HomeMy WebLinkAboutMinutes_Regular_11/26/1968MINUTES OF T~~ A'lEETIItTG Or THE COUA?CTLMEN OF Tim VILLP.GE OF T QUESTA The regular monthly meeting of the Councilmen of the Village of iequesta was continued at 8:00 P.N:., Tuesday, November 26, 1968, from as^uesday, November 19, 1968, when the meeting was adjourned due to lack of a quorum with only Mayor Sylvester and Councilman Cunningham in attendance. Counci]men present were: Messrs. Sylvester, Valier, Eowden and Cunninghar~i. Councilman Long was absent. Also present were Robert Harp, Village Manager and Clerk and Village Attorney Vlilliam A. Lord. The meeting E~~as opened with prayer and the Pledge of Allegiance to the Flag by Mayor Sylvester. Mayor Sylvester welcomed Counci]man bo~•rden back from his trip to Eogota. The Minutes of the meeting of October 15, 1968, were read. Valier moved, second by Bowden and passed that the Hiinutes be approved as read. Counci]n~a.n Valier moved, second by Cunningham and passed that the detailed reading of the financial report for October 1968 be waived. The Village Manager recapped the receipts and disbursements for the one (1) month period ending October 31, 1968 and upon motion by Valier, second by Bowden and passed, the financial statement and disbursements for the month of October were approved. The Village Manager presented his report for the month of October, 1968. Building statistics for October, 1968 were: October 1968 N'o. Mayor Sylvester presented. his report for October, 1968 stressing urgency of proceeding with the pro;~osed capital improvements program. Councilman Cunningham reported on COG advising that a traffic signal had been approved for the intersection at Alt. A-1-A, Old Dixie -5- 2 - 11-26-68 f-iight:ray and Riverside Drive and that the cable TV project was being studied by CGG and that committee will report to the various municipalities when their study is completed. He reported on a meetingt~ith plumbers, Village Building Inspector and Counci]rnan Long at which agreement ~.=as made in clarification and up-grading of the existing Plumbing Code in relation to use of PVC piping and other materia ls. 11^he Village Attorney is to write necessary ordinance to include revisions and to become the Village Plumbing Code if and when approved by the Village Council. Councilman Bowden discussed water rate revision and stated he believed present financial figures for the operation of the Water Department indicate a water rate decrease could be made and that the Village was not receiving the proper consideration of the eater Depa rtment engineer and fiscal agent in this matter. Councilman Valier and Cunningham were in favor of letting the matter remain status quo and Councilman Bowden and Sylvester were in favor of pursuing the r,~,tter further with the engineers and fiscal agent and the Council set the Tuesday, January 14, 1969, Work- shop Meeting to discuss this matter with the engineers and fiscal agent. Police Chief Dusenbery presented the Police Department and Civil Defense Reports for October, 1965. The Village Manager reported that the only bid received for drilling a water supply test-well on the property to be purchased as a v~ater Department well field site was z°roi:~ John Say Drilling Company at a maximum cost of $3,?00, for an 8" ti~ell. The Water Department engineer recommended the acceptance of this bid. Valier moved, second by Bowden . and passed that the Mayor and Cleric be authorized to sign a contract with John Say Drilling Co, to drill an 8" test well at a maximum cost of $3,700. Borden moved, second by Valier and passed that t~~endimere, Inc. application fora six (6) months extension for the Developer1s Sign Permit for sign located on the south,=est corner of Tequesta Drive and Fiesta ~ver~ue on ~Jendimere property be approved and issued upon receipt of proper fee and application, The Council were presented a plat of Tequesta Gardens, Section A, condominium area lying west of Seabrook Road. The preliminary plat had 'oeen approved. Cunningham moved, second by Cowden and passed that the plat be approved and I~tayor and Clerk be authorized to sign the plat. The Village Manager reported that the auditors had requested that various over expenditures of line items in the 1967-1968 budget be approved by transfers. The Council advised NIr. Schlusemeyer that they ~~~ould take the request under consideration. The Council i~as advised that the Commissioners of the Town of Jupiter had approved the change of pare of Railroad avenue in the Town of Jupiter to Cypress Drive at the request of I~ir. Frank Aldridge, Executive mice President of Logic Systems. Va lier moved, second by Dowden and passed ths,t the name of Railroad Avenue located both north and south of Tequesta Drive in the Village of Tequesta be changed to Cypress Drive. The Councilmen discussed the matter of a 1968 6Jater Department Operation and Maintenance budget fora period of ten months from rlarch 1, 1968 to December 31, 1968. Total Operation ~ Maintenance Espenses ~59~590, The Councilmen discussed a proposed capital improvements program ~rhich would include over-all drainage for the Village based upon the drain- age plan of May, 1967, as prepared by Erockway, Owen ~r Anderson Engineers, various street rebuilding and repaving, and land acquisition for parlcs and recreational and other municipal purposes. Valier moved, second by Lo~lden • anc. passed that the Village proceed with the necessary actions to complete the information so that the entire progrartl ti~'ill be ready for submission to a free holders referendum at the same time as the Villa,ge~s General Election day, the third Tuesday of March, 1909, and that the firm of Brockway, Owen ~ Anderson~~.ngineers, Inc. of t-Jest Palm Deach and the firr~r of Sullivan, Fdelson ~ Goss, Inc. of 'lest Palm Deach be appointed as engineers and fiscal agents, respectively, for this project and the N~a.yor and Village T~xanager be authorized to proceed t~ith this project. The Village Attorney reported that he and Mr. Goss had met with Tdr. Offutt to discuss the possibili ty o~° the ~Jater Department Revenue Certi- ficate holders permitting an amount equal to approxir.~ately the amount of the 5~ franchise tax paid to the Village by Tequesta F~Jat-er Company, Inc. be returned to the Village General Fund from the Capital. Improvements Reserve ?gut he would not approve this action. They also discussed methods of accounting for 1968 equiva lent connections on a twelve (12~ month basis to conform to the requirements of the pond Grdinance and to meet the approval of the ~Tew Vorlc Pond Attorney. They also discussed the possibility of the Villages purchase of the land lying east of the Village hall from Air. George E~~. Offutt, III, fora price of X30,000. A prior appraisal of the property by Louis f3. Dills showed it to have a fair market value of $33,000. The property is approximately 163 on the west; 3201 on the north; 19~~~ on the east and 302 on the south ti~~ith a 20~ easement and part of the well field site presently owned by the Village for the eater Department. P~Ir. Lord stated Mr. Offutt E~~as agreeable to sell the property with payment to be made over a seven (7~ year period ~;rith method of payment to be worked out to the satisfaction of both parties. Attorney Lord advised he would arrange with Mr. £~ Mrs. Thomas S~simons for an e~:tension of time to December 20, 1965 for purchase of EJater Department well field site so that necessary test well could be drilled and necessary results obtained. Attorney Lord read an Ordinance which would provide for the requirements far the parking of all kinds of trailers and boats but no action was taken since several changes were suggested by the Councilmen and NIr. Lord will have the ordinance ready for reading at the December Council meeting. The Village Manager advised that David T+~glish iaas going to dredge the canals in Country Club point at a maximum cost of $1,960. This project was previously approved 'ay the Council. The Village Manager advised that the onl?,r bid received for the repaving of the Tequesta Drive, aeabrootc road intersection was from Dubin Construction Company at a tots 1 cost of $3,500. Valier moved, second by • T;owden and passed that Rubin Construction Company be authorized to do this work at a total cost of $3,500. and that the 1963-1969 budget be adjusted in this amount faith payrcent to be made from the Streets, Loads and Drainage T?und . Upon motion by Bowden, second by Valier and passed, the Village Council approved the usual Christs~~as gift for Village employees in the ariount of $525 , be distributed to the Village er~~ployees including the .~Tater Depart- ment. Mr. Paugh reported on the CCG Utilities Coru~:iittee. Tie also re- ported that coral rocTt had been placed on the edge of the paving at the intersection of Golf View Drive and Golf T?lace, causing a traffic hazard, especially with a danger of tires oeing cut. Mayor Sylvester agreed to look into this matter. Mr. James B. T~oynton, Bresident of the Jupiter-Tequesta Cornmunit;~ T'~und requested that this organization be permitted to use the Village IIa31 for three meetings.
