HomeMy WebLinkAboutResolution_99-05/06_08/17/2006RESOLUTION NO. 99-05/06 A RESOLUTION OF THE VILLAGE COUNCIL OF TAE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AWARDING A BID TO CHAZ EQUIPMENT COMPANY, INC, FOR SOUTH CYPRESS DRIVE STREETSCAPE IMPROVEMENTS IN THE AMOUNT $631,020, FOR WORK TO BEGIN AFTER OCTOBER 1, 2006 AND PROPOSED TO BE INCLUDED IN THE 2006-2007 BUDGET WITH $36,000 PROPOSED IN CAPITAL IMPROVEMENT FUND #301; $75,940 PROPOSED IN THE WATER UTILITY FUND #401 AND $519,210 PROPOSED IN THE STORMWATER UTILITY FUND #403, SEE ATTACHED EXHIBIT "A" INCORPORATED BY REFERENCE AS PART OF THIS RESOLUTION, AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE APPLICABLE WORK AUTHORIZATION ON BEHALF OF THE VILLAGE. Whereas, The Village of Tequesta seeks to enter into an agreement with Chaz Equipment Company, Inc. to complete South Cypress Drive Streetscape Improvements as detailed in attached exhibit "A", which becomes part of this resolution and; Whereas, The Village is proposing to include this amount in the 2006-2007 Budget as follows: • Capital Improvement Fund Acct. #301-320- 663.660; Cypress .Drive South; Streetlights; $35,870.00 • Water Utility Fund Acct. #401-411-663.613; Renewal & Replacement; S. Cypress Drive South; $75,940.00 • Stormwater Utility Fund Acct. #403-320-663.663; Drainage Improvements; $519,210.00 Whereas, This work will be started no sooner then October 1, 2006 and is therefore proposed to be included in the 2006-2007 Budget, NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. Consideration to award a bid in the total amount of $631,020 to Chaz Equipment Company, Inc for South Cypress Drive Streetscape Improvements with funds proposed to be included in the 2006/2007 budget, for work to begin no sooner then October 1, 2006; as detailed and attached hereto as Exhibit "A" and incorporated by reference as a part of this Resolution; is hereby approved and the Village Manager of the Viiiage o£ Tec3uesLa i5 aui.hc;ri~ed ~o exec:uLe Ltte same on behalf of the Village. WHITE, PUBLIC SERVICES MANAGER !~`'~~ SUBJECT: SOUTH CYPRESS IMPROVEMENTS DATE: AUGUST 9, 2006 As you know, on June 29, 2006 we had a bid opening for the above referenced subject. We had two (2) contractors bid the project. Rosso Paving came in at $758,404.30, and Chaz Equipment was $722,690.00. (copy attached) This Capital project consists of new drainage, water main upgrade, street lights and paving. We are also adding landscaped center islands. I have attached a copy of the plan. The business owners are contributing to the cost of the landscaping on the project. Over the past three (3) years we have been working to get this project done. This year we budgeted $250,000.00 for this job. As you can see we were way under on our estimated cost. After talking with various contractors, other municipalities and our engineering firm, the current construction costs have skyrocketed. This is happening all over South Florida and the trend indicates that they will continue to rise. I have met with the Chaz Equipment and Arcadis to evaluate their bid. After these meetings and review of the bid, we have been able to reduce the total bid price down to $631,020.00 this reflects a reduction of $91,670.00. In order to fund this project we will have to amend the FY 2006/2007 budget. I have met with the Finance Director and the Public Works Director to discuss funding. The following is the breakdown of the different components of the improvements: • Stormwater: $519.210.00 • Water Utilities: $75,940.00 • Public Works: $35,870.00 If Council approves these adjustments during the budget workshop on August 15, 2006, I will bring the bid award to the August 17, 2006 Council meeting. I have spoken with Arcadis and we will give Chaz a notice to proceed on October 1, 2006. The South Cypress Drive area is in dire need of these improvements and I feel that this will bring it up to the standards that the Village has set to keep our town a great place to live and work.
