i~iINUlES OT THI' ~= ~1'LIC BEARING 0i' THE COUNCILP~IEI~I Oh~ THL VILLAGE Or, TE~UESTA, FLOP~IDA A Public Hearing was held by the Councilmen of the Village of Tequesta at 7:30 P.~1. , Tuesday, necerliber 30, 1969 at the Village Hall. Councilmen present were: ~~%iessrs. Sylvester, Bowdon, Cunningham, Long and Simmons. Also present vans Robert Harp, Village Manager and Clerks r~layor Sylvester read the published notice of the hearing advising that it was a continuance of a hearing held October 21, 1869, to further consider a zoning classification for Lot 13, Block '), Jupiter i~7anors, ~rahich had recently been annexed to the Village. The Council had deferred action on the matter until the owners would present plans for a proposed condominium apartment building. At the request of Mayor Sylvester, the Clerk advised that letters in opposition to an R-2 zoning classification for the subject property had been received from: Name William J . Resi dence 110. 113, ti~~hitehall Ito. 215, ~dhitehall P1o . 115 , Whitehall No. 101, V~Ihitehall i~~o. 216, Vhitehall 1o . 103 , tilhit ehall Id o . 111, ~lh; t ehall N1r. ti°lillard C, ti^Iheeler, Jr. , `t'rustee for the owners of the property, advised the hearing that all of the owners of the subject property are residents of and owners of Vhitehall condominium apartments. They are l~Ir. tilas^on, i:r. Christian, Mr. Boyce and Pair. Arbet. T~?r, Vdheeler advised they t~~aere re- questing an Ft-2 P~Liltiple Family Dwelling zoning classification and showed a plan consisting of a tti~ao-story bL:ildi ng, containing fourteen dwelling units, with the building to be o.~ similar architectural des~_gn as the ti~'hitehall condominium apartment building. Two bed room apartments woulc;llave 1200 square foot anc; three bedroom upartr~ents Vaould have 1100 square feet ex- clusive of porches. I~Zr. jJheeler then introduced iir. R. T.i, Arsenicos, architect, yaho explained the pro;~osed structure. Iie explained the west end of the 'ouilding would be in an approl~imate line with the existing T~;Thitehall Apartment;; with parl~ing to tree vaest -to Point Drive. The terraced and porch area of the building was proposed for the north side to face -the Vhitehall Apartments for a better view for ti~Vhitehall residents. i~Ir. Vlalter F. Lathrop, owner of Lot 10, Jupiter i•'iar~ors, not in the Village of Tequesta, questioned annexation procedures and state he was opposed to an Lc-2 zoning classification for the subject property, P~ir. Thomas Robinson, ovaner of property five (5) lots -22- 2 - 12-30-69 south, not in the Village of Tequesta, also stated his oppo- • sition to R-2 zoning classification for 'che property. sir. Harry Duch; owner of prop©rty in Anchorage Point, not in the Village of Tequesta, questioned how the property would take care of sewage; stated R-2 would be spot zoning and was opposed to it. l~`:r. John R. Sutton, Jr., owner of Lot 1, Bay Har'oor, in the Village of Tequesta was opposed to 11-2 zoning for the property. i~,r. ti'~Theeler stated that the owners woLad and vaanted to meet all necessary Health Department and building cocie require- ments for the property. ~Ir. Hugh i-Iarsland, resident and owner of a T~~Thitehall Apartment, was opposed to R-2 zoning for the property and felt sorry for the people to the south if it should be permitted. He stated he believed the lurchasers wanted to talLe an economic advantage of a bad purchase. l~lrs. 0, E. P~ecroft, owner of and resident on the pro- perty immediately south of the subject property and not in the Village of Tequesta, thanked all Svho had spolcen against the P~-2 zoning and stated she and her husband were also opposed to such a zoning classification. • llr. Ferdinand Rueter, oti•,mer of Apartment No. 207, ~;'~]hitehall, stated he had no objection to an R-2 zoning classi- fication z"o-r the property. P.-7r. James Lane, owner of Apartment ~o. 210, tilhitehall, stated he believed R-2 would be snot zoning and suggested the Council should reject any proposal for P~-2 zoning for tl~e sub- ject property.
