DUSENBERY CHIEF OF POLICE During; the month of December 1968 the Police department instituted or investigated 160 complaints ranging from assisting residents with domestic problems to three cases of Break & Entering. Police vehicles traveled a total of 7782 miles using 80~ gallons of gas and seven quarts of oil. On December 12, a 1969 Chevolet Patrol was recieved, radio and special equipment transfered and vehicle imediatly put into service . The Police department messege center handled 593 incoming phone calls plus regular radio dispatch andteletype service for Tequesta, Juno Beach Police department and the North County First Aid Squad. Investigation of and suspicious persons in clearing complaints, information supplied to ment arrest of several Narcotics squad. disturbance complaints, petty larcanies reports in the Royal Castle Area resulted return of missing articles and through Palm Beach Sheriffs Office by this depart- persons for Drug violations by the Sheriffs Close cooperation with the Sheriffs Office and the public awareness to the potential drug problem is helping to alleviate this situation in the North County Area. The Police department activly assisted other Police Agencies in 27 instances this month. On December 9, the Chief, Mayor and the Village Manager wittnessed a demonstration of a Radar Traffic Control Device. This type of control is under study by the Police department as a possible toil to better control of traffic on the Village streets. Attached to this report is a complete break down of Police activities for the month of December 1968. The polling place will be the Village Hall located at 357 Tequesta Drive and the polls will. be open from 7:00 .®.M. to ?:00 P.M. The terms of Robert C. Yalier, Counci]ina.n-First Ward and Frank D. Cunningham, Councilman~Second Ward, expire this year and. the election will be held to elect officers to these positions for two (2) year terms. The terms of office of Mayor-Councilman Robert E. Sylvester; Counci]~nan-First Ward George E. Bowden and Councilman-Second Ward Carl L. Long do not expire until 1970. Any candidate desiring to be elected to the offices must file a written notice of their candidacy with the Village Clerk during the last ten (19) days of February. Candidates must be over 21 years of age; a citizen of the United. States, State of Florida, and the Yillage of Tequesta; must be a registered voter of the Village of Tequesta; and must reside in the Ward in which he is filing for election. The filing fee is $12.00. All qualified electors can vote for candidates for the office of Councilman in either Ward. The following persons have been appointed as Inspectors of Election: • Mary W. Elliott Charlotte P. Stead The Village of Tequesta has a Single Yoter Registration System with all books and recoxds kept by the Supervisor of Regj~.stration of Palm Beach County. The territorial limits of the Village of Tequesta is Palm Beach County Voting Precinct No. 2 and all Village of Tequesta residents presently registered in Precinct No. 2 are automatically registered to vote in the Yillage of Tequesta elections. All newly qualified Village of Tequesta electors need only to register with the Supervisor of Registration of Palm Beach County and they will be eli- gible to vote in Village, County, State and National Elections. The Village of Tequesta office personnel are Deputy Registrars for the Supervisor of Registration of Palm Beach County and can register any qualified elector from 9:00 A.M. to 4:30 P.M., Monday through Friday. The office will also be open from 7:00 P.M. to 5:00 P.M., Thursday, February 6, 1969, and from 7x00 P.M. to 8:00 P.M., Friday, February 14, 1969. ~~ ~- -2- The Yoter Registration Books for the Village of Tequesta General Election to be held Tuesday, March 18, 1969, must close thirty (30) days prior to the election and the final time for regis- tration is 8:00 P.M., Friday, February 14, 1969. "Absentee Ballots" will be available for any elector who Trill be absent from Palm Beach, County on the day of the election or who is physically incapable of appearing at the polling place on election day. Application for "Absentee Balloting" can be made with the Village Clerk either in person or by mail from March 3, 1969 to March 13, 1969. All qualified electors of the Village of Tequesta are urged to register so they can perform their civic duty by voting in the March 18, 1969, General Election. u LJ • January 10, 1969 Village of Tequesta To the Fiscal and Engineering Consultants Tequesta Water Department You are aware of the reaction in all areas when the new rate structure was announced after the Village purchased the Tequesta Water Company. This Council has been vehemently criticized by the press and particularly by the outside areas because of the surcharge. Tequesta consumers have and still object to the demand charge above 5/8" meters. This has created very unfavorable public relations. Jupiter and Jupiter Inlet Colony each have appropriated $2,500. fora feasibility study of a new water system to serve both areas.. This move has been a threat for months and should obviously be seriously consi- dered by this Council as 46~ of total revenue is involved. The ten (10) months actual results under Village ownership are far in excess of anticipated profits as shown on Schedule 15. This conti- nuing trend prompted my memorandum dated August 6, 1968, to the Council suggesting an orderly rate reduction program as warranted to be certified • by the consulting engineers. 1. Free Quantity of Water 2. Demand Charge 3. Surcharge Your letter dated October 9, 1968, completely denies this Council's request for any rate reduction. This conclusion is not acceptable to all of the Council. Page One showing requirement of $128,700. from 1969, revenues is technically correct but is psychologically misleading because the major portion of this expense has been included in the 1968 results and will be continued. The additional 1969 expense is $8,500. to cover interest on issuance of $170,000. ~tevenue Certificates. The retirement of $17,000. principal begins January 1, 1970. Your letter does not concisely indicate why a rate reduction cannot be authorized. It does not include a pro-forma statement for the year 1969 which would be conclusive. As retained consultants this Council expects your conservative advise, guidance as to the Bond Ordinance re- quirements and positive suggestions as to a future program. ,z ,~ _2_ The schedule attached shows actual results for ten (10) months 1968, estimated year 1968, including full reserves, and estimated year 1969. These results clearly indicate a basis fora minor and conser- vative rate reduction. The former owner has stated in meeting, !'Your rates are too high". Surely, it should not be any problem to receive in writing his consent.- It is certainly time to initiate positive action, consumers rightfully question bond ordinance restrictions when reading published profit results. This Council since acquisition has been criticized and ridiculed in its management of the Water Impartment and many question its judgement in purchasing these facilities. The following suggestions are submitted for discussion and approval: 1. Free Quantity of Water; Tequesta rate for 5 8" meter (80% of the total) is slightly lower be- cause of Jupiter recent rate increase. Outside areas 25~ surcharge. No recommendation. 2. Demand Charge: This is the principle irritant in all areas. • The theory that additional storage is available and required for larger meters is fallacious. Consumer attitude is that they are volume buyers and should pay less; not more. We have no evidence that such a rate is used in Florida. Many calculations were made during negotiations-for added revenues to justify the faxed purchase price. The increased and anti- cipated demand does not- justify continuing this unexplainable demand charge .
