment of principal and interest on the Village Hall bonds and bonds for the purchase of land east of the Village Hall was $24,146.04. The Water Department report was not completed at meeting time. The Village Manager presented his report for the month of April 1971, The report showed that an additional $341,000. Water Revenue Certificates had been delivered April 22, 1971 to the Offutt Trust based upon 1970 operation of the Water Department. 35 5-18-71 - 2 - • • Building statistics were: April 1971 Year to Date No. Valuation No. Valuation 34 ~8 houses) $ ?00,965. 210 (44 houses) $ 6,957,325. Mayor Sylvester spoke of progress of Charter Revision; planning and improvements to Tequesta Drive east of railroad to U.S, Highway No. 1. Chief Dusenbery presented the Police Department and Civil Defense reports for April 1971. Councilman Barr asked if the use of radar was proving effective and Chief Dusenbery stated speeding was less prevalent. Mr. A, L. Hutchison of the Beach Road Association asked about hurricane shelters and shelters for other types of disasters. Chief Dusenbery advised he had a complete up to date list of area Civil Defense Shelters and the Red Cross had designated hurricane shelters throughout the area. Chief Dusenbery invited Mr. Hutchison to attend the next Civil Defense Council Meeting at 8:00 P.M., May 31, 1971 at the Village Hall to obtain more information about the subject. The recent fires which made it necessary for Salhaven Village to evacuate its convalescent pavilion patients prompted the Village Council to offer the Village Hall facilities to Salhaven and others in the event of emergencies. Councilman Little reported on preliminary work being done to obtain information on construction of a bicycle path along Tequesta Drive and Country Club Drive and discussion of park plans. Councilman Cunningham reported that plans were being prepared by engineers to obtain bids for improvements to Tequesta Drive east of the railroad to U.S. Highway No. 1; review of "Yard Trash" collection and improvements to Pinetree Road and Seabrook Road inter- section. Mr. Sattley, a resident of Tequesta Garden Apartments suggested that a "Stop and Go" traffic signal be installed at the Tequesta Drive, Seabrook Road intersection and the Village will obtain the estimated cost of such an installation. Councilman Russell stated he and the Village Manager expected to meet shortly with a representative of Martin County to discuss an additional east-west access road for the area, Barr moved, seconded by Cunningham and unanimously passed that Mr. Richard H. Swallow be Tequesta's board member on the Boarri of the Loxahatchee Eneirornnental Control District, Mr. Barr stated the Sewage Coirnnittee was considering asking the Council for funds to pay for an engineering report on Plantreat, Inc. sewage plant and had been in contact with the engineering fine of Gee and Jensen in this regard. 36 5-18-71 - 3 - • Mr. Harold Eckes spoke to the Council about how purchase price for a public utility facility should be detern-ined and what constitutes the basis of cost for detern~ining rates and presented a memorandum discussing the matter in detail. He further asked that the Village join with the Town of Jupiter to file a request with the Florida Public Service Commission asking their advice on how to obtain a reduction in the rates as now charged by Plantreat. Mr. Barr said he would ask Mr. Eckes to speak to the Village Sewage Committee. The Pillage Clerk gave second reading by title only to an Ordinance establishing an R-lA Single Family Dwelling Classification for Lot 12, Block 3, Riverside on the Loxahatchee. Cunningham moved, seconded by Russell and unanimously passed that the second reading be approved. The first reading of the Ordinance having been approved at the April 20, 1971 meeting, Ordinance No. 184 was thereby passed and adopted on second reading. Mayor Sylvester advised the next item on the Agenda was the ficus tree problem on Willow Road. The Village Manager reported that 19 lots were represented on the petition for removal of the 27 trees. He also reported that it was possible that a landscape company would remove the trees, fill in the holes and place sod at no cost to the Village if they got the trees. Cunningham moved, seconded by Barr that all of the ficus in the right-of-way of Willow Road be removed by • the Village at the lowest possible cost to the Village and as soon as possible. The vote on the motion was: Little - For Cunningham - For Russell - Against Barr - For Sylvester - Against and the motion passed 3-2. Several residents asked if the trees in front of their property could remain if they would maintain and repair any damage to sewer ar water lines, but it was decided all the trees would have to be removed. Russell moved, seconded by Little that the Village investigate the cost of planting. some other type of tree to maintain the beautification. The Village Manager suggested that a committee of Willow Road residents look into the matter together with the Village Manager, Russell and Little withdrew their motion and second and Mr. Dom Pescitelli was asked by Mayor Sylvester to be chairman of such a committee. Cunningham moved, seconded by Barr and unanimously passed that the low bid of Larry Jarrell Construction, Inc, in the amount of $5,767.50 be accepted for the construction of the water tram;ssion main on Seabrook Road as recommended by the Consulting Engineer, Donald L, Osha. 37 5-18-71 - ~ - Other bidders were: Big Four Construction Co. of West Falm Beach $ 5,775.50 Alsay Drilling, Inc, of Lake Worth 5,950.00 Onontario Corporation of West Palm Beach 6,095.00 Orton Construction Co. of West Palm Beach 8,135.00 Letting of the contract is subject to obtaining the easement for the water line from Florida Realty Sales. The Village Manager advised that copies of the Audit Report of the Water Department for the year 1970 had been given to each Councilman. Russell moved, seconded by Cunningham and unanimously passed that the Audit Report be received from the auditors, Nowlen, Lynch & Stewart. A resolution re: Establishment of a County-wide Transportation Authority by the Board of County Commissioners was read by the Village Manager. The resolution stated that the Authority should be on a special tax district basis for those areas of the County that want the service. The title and Section 2 of the resolution were changed and Cunningham moved, seconded by Russell and unanimously passed that the resolution be approved. Resolution No. 4-70/71 was thereby passed and adopted. Mr. A. L. Hutchison commended the Village Council for their extreme interest in the Village affairs and the fact that they had to attend a great number of meetings to properly conduct the affairs of the Village and suggested an increase in the compensation of Councilmen. The audience was advised that the Charter provisions prevented Councilmen from increasing their own salaries while in office. Residents of the Seabrook Road, Willo~w~ Road area asked what could be done to keep the dust down on the shell portion of Seabrook Road. It was suggested since it was a County road that County Consnissioner Culpepper be contacted by the residents in this regard. The audience was also told that right-of-way in that area was still necessary to be obtained so that the road could be paved and extended northward. The Village Manager advised that an application for Public Law 660 funds had been submitted for the Loxahatchee Entriron- mental Control District. The users of the water system were thanked for their cooperation in restricting the use of water and were asked to continue to cooperate until the emergency is over. 38 5-18-71 - 5 - at 9 :50 P .M.
