OF T~PF VILLAGE OF T ~'~.STA, ~'IAIZIDA
The regular monthly meeting of the Councilmen of the Village
of Tequesta, Florida was held at 8:06 ~.~'i., Tuesday, March 25, 1969, at
the Village :fall. Councilmen present were: rlessrs. Sylvester, Valier,
Bowden, Long and Cunningham. Also present were Robert ~iarp, Village
Manager and Clerk and James t~dinters representing Village Attorney Lord
who was on vacation.
The meeting was opened with prayer and the Pledge of Allegiance
to the Flag by Councilman Cunninghara.
The Inspectors of Election Certificate for the General Election
held March 18, 1969, was presented to the Village Council by the Village
Clerk. Bowden moved, second by ~~alier and passed that the Certificate
be accepted showing the election o~ Ellis A. Sinunons, Councilman-First
~+1ard and Frank D. Cunningham, Councilr=ian-:eeond ~Jard.
Attorney Winters gave the Oaths of Office to the newly elected
Councilmen.
Mayor Sylvester presented a Certificate of Appreciation to
Hobert C. Valier for CounciLnan-First Guard and thanked him for his many
years of service to the Village.
Bowden moved, second by Long that the following Village officers
be elected far the coming year:
• Vice Mayor - George E. Bowden
Treasurer - CQrl L. Long
Tax Assessor - Lllis A. Simmons
Tax Collector - Frank D. Cunningham
P%r. Simmons suggested a possible conflict of interest in being Tax Assessor
and also a Counci]ma,n. The motion was passed and the officers were duly
elected.
Attorney Winters gave the baths of Office to the newly elected
Village officers.
Bowden moved, second by Cunningham and passed that the following
Village officials be appointed for the coming year:

Village Judge - Henry W. Jewett

Oaths of Office were given to the newly appointed officers except
.fudge Jewett and Mr. Worth.
The law firm of Winters, Bracrsett and Lord, with William A. Lord,
z-sere appointed as Village Attorneys.

Bowden moved, second by Fong and passed that the reading of the
P~inutes of the previous meeting be waived.
Mr. i~~T. C. Goss, fiscal agent for the water Department, presented
a Certificate of Accounting from SJ. C. Stewart CPA, auditor for the
Village of Tequesta showing the "Gffutt Trust" to be entitled to the de-
livery of $231,000. par value of Z-dater revenue Certificates based upon
gross revenues of the 6~Jater Department for the 12 months ,period immediately
preceding N~arch 1, 1969, Bowden moved, second by Cunningham and passed
that the Certificate of Accounting be approved and accepted
The Village Clerk read a resolution authorizing de Livery of
w231,000. Mater Revenue Certificates, dated July 1, 1967, to the Ofz°utt
Trust from custody account at Banc: of Pa]rn IIeach and Trust Company.
Cunningham moved, second by IIowden and passed that the resolution be
approved and Resolution No. 1-68 Baas there'oyT adopted.
Bowden moved, second by Long and passed that the reading of t're
financial statements for the month of Febr~xary 1969 be waived. Balances

The Sinking Fund ba]a.nce for pa~n:-ent of principal and interest on the
Village Hall Eonds was $I9,443.7Z. The [:later Department financial state-
ment for two (2) months showed total revenues of $35,~:~33,79 and total
expenses and required fund deposits of $31,757.88.
Mr. 3ames B. Boynton, President of the Jupiter-Tequesta Community
F~,,nd, appeared before the Council requesting a contribution to the Conr_~unity
Fund from the Village. He stated the Village Tanager stated that the
Villages entire contribution had 'oeen rn,de to the North County First Aid
Squad, Inc, The Village Manager advised that the amount allocated in the
budget to the North County First Aid ~gvad, Inc. was $500. but had not 'oeen
paid as yet. The Council directed the Village A``,anager to pay the sum of
$500. to the Jupiter-Tequesta Community Iaund, Inc., with the entire amount
to be designated for the ambulance service instead of sending the check
directly to the North County First ~:id Squad, Inc.
The Village Manager presentedr=is report for the month of Fear~~a.ry.
The report showed that 93% of the 1963 Tax z:oll had been collected at

Mayor Sylvester reported on the present growth of the Village;
thanked all those persons writing to Congressman Paul Rogers and the Post
Office Department trying to obtain a post office for the Village; thanked
Mr. Clemmons for his assistance with the ?ost Office project and mentioned
the proposed Tri-Community Library for the area. IIe also mentioned area
recreational facilities and advised the Co~,azcil of a meeting to be held
t'Jeanesday night to discuss area recreational facilities.
Councilman Cunningham reported several requests from various
contractors to have building inspection sheets posted at job site so that
they would be able to know whether or not various inspections had been
made. He also reported on a sketch r"or proposed drainage improvements at
the intersection of Tequesta Drive and Seabrook ;load which had been re-
ceived from Brockway, Owen ~ Anderson Engineers, Inc. The engineers had
estimated the cost at $4,325. Cunninghar.~ moved, second by Bowden and
passed that the Village N3ana.ger get bids as quickly as possible on this
work so it could be completed as quickly as possible.
• Councilman Bowden requested a report on the canal project in
Country Club Point for the next rieeting and advised that some residents of
that area were complaining about the sand piles. Councilman Bowden then
discussed the bad condition of Country Club Drive and the need for funds
to repair same. It Baas explained that part of the problem was drainage,
a part was the age of the road together with the increased traffic 1oac~.
ioz~rden moved, second by Cunningham and passed that bids be obtained for
making necessary temporary repairs to the road and to borrow the money
for the necessary repairs from the ~Tirst 3anlc of 3upiter/Tequesta.
Councilman Bowden read a prepared statement which is attached to and made
a part of these A~Iinutes. Councilr~a,n Long suggested that Councilman Bowden
and Simmons review the dater Departr..ent aigures and they agreed to do this.
Police Chief Dusenbery presented the Police Department and Civil
Defense Reports for the month of February.
Cunningham moved, second by Bowden and passed that the application
of George D. and Patricia A. Georgopoulos for transfer of 1 CO:~ Beverage
License from Charles ~, holler for PJillage ~eestaurant located in Village
Square Shopping Center be approved. Mr. ~ Mrs. Georgopoulas are the nets
owners of the restaurant.
Attorney Minters gave second reading to an ordin;~nce regulating
the parking, occupation and use of trailers on public and private property
in the Village of Tequesta. Cunrti.ngham gloved, second by Bowden and passes.
that the second reading be approved and Ordinance r1o. 150, having been
passed on first and second reading, was hereby adopted.
Attorney Winters gave second reading to an ordinance revising the

Plumbing Code of the Village of Tequesta. Cunningham moved, second by
Long and passed that the second reading be approved and Ordinance No. 151,
having been passed on first and second reading, was hereby adopted.
Bowden moved, second by Long and passed that the following be
approved as depositories for Village of Tequesta funds and all accounts to
require .the signatures (two (2) ) of the Village Manager and/or the Village
Treasurer and one (1) Councilman:

The Village Manager reviewed two (2) easement grants from Village
Realty, Tnc. to the Village of Tequesta for:

Cunningham moved, second by Long and passed that the easements be accepted
and approved.
Mr. James B. Boynton was appointed by the Village Council to be
their representative on the Palm :each County Ambulance Services Committee.
Mr. Paugh reported that the comleted report for water and
sewerage was expected to be received by CCG in the very near future.
Mr. Harold W. Beery, Mr. Willian= Wadsworth and Mr. James Barton,
from the firm of Harold W. Beery and Associates, appeared before the Council
to report on the results of their requests for bids on a pension plan for
Village employees. Mr. Wadsworth presented each Counci]rnan with a copy
of the tabulation of the bids received and explained various items pertinent
to the plan. Bowden moved, second by Cunningham and passed that the pension
plan for Village of Tequesta employees be purchased from GuYf Life effective
March 1, 1969, at a first year cost of $9,450.18 as submitted this date.
Mr. Herman Olsen spoke in behal~ of the Jupiter-Tequesta Athletic
Association making note that additional areas for base ball diamonds are
needed for the greatly expanded youth baseball program in the area this
summer and asked the Village Council to consider the use of the recently
acquired well field site for such a purpose.
Attorney, Winters reported that the two proposed items for considera-
tion of the State hegislature, (1) amendment to Charter to provide that
electorate may have referendum to assess nu lla.ge in excess of Charter limi-
• tction for special large capital programs and (2) redefinition of Village
boundaries had been forwarded to the Legislature for their action.
Upon motion by Long, second by ;3owden and passed John T. Prince, NI. D.,
was appointed by the Village Council as the Village of mequesta's represen%a.-
tive on the Palm Beach County Areawide -Iealth Planning Council, Inc.
Bowden moved, second by Cunningham and passed that the 1969 L:Tater
department Operation and Maintenance Budget be amended to provide for payment
of 1968 Palm Eeach County and Vill~.ge of Tequesta real estate taxes in the
amount of $1,533.74.
The Village Manager reviewed (1) the NTorth County First Aid Squad,
Inc. is considering building a permanent facility to operate their ambulance
service from and they are ask~.ng assistance to secure a site, financial assis-
tance to purchase land and build the building, (2) State Road Department
has advised they will make requested traffic studies, (3) non-resident
Tangible Personal Property Tax on household goods and personal effects is
not appliasble to 1969 tax roll according to a recent ruling of the State
Attorney General, (4) called Colit~ici 1's attention to a letter from Jupiter
Town Attorney to Plantreat, Inc, reference whether or not that plant was
re isterecl Wtith the Flohida Public Service Commission as a p~lblic utilityy
(5~ tie in~'ormation being received from the ~`l.orida Lague of Municips.lities
on 1969 State Legislature activities, (6) a bill for collective bargaining
for public employees, (7) a bill providing for municipal tax assessing and
collection on the County level, (8) the First baptist Church will hold raster
Sunrise Service outdoors on their lawn, (9) and read a letter from Mr. 31rio NI.
