MINUTES OF THE MEETING OF TY;EE
~UNCILMEN OF THE VILLAGE OF
TEQUESTA, FIARIDA
The regular monthly meeting of the Councilmen of the Village
of Tequesta was held at 8:00 P.M., Tuesday, July 15, 1959 at the
Village :Tall. Councilmen present were: Messrs. Sylvester, Bowden,
Long, Cunningham and Simmons. Also present Mere :obert Harp, Village
Manager and Clerk and William A. Lord, Village Attorney.
The meeting was opened with prayer and the Pledge of Allegiance
to the Flag by Councilman Cunningham.
Upon motion by Bowden, second by Cunningham-and passed, the
reading of the Minutes of the previous meeting was waived,
Bowden moved, second by Long and passed that the detailed
reading of the Financial Statement .for the menth of .dune be waived.
The Village Manager recabped tho receipts and disburse~ents for the
nine (9) months period ending June 30, 1969. A discw~ssioa ensued
as tv the fornn of the statement with Counci Lean Sirmnons making a motion
• that the statement include the figures for the previous year. Motion
died fer lack of a aecoad. The Village Manager had a copy of the
FiAanci.al Stataa~ent for the same period last year available for use
of the Councilmen if they desired. Cunningham moved, second Bowden
and passed that the Financial Statement and Disbursements for June
19b9 be approved. Balances oa hand at June 30, 1969 were as follows:

The Sin4dng Fund balance £or.payment of principal and interest on the
Village Hall. bonds was X21.910.14.

The k'ater Department Financial Statement for six (6) months
showed total Revenues of $1~f7,299.61; total isxpenses of y32,356.,s0
and Debt Service Requirements of $6'1,150.26.
The Village Manager presented his report covering activities
during the month of June 1969. Building s'catistics for June 1959 mere:

Mayor Syl~rester reported on various drainage problem areas
in the village; sewerage for the Village; J. T. .~. C. dances; Post
Office project and ~:'ater Rate negotiations. Co;a_nc~ loran Long volunteered
to head up a committee of Mr. Charles Paubh, RicY:ard Swallow and Miles
Kadlec to make a pre;.izninary feasibility study of se*.a~rage for t'r-e
Village. It was also mentioned that COG ~~ould proaacly discuss
sewerage at their next meet:~ng and the committee could avail themselves
of this information.
• CounciLna,n Cunningham reported on Cc~ and its need for
leadership. A 24" CMP drain across Co;~izti•y Club D~°ive; possible
plumbing violations at new apar'rments be:yng constructed on Fiesta
Avenue and the fact he is not completely satisiiec~ with present building
inspection.
Councilman Bowden reported on a proposal by the Jupiter
Postmaster to change mail delivery in the Village from Rural Delivery
to City Delivery which would decrease the postal services available
to the postal patrons i.n ±he Village. Eo~~den moved, second by Cunningham
and passed that Jupiter Postmaster Thomas Brown be advised that the
Village Council is opposed to the proposed change to City Delivery
Mail Service since there does not seem to 'oe any economy in such a
move; that it will reduce the exisiting postal services available to
the postal patrons and could delay the acquiring of a sepax•ate Post
Office for the Village of Tequesta a~ copies 'oe sent to various
interested individuals. Mr. Bowden stated no further negotiations in
water with Jupiter and Jupiter Inlet Coiany since the proposal letter
of June 23, 1969. He mentioned beautification of the F. E. C. Railroad
Right-of-way and Mayor Sylvester said landscape people had advised
to maintain it ae is and not to add to. He spoke of improving the
lot east of toe village Hall and the Council eras advised a landscaping
plan is being prepared. Councilman Long stated he did not feel he
could justify too large of an expenditure for improving this lot at
thin time.. Mention was made of trash at the Mnit Market area in
Qallery .Square and the Village Manager will write to Jackson Minit
Market asking their cooperation in keeping the area well policed.

The Village Manager rsad a letter from Village Funeral
Home requesting a variance to permit their sign. Cunningham moved,
second by Long that the Village Funeral Home be grgntFd a t°.mp~rary
variance for the sign and tze Sign Ordinance be re~ris~~ed. .he mo;io::
was passed 4-1 with Counci]ma~,n Bo~~den against the motion.
A similar request had been made by the Executive Building.
Mayor Sylvester stated he had a personal intereQt in this bcilding,
therefore he turned the gavel over to Vice Mayor Bowden and
removed himself from the Podium. Simmons moved, second by Cunningham
that the Executive Building be granted a temporary variance for their
sign, the motion was passed 3-1 with CounciLnan Eowden against the
motion.
Simmons moved, second by Long and passed that a copy of
the approved 1969-1970 Operating Budget be mailed to each taxpayer
with the 1969 Tax Bi11s about the end of October 1569.
Tax Assessor Simmons Tax Roll was presented to the Council.
Totals shown, subject to correction were:

Bowden moved, second by Cunningham and passed that the Council sit
as a Board of Equalization at 7:45 P.M., Tuesday, August 19, 1969.
Cunningham moved, second bP Bowden and passed that the
Village Manager investigate the cost of Tax Assessing and Collecting
by the Assessor and Collector of Palm Beach County under the terms
of (~apter 69-54, Florida Statutes..
The Village Manager advised of new legi,;,Iation requiring
the assessing of an additional $1.00 court costs to oe added to all
fines and to be paid to the state for use of the F;.o~i3a Police
Academy. He also advised that it would be possible for the Village
to assess another additional $1.00 to be used soley for Police
Personel Training. A copy of the ]aw had not been received as yet
and the Village Attorney suggested the Council withhold action until
the actual law is available.

Dowden moved, second by Cunningham and passed that a
refund in the amount of $62,79 ue made to ~dobert C. Jos L.n, owner
of Lot No. 263 Tequesta beca,~zse of a 1968 assessing error by
~uhieh he was assessed fora residence t~~hich did not exist on his
lot.
Police Chief Dusenbery presented the Police Department
and Civil Defense reports for June 1969. The Councilmen then
discussed a proposal E~~ich had been received from the Police Chief
providing for two additi:;.~al police officers to provide for additional
patrolling. They also discussed a second proposal which had been
received from the Police Chief to provide for an Auxiliary Police
Force .
Simmons moved that provisions be made in the 1969-1970
budget for tiro additional police officers. The motion died for
lack of a second and it was the feeling of the eti~er Councilmen
that this matter would be fully considered in trae preparation of the
1969-1970 budget. rir. [~Tilliam Day of the Tequesta Country Club
Coitanunity Association discussed bumper stickers for Village of
Tequesta automobiles. Bowden iaoved that the Village provide
the bumper stickers for automobiles of Village residents. The
• motion died for lack of a second. Councilman Howden also asked
the Police Chief to look into the Fort Lauderdale Youth Police
Program.
Eon=den moved, second by Cunningham that the plans for the
proposed Auxiliary Police Force be submitted to the Village Attorney
to be checked for a 11 technicalities involved and lia bility of the
Village both as to injury to the Auxiliary Police officer and
liabilitiy because of the ~ .Auxi.liary Police officers actions while
serving as such a police officer. ^the motion passed 4-1 with
Simmons against the motion.
The Village Attorney reported on efforts to secure a
Martin County Franchise for the ;Water Department and it s°ems
that they have no authority to grant franchise but he and :he
fisea l agent were trying to work out sorle other type agreement and
engineers are proceeding to draw up a map of the feasible area
of Martin County for the `dater Departanert to service. Ha stated
the status of the Vi1la,ge's two bills which were before the
legislature is still unlmo~,m at this time since he had not been
advised by the Secretary of States Office.

In connection with the development of the well field site
along Old Dixie Highway and the necessity of crossing the Florida
Eaat Coast Railroad right of way at County Line Road, t'xe Village
Attorney read a Resolution e~hereby the Village of TQ,~ue:.ta does
contract and agree to enter into an agreement with the Florida
East Coast Railway Company, wherein the Village of Tequesta is
given the right and privilege to install a subgrade 8" cast iron
water main encased in a l6" stec;l casing pipe across the R~,il~,ray's
Right of way and under ins tracks and authorizing and directi^.,g
the Mayor and Village Clerk to execute said ag.~eement for and on
behalf of the Vi1l~zgc~ of Tequesta. Cunningham moved, second by
Bowden and passed that the Resolution be adopted.
A letter from Grover C. Herring, representing Teleprompter
Corp. (CATV) was brought to the Council's attention and Mr. Herring
will be asked to attend a Workshop Meeting to di,^c?ass the subject.
Councilman Simmons moved that the Village authorize the
immediate hiring of two .additional men for the Police Force as
requested and recommended by the Police Chief and because of the
recent events is the Village. The motion died for lack of a second,
The Council was advised tlsa,t the report and recommendations
of the Recreation and Park Committee for the Village of Tequesta,
Town of Jupiter and Jupiter Inlet Colony was expected to be
yreaented within the next week or so.
There being no further business, the meeting was ad3ourned
at 11.:00 P .M.
