HomeMy WebLinkAboutMinutes_Regular_05/19/1970MINUTES OF THE MEETIP~G OF THE • COUNCILMEN OF THE OILLAGE OF TEQUESTA, FLORIDA The regular monthly meeting of the Councilmen of the Village of Tequesta, Florida, was held at 8:00 P.M., Tuesday, May 19, 1970, at the Village Hall. Counci]men present were: Messrs. Sylvester, Long, Cunningham, Russell and Barr. Also present were Robert Harp, Village Manager and Clerk and William A. Lord, Village Attorney. The meeting was opened with Prayer and the Pledge of Allegiance to the Flag by Counci]ma,n Russell. The Vil].a,ge Manager recapped the receipts and disbursements for the seven (7) month period ending April 30, 1970, which were approved. Balances on hand were as follows: First Bank of Jupiter/Tequesta Petty Cash Community Federal .Savings and Loan Fidelity Federal Savings and Loan U. S. Treasury Bills $10,353.77 25.00 27,380.68 14,824.51 39.326.20 $91.910.16 Account Summary: • Operating Account Petty Cash $91,885.16 25.00 $91.910.16 U The Sinking Fund Balance for payment of principa 1 and interest on the Village Hall bonds and bonds. for the purchase of the land east of the Vil]age Hall was $24.587.56. The Water Department statement for four (4~) months ended April 30, 1970, showed total revenues of $86,842.32; total operating expenses of $21,128.38 a~ debt service requirements of $45,587.88. The Village Manager reviewed the problem of the high iron content in the water which is being caused by the necessity of using all of the wells during the existing extremely dry weather. Five of the existing wells, all`loca,ted west of the railroad have a much higher iron content than the other wells lying east of the railroad. He reported that the two (2) new wells in Well Field No. 4 on Old Dixie Highway were in operation and being tested by the Health Department and hopefully will be turned into the system about the middle of next week. The Village Manager expressed a need to proceed at once with-the plans and speci- fics tions for two (2) additional wells in Well Fuld No. 4. Counci]men Barr stated these matters had been discussed at a workshop meeting and moved that the Water Department engineers be authorized to prepare plans and specifications for two (2) more wells in Well Field No. 4 so that, -49- 2 -= b-19-70 bids for insta llation of same can be received at the earliest possible time. Russell seconded the motion which was passed unanimously. Coun- • oilman Barr also advised that the engineers were obtaining estimates of cost of constructing a treatment plant to remove iron from those wells located west of the railroad. The Village Manager presented his report for the month of April, 1970, which showed 99.6 of the 1969 tax roll had been collected and building statistics were: April, 1970 Year To Date No. Valuation No. Yaluation 29 (6 Houses) $183,665. Police Chief Dusenbery presented the Police Department and Civil Defense Reports for the month of April, 1970. Police Chief Dusenbery presented the following four men who have satisfactorily completed their orientation and training program as Auxiliary Police Officers Thomas Little Robert Gagnon Russell Johnson • Samuel Gray Lionel Sutherland and Jerry Mekin have also qualified but could not be present. The Oaths of Office as Village of Tequesta Auxiliary Police Officers while on assigned duty was administered to the officers by the Village Clerk. Mayor Sylvester presented the officers with their badges and expressed the appreciation of the entire Yillage for their interest in this activity of the Village. The officers were given a great round of applause by the audience and Councilmen. The Village. Manager reported on progress with the Dover Road drainage project which showed that one property owner had granted an easement across his property; that the north end of the culvert under Dover Road had been repaired; that plans and specifications for instal- lation of the 15" drain pipe were out for bid with the deadline at 2:00 P.M., June 1, 1970, for return of bids; that County crews had cleaned out the east-west drainage canal and Village maintenance men had cleaned out the north-south drainage ditch; County survey crew had shot elevations of the drainage ditch and culverts and the drain pipe under Dover Road had been flushed out with a fire hose and the pipe back to the drainage ditch is clear. Mr. Za,lienski suggested that the Village contact the County and advise them that the culvert under Riverside Drive is undersize and see if the County-will replace it with an adequate sized culvert. He also reported that the main under Dover Road still has some sand in it. Mayor Sylvester reported on recent activities including planning, sewerage, recreation, charter, etc. Councilman Long repported that a committee had been formed to report to the Village Council on the Kiwanis Park project by which the -50- 3 - 5-19-70 Jupiter-Tequesta Kiwanis Club was proposing that the Dillage take over the operation of Kiwanis Park. He stated that Ross Wibbe, President of East Coast Landscape Company had written to the Village requesting per- mission to landscape the railroad right-Of-way at Tequesta Drive, with the Village to assume maintenance of the area and installation of a proper sprinkler system. No actual plan was presented arm the Village Manager is to discuss the proposed project with Mr. Wibbe and determine approxi- mate maintenance costs of the landscaping once installed. The Village Manager reviewed the teens and conditions of a permit which the Village had previously received for landscaping of this area. Mayor Sylvester stated the next item for discussion is the Sign Ordinance which had been revi after a public workshop meeting held April 20, 1970. Mr. Robert Dewey, Chaff of the Sign Ordinance Committee stated he believed the painting as required in Section 8 should be a llowed to be accomplished in a thirty (30) day period instead of forty=eight (48) hours and Section 13 (a) was amended accordingly. The Village Attorney and Village Clerk read the nine page ordinance. Cunningham moved, second by Russell and unanimously passed that the ordinance be passed and adopted as read. All members of the Council being present and voting in favor of the ordinance, Ordinance No. 171 was hereby passed and adopted on first reading. Mayor Sylvester advised that DiVosta Construction Company had petitioned the Village to have two (2) parcels of land annexed to the Village. One parcel lies between Riverside Boulevard and the 40 acre • tract and the other parcel lies south and west of Riverside Drive. The Village Attorney read an Ordinance providing for the annexation of sub- ject lands owned by DiVosta Construction Company to the Yil]a ge of Tequesta. Cnnnin~,m moved, second by Long ~td'ua~imously passed that the ordinance be passed and adopted. All members of the Village Council being present and voting in favor of the Ordinance, Ordinance No. 172 ,was hereby passed and adopted on first reading. Mr. Charles T. Paugh discussed a recent meeting he had attended as the Villages representative which was held to discuss solid waste disposal for the north county area. He stated it was the general feeling of the group at the meeting that the Board of County Commissioners should establish a north county solid waste transfer station as quickly as possible since the Jupiter dump will be closed effective June 1, 1970. The Village Clerk read a resolution urging the Board of County Commissioners to establish a solid waste transfer station in the north county area. Cunningham moved, second by Russell and unanimously passed that Resolu- tion No. 5-69/70 be passed and adopted. A discussion ensued on a proposed 5~ interim "cost of living" wage increase for Village employees which had been discussed at a work- shop meeting. Councilman Cunningham thought revision of salaries should be done only at budget time; Councilman Long suggested the increase for all employees expept Department heads; Councilman Russell believed it should be across the board and Councilman Barr moved, second by Russell • that a 5~ "cost of living" wage increase be given to all Village employees effective May 1, 1970. The motion was passed 3-2 with Long and Cunningham voting no. -51- 4 - 5-19-70 Police Chief Dusenbery and the Village Manager stated they believed Police Department Deslonen Hopkins and Fischer should be granted a $25.00 per month salary increase effective with pay period ending May 30, 1970, since both men had satisfactorily completed their proba- tionary period of employment. Cunningham moved, second by Russell and unanimously passed that the $25.00 per month salary increase for Hopkins and Fischer be approved; effective with the pay period ending Map 30, 1970. Councilman Russell discussed the Monday night workshop meeting which was held to discuss the proposed revision of the Village Charter along the lines of the report of the Charter Committee proposal. Russell moved, second by Long and unanimously passed that the Village Manager authorize the Village Attorney to commence the drafting of a proposed new Charter. The Village Manager presented a small list of 1969 Water Department budget amendments which the Village Water Department auditor likes to have approved by the Council. It was explained that these were over budget expenditures of line items but ;that the Department budgets had not been over expended. Explanation for the items was made. Cunningham moved, second by Barr and unanimously passed that Water Department budget amend- ments for the calendar year 1969, as presented, be approved (a copy is attached to these Minutes). The Village Manager reported that Betty Bush had agreed to be the Yilla,ge's representative on the Pa]m Beach County Area-wide Health Planning Council, Inc. and upon motion by Cunningham, second by Long and unanimously passed, Mrs. Betty Bush was appointed as the Village's repre- sentative on the Council. The Village Manager reported that a recent newspaper article indicated that proposed improvements to U. S. Highway No. 1 (State Road 5) by the State Department of Transportation had been delayed approximately one (1) year and would delay the necessity of making the water line relocations until such time as the project would be started. The Village Manager reported he had received a bid of $552.00 from East Coast landscape and Paving Company to repair a sunken area in the roadway at 220 Country Club Drive and to repair the intersection of River Drive-and Golf View Drive. Cunningham moved, second by Long and unanimously passed that the improvements be made. A letter from Frank Wright and Associates will be discussed at the next workshop meeting. The Village Manager reported that the highest months water sales prior to April, 1970, was April, 1968, with sales of 42,427,000 gallons and the next highest month was July, 1969, with sales of 35,575,000. The Council agreed to make appointment of the members of the • Sign Committee under the terms of Ordinance No. 171 at the June Council Meeting,, -52- 5 - 5-19-70 A Mr. Johnson, who resides on the west end of Beacon Street, inquired as to what materials were permissable to be placed at the street line for trash collection since the collector had refused tv-pick up a pile of yard trash which contained several plant cans. He was advised that the Village trash pick up was for clippings, grass and ya rd trash only. 10:05 P.M.
